Order/Additional Scope
Recommendation
Approve pavement rehabilitation segments in addition to original Graham Ave Pavement
Rehabilitation Project Scope. The purpose of this change order is to improve the condition rating
of several local streets west of Graham Avenue.
Background
Bucknam Infrastructure Group has performed the 2017 Pavement Assessment Program.
Based on the city’s most recent pavement condition survey (9/8/2017), Kellogg ST, Lewis St
Lindsay St, Lowell St, and Scrivener St had Pavement Condition Index (PCI) rating at or below
56, at the segments listed below. Rehabilitation recommendations are divided into categories
based on their respective current conditions:
1” Grind and 2” Overlay
Type II Slurry Seal
Manhole Grade adjustment at 17 locations.

The original Contract has been awarded to R.J. Noble Company to perform pavement
rehabilitation work on Graham Ave. between Heald Ave and Lakeshore Drive and Silver Street
between Graham Ave and Lakeshore Drive.
Additional Scope will expand the rehabilitation work to the segments described above,
improving their condition and PCI rating.
The manhole grade adjustment will improve rideability of the finished surface once the project
has been completed. Cost of the change order is $145,283.60, which includes a 10%
contingency.
Fiscal Impact
The funding allocation for additional scope will follow original project funding. Funding for
original scope of the project will be from the allocated SB-1 funds available with the remainder
being funded from T.R.I.P. Funds.
