Meeting Minutes
Tuesday, March 20,2018
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
center, 185 North Main street, on the above date. The meeting was called to order at 6:01 p.m. by
Chairman Gray.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Gray.
ROLL CALL
Present: Commissioners Armit, Carroll and Klaarenbeek; Chairman Gray and Vice-Chair Ross.
PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES
There were no members of the public appearing to speak.
CONSENT CALENDAR ITEM(S)
1) Approval of Minutes - February 6, 2018 and February 20,2018.
It was moved by Vice-Chair Ross, seconded by Commissioner Armit, and carried to approve meeting
minutes.
PUBLIC HEARING lTEM(S)
2) Plannino Aoplication No. 2017-75 - A Request To Construct A Two-Storv I .608 Sq. Ft.
Sinole-Familv Residence with A 431 Sq. Ft. Attached Two-Car Garaqe.
The Public Hearing was opened at 6:03 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Technician Poley presented his staff report.
The Applicant did not wish to comment.
There were no members of the public appearing to comment.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:08 p.m.
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Armit, and unanimously
carried, to adopt the Resolutions.
Resolution 2018-21.
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
cALtFORNIA, FINDING THAT PLANNING APPLICATION NO. 2017-75 (RESIDENTIAL DESIGN
REVIEW NO. 2017-38) lS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP); and,
Resolution 2018-22:
A RESOLL'TION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
cALtFORNIA, APPROVING PLANNING APPLICATION NO 2017-75 (RESIDENTIAL DESIGN
REVTEW NO. 2017-38) FOR THE CONSTRUCTION OF A TWO-STORY 1,608 SQUARE FOOT
STNGLE-FAMILy RESIDENCE WITH A 431 SQUARE FOOT ATTACHED TWO-CAR GARAGE
LOCATED AT APN: 373-182-018
The Public Hearing was opened at 6:10 p.m. There were no conflict of lnterest disclosures

been received.
Principal Planner Kirk presented the staff report.
Ken Crawford with KWC Engineers, representing Castle & Cooke explained that the map was brought
before Planning Commission to re-entitle the property. He stated that they were in agreement with the
Conditions of Approval and look forward to a positive vote.
There were no members of the public appearing to comment.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:21 p.m.
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Carroll, and unanimously
carried, to adopt the Resolutions.
Resolution 2018-23:
A RESOLIJTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
cALtFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2016-77 (V'rrM 35773)
IS EXEMPT FROM THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT
CONSERVATION PLAN (MSHCP); and,
Resolution 2018-24:
N NCSOI-UTIICI\\I OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVAL OF A REVISION TO VESTING TENTATIVE TRACT MAP NO, 35773.
STAFF COMMENTS
Community Development Director Taylor said that the Motocross and Skydive CUP's would be going
before Planning Commission within the next few months. ln addition, the Kumar gas station home will
be removed from the lot in May or June.
Principal Planner Kirk explained that the Honda dealership would be going before the Planning

Commission in June and Chick-fil-A formally submitted an application.
COMMISSIONERS' COMMENTS
There were no comments from the Commissioner's.
ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 6:27
p.m. to Tuesday, April 3, 2018, at the Cultural Center, 183 N. Main Street, Lake Elsinore, CA 92530.
