Recommendation
1.Award the Public Works Construction Agreement for the Diamond Stadium Home Run
Wall Project to Maples and Associates.
2.Authorizethe Executive Directorto execute the Agreement in the amount of $131,000.00to
Maples and Associates,in such final form as approved by the City Attorney.
3.Authorize the Executive Directorto executechange orders not to exceed the 10%
contingency amount of $13,100.00.
4.Authorize the Executive Directorto record the Notice of Completion once it is determined
the work is complete.
Background
The City of Lake Elsinore is performing maintenance and repairs to the home run wall at
Diamond Stadium. In short,the project will include the removal of all wood material from the
home run wall and replacement with long lasting marine-grade plywood milled with a tongue
and groove edge.
A Request for Proposal (RFP) including scope of work, required materials and specifications
wasprepared by staff. Inaccordance with the requirements set forth in the California Public
Contract Codeon September 20, 2019, the City invited proposals from vendors listed on the
City’s bid listfor the Diamond Stadium Home Run Wall, Project (CIP PROJECT #Z20003).
Proposalsubmittalswere due on October 23, 2019 at 4:00 PM and wereopened/examined by
staff. A mandatory job-walk at the project site washeld onOctober 15, 2019 at 10:00 A.M.

Discussion
The Request for Proposal detailed the requirements of the project with the primary focus of
replacement boarding on the outfield home run wall. The specific boarding composition was
contained in the RFP, Scope of Work. Because of the special working conditions surrounding
the stadium operations the contractor must familiarize himself with all details of the work
required, and existing conditions. The major considerations of this project are list below:
Remove and dispose of all wood, fasteners and debris from the existing home run wall.
Purchase and approximately install 350 sheets of tongue and grove 4’ X 8’ X ¾” marine
grade plywood on the home run wall at Diamond Stadium.
Prime and paint all sides and edges of the new marine grade plywood with a latex-based
paint before installation on the wall. Apply a second coat of paint to the marine grade
plywood after installation.
Mount the sheets of plywood using self-taping metal screws at 12” centers throughout.
At installation apply commercial exterior glue on all seams between the plywood sheets
at top edge, bottom edge, and both side edges.
Paint a final coat of latex-based paint on the wall after installation.
Latex paint shall have a life time warranty.
Threecontractors havefurnisheda proposal and price for all materials, labor and equipment to
complete the job.Maples and Associates, the lowest bidder, is recommended by staff for the
award of contract. The RFPresults are summarized below:

Fiscal Impact
Diamond Stadium Home Run WallProject (CIP Project RDA Z20003) is included in the Fiscal
Year 19/20–23/24Capital Improvement Plan (CIP) budget. The contract amount herein is fully
funded with ROPSfunding.
