Subject:Approve the Purchase of Hardware, Software, Encoders and Locks from
Accurate Security Pros for the Campground Rehabilitation Project (CIP
PROJECT #Z40007)
Recommendations
1.Approve and Authorize the City Manager to sign and issue a purchase order for $20,618.43
to Accurate Security Pros (“ASP”) for the purchase of an integrated RFID locking system and
related components for the Community Hall Building.
2.Approve 15% contingency based upon lock and related hardware for quantities.
3.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases
fromASPsincestaff discussed with severaldifferent RFID lock integrators and vendors to ensure
that the locking system for campground project can be integrated across all business services
and security needs to be provided at the campground.Due to rapidly changing technology, staff
was looking to automate the security of the campground to a RFID (radio frequency identification
device) that would unlock or lock doors (yurts, showers, vintage trailers, buildings) and also
allow for cashless transactions, renting boats, and other activities and many vendors talked
lacked partners or functionality but Accurate Security Pros has been able to integrate the various
options into the product as well as lock down security of site making the location safer and
efficient.
Background
As part of the Campground Rehabilitation project, staff is activating the campground site to utilize
RFID technology to lock and unlock doors as well as provide an avenue to activate amenities with
ease of use with all who stay and play at the campground from a single wristband device. From
unlocking a yurt door to buying drinks and food at the concession stand, the wristband can handle
it all and lock down all transactions reducing the need for cash and for purchases or activities.

The RFID locking system includes software, licenses, encoders, fobs, proximity cards, portable
programming devices, battery packs, Salto cylindrical locksets, mortise locks, outdoor kits,
deadbolts, ethernet controllers, wall readers, power supplies, cases, door detection sensors, and
supplies.
Fiscal Impact
The locks and related items are funded through the CIP Campground Project.
Wavier of Competitive Bidding Procedures
Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to
waive the competitive bidding requirement that would otherwise be utilized for this purchase. The
system benefits outlined above and the fact that these products are available, staff recommends
that the City Council waive the competitive bidding pursuant to Municipal Code Section
3.08.070(G) and allow the City Manager to contract directly with ASP as outlined in this agenda
report.
