Main Street Lake Elsinore, CA 92530 Cultural Center A Regular meeting of the Clty Council of the Clty of Lake Elsinore was called to order at 5:00 p.m. Present: 5 - Council Member /Agency Member Robert Magee, Council Member /Agency Member Natasha Johnson, Mayor Pro TemNice -Chair Brian Tisdale, Mayor /Chair Steve Manos and Council Member /Agency Member Timothy J Sheridan PUBLIC COMMENTS There were no members of the public appearing to speak. CITY COUNCIL CLOSED SESSION City Attorney Leibold announced the Closed Session items. CLOSED SESSION REPORT City Attomey Leibold provided an update on the Closed Session and stated there is no reportable action. CITY COUNCIL CONSENT CALENDAR A motion was made by Mayor Pro Tem/Vice -Chair Tisdale, seconded by Council Member /Chair Johnson, to approve the City Council Consent Calendar. City of Lake Elsinore Page 2 City Council / Successor Agency Meeting Minutes September 10, 2019 5) Proclaiming October 2 2019 as California Clean Air Da Adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINIORE, CALIFORNIA, PROCLAIMING OCTOBER 2, 2019, AS CALIFORNIA CLEAN AIR DAY s) TUMF Fee Credit Agreement for Trans portation Improvements Constructed by Pardee Homes for the Westlake Detached Condo Project at Riverside Drive and Grand Avenue Approve the attached Improvement Credit Agreement and authorize the Mayor to execute the agreement, as approved by the City Attorney. 7) Amendment No. 1 Agreement for Contract Services to Hemet Fence Corporation - Canyon Hills Park Fencing, CiP # Z40024 Approve Amendment No. 1 to the agreement with Hemet Fence Corporation in the additional amount of $37,390.00 for a not to exceed contract amount of $81,290 plus a 20 percent contingency adjustment for quantities installed and authorize the City Manager to execute the agreement in such final form as approved by the City Attorney. $) Deceive and File the Plannina Commission's Approval of Planning Application No. 2019 -15 for a New 75 -foot High AT&T Wireless Communications Facility, located at 16401 Lakeshore Drive Receive and File the Notice of Decision for Planning Application No. 2019 -15 acted on by the Planning Commission on August 20, 2019. g) Agreement and Escrow Instructions for Purchase and Sale of Real Property., APNs 374 - 292 -002; 374- 291 -003 Approve the Agreement and Escrow Instructions for Purchase and Sale of Real Property in substantially the form attached, authorize the Mayor to execute the Agreement in such final form as approved by the City Attorney, and direct the City Manager to execute the Certificate of Acceptance. SUCCESSOR AGENCY CONSENT CALENDAR A motion was made by Mayor Pro Tem/Vice -Chair Tisdale, seconded by Council Member /Agency Member Johnson, that this be Adopted. Aye: 5 - Council Member /Agency Member Magee, Council Member /Agency Member Johnson, Mayor Pro Tem/Vice-Chair Tisdale, Mayor /Chair Manos and Council Member /Agency Member Sheridan 10) Minutes of the Regular Successor Agengy Agency Meetinq of August 27 2019 Approve the Minutes. 11) SA Warrant List Dated August 15 2019 Receive and file. 12) Tree Removal Agreement with Arborguest Tree Service Inc. for the Removal of Eucalyptus Trees at Diamond Stadium CIP' Proiect #240003 City of Lake Elsinore Page 3 City Council I Successor Agency Meeting Minutes September 10, 2019 Confirm Award of a Tree Removal Agreement to Arborquest Tree Service Inc. for the Removal of Eucalyptus Trees at Diamond Stadium CIP Project #Z40003 and authorization by Successor Agency to the Executive Director to execute the Agreement in the not to exceed amount of $61,875.00. PUBLIC COMMENTS — NON - AGENDIZED ITEMS — 3 MINUTES Appearing to speak were: Paulie Tehrani and Ace Vallejos. CITY MANAGER COMMENTS City Manager Yates introduced City Engineer Habib to provide an update on East Side Circulation Transportation Projects. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Sheridan announced the Tuscany Hills Meeting on September 18th, that he gave a presentation to students at Donald Graham Elementary on September 10th; and, congratulated Storm Baseball for making the California League Championships. Council Member Johnson announced the Prepared Not Scared event on November 2nd, the Fur Your Eyes Only event with Animal Friends of the Valleys on September 28th, the Trauma Intervention Program Annual Heroes with Heart Awards Dinner and Fundraiser on October 5th, and the Howl- O -Ween Spooktacular on October 18th. Council Member Magee announced the Fish Survey was a success and the next event will be on September 24th, the Industry Night event on September 14th, and there will be open practice at Diamond Stadium for automobile racing on September 14th. Mayor Pro -Tem Tisdale announced National Voter Registration Day is September 24th, the Veterans' Employment and Training Service announced a 3.4 percent Veterans unemployment rate, the Veterans Expo Services will be hosting a job fair on September 17th, and the Women Veteran Annual Celebration is on October 19th. Mayor Manos provided an update on the Lake Elsinore Advanced Pump Storage project; announced the Lake Elsinore Live event on September 17th, Community Emergency Response Team training will be held October 4th through 6th, the State of the City is October 10th, and the 2nd annual Costume Party is on October 25th. ADJOURNMENT The Lake Elsinore City Council and Successor Agency adjourned at 7:56 p.m. in memory of Peter Dejong Jr. to the Regular meeting of Tuesday, September 24, 2019, at 7:00 p.m. in the Cultural Center located at 183 N.
