A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSTNORE, CAL|FORN|A, F|NDING THAT THE Fy2018-19 THROUGH Fy2O22-23
CAPITAL IMPROVEMENT PROGRAM CONFORi,IS TO THE LAKE ELSINORE
GENERAL PLAN
Whereas, the City Council (Council) of the City of Lake Elsinore (City) has directed Staff to
assemble a five (5) year program of Capital lmprovement Projects (ClP) to be used as a guideline
for construction of City facilities and infrastructure; and,
Whereas, this program of Projects is collectively called the CIP; and,
Whereas, lhe list of construction Projects and improvements either enhances existing facilities or
provides for new facilities in accordance with the guidelines and requirements contained in the
Lake Elsinore General Plan (GP); and,
Whereas, staff has reviewed all Projects both funded and unfunded and finds them to be
consistent with the guidelines set forth in the GP; and,
Whereas, pursuant to California Government Code Section 65401, the Planning Commission
(Commission), as a recommending body, must make a finding that proposed Capital Projects
conform with the GP; and,
Whereas, the Commission shall submit a report to the Council regarding the Capital Projects
conformity with the GP in accordance with Califomia Government Code Section 6540'1; and,
Whereas, on June 5,2018, at its Regularly scheduled meeting the Commission has considered
evidence presented by City staff and other interested parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMTTIISSION OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section L The Commission has considered the CIP and has determined that the CIP conforms
to the GP based upon the following findings:
1. The FY2018-19 to FY2022-23 CIP is consistent with the goals, policies and restrictions of the
City's 20,l 1 GP and facilitates upgrades and improvements to existing facilities and related
amenities throughout the various elements of the GP, thereby enhancing the quality of life in Lake
Elsinore.
2. The CIP includes Master Plan studies which provide for organized development of future
facilities appropriate to the various elements of the GP, thereby enhancing the quality of life in
Lake Elsinore.
Section 2. This Resolution shall take effect from and after the date of its passage and adoption.
