ADOPT A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELS|NORE, CAL|FORNTA, AppROVtNG StcN pERMtT 2018-01 (M|NOR DESTGN
REVIEW) FOR THREE CENTER IDENTIFICATION SIGNS.
Whereas, Greg Lukosky (Applicant), filed an application with the City of Lake Elsinore (City)
requesting approval of Sign Permit No. 2018-01 for three Center identification signs referred to
herein as the "Project"; and,
Whereas, the Applicant proposes three center identification signs that consists of two signs with
a proposed a sign area of 86.63 sf, which is 7 -6" in height and 20 -0" in width and one sign with
a maximum sign area of 180 sf, which is 45 -0" in height and '14 -9" in width and one; and,
Whereas, in accordance with the California Envaronmental Quality Act (California Public
Resources Code Section 21000 et seq.: "CEQA"), the State CEQA Guidelines (Title 14, California
Code of Regulations Section 15000 et seq.: "CEQA Guidelines"), the Project is categorically
exempt from CEQA and the CEQA Guidelines pursuant to Class 11, Accessory Structures (1531 1
(a)on premise sign); and,
Whe.eas, pursuant to Section '17.'184.110 of the Lake Elsinore lrunicipal Code (LElrC), the
Planning Commission (Commission) of the City has been delegated with the responsibility of
reviewing and making decisions regarding minor design review applications in the City; and,
Whereas, on February 20, 2018, at a duly noticed Public Hearing the Commission has considered
evidence presented bythe Community Development Department and other interested parties with
respect to this-
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE ANO ORDER AS FOLLOWS:
S9999!!_l!.: The Commission has considered the lvlinor Design Review for three center
identification signs that consists oftwo signs with a proposed a sign area of 86.63 sf, which is 7 -
6" in height and 20 -0" in width and one sign with a maximum sign area of 180 sf, which is 45 -0"
in height and 14 -9" in wadth and one.
Sgg!.9.01r The Commission finds and determines that no new CEQA documentation is
necessary. The Project was analyzed in the previously approved Mitigated Negative Declaration
(l\rND) (SCH# 2017021072\. All potentially significant impacts have been avoided or mitigated
pursuant to the earlier MND and none of the conditions described in Section '15162 exist. No
substantial changes which require major revisions to the MND exist and no new information of
substantial importance which require revisions to the earlier MND exist. Therefore, no further
environmental documentation is necessary.
Section 3: That in accordance with the City LEI\rC, the Commission makes the following findings
for Sign Permit No. 2018-01, a Minor Design Review, for three center identification signs that
consists of two signs with a proposed a sign area of 86.63 sf, which is 7'-6" in height and 20 -0"
in width and one sign with a maximum sign area of 180 sf, which is 45 -0" in height and 14 -9" in
width and one:

The Project, as approved, will comply with the goals and objectives of the GP and the zoning
district in which the project is located.
The proposed Project is for the installation of a replacement sign that adveftises a land use
that,s colrsiste nt with the GP Land Use designation for the site and the official zoning
designation. The proposed PAed complies with all applicable development standards and
any deviation from the Municipal Code development standards have been reviewed and
approved pursuant to the requisite findings for a Vaiance. Therefore the proposed Project is
found to comply with the goals and objectives of the GP and the zoning district in which the
project is located.
The Project complies with the design directives contained in LEMC Section 17. 184.060 and
all other applicable provisions of the Municipal Code.
The proposed srgn has been designed in a manner conslsfent with the design directives as
found in the Municipal Code. The proposed design of the sign is of high quality and is
consistent with the other updated signage onsite, thereby providing a uniform and consistent
sign theme.
Conditions and safeguards pursuant to LEMC Section 17.184.070, including guarantees and
evidence of compliance with conditions, have been incorporated into the approval of the
subject project to ensure development ofthe property in accordance with the objectives of this
chapter and the planning district in which the Site is located.
The proposed Project has been adequately conditioned to ensure all impacts of the proposed
sign have been addressed and the proposed Project is developed in a manner consistent with
the proposed design. The Project has been also conditioned to ensure all permits and outside
agencies approval are completed prior to the issuance of building permit.
Section 4: Based upon the evidence presented, the above findings, and the attached Conditions
of Approval, the Commission hereby approves Sign Permit No. 20'18-01.
Section 5: This Resolution shall take effect immediately upon its adoption.
