A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING MODIFICATION OF COMMERCIAL DESIGN
REVIEW 20,14-02, CONDITION OF APPROVAL #11A, FOR THE MAINTENANCE
AND RETENTION OF A 4,018 SQUARE.FOOT TENT AT THE LINKS AT SUMMERLY
GOLF COURSE LOCATED AT 29381 VILLAGE PARKWAY. (APN: 371-030-038)
Whereas, Brad Stormon of Kingdom Course (Applicant), filed an application with the City of
Lake Elsinore (City) requesting approval of Commercial Design Review (CDR) No. 2014-02
(Project); and,
Whereas, Stanley and Sonja Wong have purchased and currently operate the Links Golf
Course; and,
Whereas, on April 15, 2014 lhe Planning Commission (Commission) recommended approval a
4,018 square{oot tent on a portion of the property located on a 3.4 aqe site at 29381 Village
Parkway, also known as Assessor's Parcel No.'s 371-030-038 (Site); and,
Whereas, on May 13, 2014, the City Council (Council) approved CDR No. 2014-02, and,
Whereas, both the Commission and Council added Condition of Approval #1 1a to bring back
the tent for revjew in two years; and,
Whereas, on December 6, 2016 at a duly noticed Public Hearing the Commission considered
Modification of CDR No. 2014-O2 pertaining to Condition of Approval #1 1a and continued the
item; and,
Whereas, on January 17, 2016 at a continued Public Hearing the Commtssion considered
Modificatron of CDR No. 2014-02 and accepted public comment and testimony.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 'f . The Commission has considered the l\4odification of CDR No. 2014-02 prior to
making a decision to modify approval of the proposed application. The Commission finds that
the CDR satisfies all requirements set forth in Chapter 17.184 of the Lake Elsinore Municipal
Code (LEMC).
Section 2. The Commission hereby finds and determrnes that the Project is categorically
exempt from the California Environmental Quality Act (Public Resources Code SS 21000 et
seq.: 'CEQA") and the Guidelines for lmplementation of CEQA (14 California Code of
Regulations SS 15000 et seq.. "CEQA Guidelines") pursuant to Section 15303 (Class 3) (e)
(New Constructions) categorical exemption.
Section 3. That in accordance with State Plannrng and Zoning Law and the LEMC, the
Commission makes the following findings for the approval of CDR No. 2014-08.
1. The Project, as approved, will comply with the goals and objectives of the General plan,
and the Zoning District in which the Project is located.

The Project complies with the goals and objectives of the General Plan because it will
assisf in achieving the development of a well balanced and functional mix of residential,
commercial, industrial, open space, recreational, and institutional land uses.
The Project complies with the design directives contained in the General Plan and all
other applicable provisions of the LEMC.
The Project is appropriate to the site and surrounding developments in that the tent has
been designed in consideration of the size and shape of the propefty. Sufficient
sefbacks and enhanced onsite landscaping have been provided thereby creating interest
and varying visfas as a person moves along abutting stree/s and within the center. ln
addition, safe and efficient circulation has been achieved onsite.
Subject to the attached conditions of approval, the Project is not anticipated to result in
any srgnificant adverse environmental impacts.
Notwithstanding the fact that the Project is exempt from CEQA provisions pursuant to a
15303 (Class 3)(e) (New Constructions) categorical exemption, the Project was
reviewed and conditioned by all applicable City departments to ensure that the project
blends into existing development, creates fhe /easf amount of disturbance, and does not
negatively impact the residents or businesses of Lake Elsinore. The Project will not
have a significant effect on the environment.
Conditions and safeguards pursuant to Chapter 17.184.070 of the LEMC including
guarantees and evidence of compliance with conditions, have been incorporated into the
approval of the Project to ensure development of the property in accordance with the
objectives of Chapter 17.184.
Pursuant to Section 17.184.070 of the LEMC, the Project was considered by the
Commission at a duly noticed Public Hearing on April 15, 2014 and by the Council on
May 14, 2014.
The Commission reviewed the Links at Summerly Golf Course tent on December 6,
2016 and January 17,2017, provided direction to staff and added applicable Conditions
of Approval.
Section 4. Based upon the evidence presented, the above findings, and the attached
Conditions of Approval, the Planning Commission hereby approves Modification of Commercial
Design Review No 2014-02.
Section 5. This Resolution shall take effect from
adoption.
