Recommendation
adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AMENDING THE FEE SCHEDULE TO INCLUDE FEES FOR PASSPORT
SERVICES
Background
The U.S. Department of State (DOS) issues passports to citizens of the United States and
allows municipal governmental offices to become designated Passport Acceptance Facilities to
assist in providing this service.
Discussion
Council previously requested that the City Clerk’s Department begin providing passport
processing services to the community.
There are currently several locations performing passport processing within a 20-mile radius of
City Hall (Exhibit B) and few locations that offer passport photos. The proposed service will
include passport/passport card application acceptance and photos; therefore, providing a more
efficient process for the consumer.
Proposed Program
The program will be run out of the City Clerk’s Department during the following times:
Monday, Wednesday, Friday By Appointment Only 9:00 a.m. – 2:00 p.m.
The fees to be added to the Fee Schedule will be: $35 new passports and certain renewals; $35
new U.S. Passport Cards and certain renewals (set by DOS); and, $15 photos. Checks will not
be accepted for payments for the City fees for this program, cash and credit card only.
The DOS allows for facilities to collect $35 per application on all new passport/passport card
applications or renewals that have been expired for 5 years. Renewal applications done within

the allowable time frame are not allowed to have a processing fee, it is the facility’s prerogative
to provide this service to customers. Applicants are responsible for all fees owed to the
Department of State. The additional fee a facility may charge is for photos at a price they deem
appropriate. In addition to the fees to the City, applicants will pay the DOS fees according to the
type of document they are seeking, per the DOS Fee Schedule (Exhibit D)
The expenses for this program are for equipment (camera, printer and photo back drop $500),
ongoing expenses of appointment scheduling software ($600/year), photo supplies (paper and
ink) and postage, which were included in the budget for Fiscal Year 18-19. Current staff will
absorb this new programs duties and training for staff is provided by the DOS is free.
City’s that provide this service have experienced that it is a self-sustaining program that brings
in additional revenue to the General Fund as detailed in Exhibit C. Every facility sets their own
hours and determines whether they will take walk-in customers or by appointment only, based
on the demands of their office needs and responsibilities for day-to-day operations. These
factors can be adjusted to meet the needs of the community and/or the department.
It should also be noted that the service is available to any citizen of the United States, you do
not need to be a resident of Lake Elsinore. This opens the potential customer base to anyone
who works, lives or is travelling in Lake Elsinore, and from surrounding communities.
Staff will provide an annual report on the program, services and associated revenues.
Fiscal Impact
There is minimal fiscal impact, other than staff time to prepare the program. Funds were
allocated in the Fiscal Year 2018-2019 budget for the equipment costs in the amount of
$2,000.00. The potential revenue for the first 9 months is estimated at $2,000.00 minimum.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
AMENDING THE FEE SCHEDULE TO INCLUDE FEES FOR PASSPORT SERVICES
Whereas, the Department of State allows municipal agencies to become Passport Acceptance
Facilities; and,
Whereas,the Department of State regulates all fees for executing Passport/Passport Card
applications; and
Whereas,the City Council desires to provide this vital service to the community.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1.That the adopted Fee Schedule be amended to provide for the fees for this service:
Passport Execution Fee $35.00
Passport Card Execution Fee $35.00
Passport Photos $15.00
Section 2.This Resolution shall take effect immediately upon its adoption.
Section 3. The City Clerk shall certify to the adoption of this Resolution and enter it into the
book of original Resolutions.
