HomeMy WebLinkAbout0011_1_Acquisition of Brush Chipper - SRREPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Grant Yates, City Manager Prepared by:Catherine Eakins, Public Works Administration Assistant Date:November 12, 2019 Subject:Acquisition of BC1000XL Brush Chipper Recommendation Approve and authorize the City Manager to execute equipment purchase in the amount of $40,985.95, plus a 5% contingency,for the purchase of the BC1000XL Brush Chipper,by piggybacking on the Joint Purchasing Cooperative agreement with Sourcewell/NJPA -National Joint Powers Alliance. The approval of the contingency will fund outfitting the equipment with City decals, and registration. Background The BC1000XL Brush Chipper is a heavy-duty machine used to chop large tree limbs or tree trunks into mulch. They help with tree removal jobs that would require more extensive labor or large dump vehicles which can quickly become costly.The City currently does not own a wood/brush chipper; when the need for a wood chipper arises, staff hires a chipper. Large clearing projects requires that staff make multiple trips back and forth to the Public Works yard to dump the debris. Large dumpsters are then hired from CR&R to remove the debris from the yard. Purchasing a brush chipper will enable staff to continue to efficiently maintain the city’s trees by improving mechanical reliability,which will maintain consistent operating and repair costs. Staff will be able to work onsite,disposing of debris generated during the removal and trimming of city street trees and trees in parks and open spaces;loading branches directly into the machine. The wood chips can then be used for landscape mulching around city parks and facilities.This meets the departments goals of natural resource conservation and community aesthetics. Staff has researched the purchase of the equipment from local distributors as well as cooperative government equipment purchase contracts. The result that yielded the most favorable pricing is from Vermeer Compass through Sourcewell Grounds Maintenance,Contract Number 062117- VRM. These contracts are nationally solicited, competitively bid and awarded on behalf of National Joint Powers Authorities (NJPA) current and potential government and education member agencies. This national contract has been assigned to area Dealerships for equipment sale and delivery at the competitive contracted price. State law authorizes "public agencies" to Acquisitionof BC1000XL Brush Chipper November 12, 2019 Page 2 participate in cooperative purchasing agreements like those established by NJPA. Therefore,all City’sandGovernmentalagenciesmaytakeadvantageofthispricingwhenit is determinedto be cost effective. Discussion This purchase will be made using National Joint Purchase Alliance(NJPA)now called Sourcewell, which offer a wide variety of commodity products and services at prices, whichhave been assessed to be fair, reasonable and competitive. Sourcewell/National Joint Powers Alliance Sourcewell/NJPA(“NJPA”)is a public corporation serving as a municipal contracting agency for government and education agencies. While the NJPA does not complete a true public bidding process, similar to the City’s policy or the State of Californiavehicle bidding process, to determine the lowest single purchasing option for its members, it leverages the aggregation of volume purchasing opportunities to achieve the lowest possible purchasing price for its members. NJPA creates national cooperative contract purchasing solutions on behalf of its member agencies to provide both time and money savings by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process. The NJPA provides members with procurement of choice equipment, products and services that have been competitively awarded under contracts featuring the highest quality solutions from industry- leading and nationally recognized vendors. NJPA issues an annual Request for Proposal (RFP) from manufacturers of equipmentutilizedby the membership. All NJPA contracts have been competitively solicited nationally, reviewed, evaluated by the NJPA. Each RFP requests that bids are provided by a manufacturer or vendor whom can sell and service participating member agencies in all 50 states with the full understanding that these contracts will be under consideration for use by government, education and non-profit member agencies throughout the United States. Fiscal Impact The City hasallocatedfunding for thispurchased in the FY19-20 Internal Service Fund. Exhibits A –Quotes and Specifications
