Public Safety Advisory Commission
Regular Meeting Minutes
Wednesday August 21, 2019
Call to Order
A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center,
183 North Main Street, on the above date. The meeting was called to order at 6:02 p.m. by Vice -Chair
Carlos.
Pledge of Allegiance
The Pledge of allegiance was led by Commissioner Hendley.
Roll Call
Present: Commissioners Williams, Miller, Henley, and Pastrano, and Vice -Chair Carlos.
Presentations
1) Traffic Safety Update — Deputy City Clerk Mahan provided an update and responded to questions
from the Commission.
Commissioner Williams suggested creating the Neighborhood Traffic Mitigation, Calming and
Education Subcommittee.
Commissioner Pastrano suggested a Public Safety Advisory Commission Facebook page to address
some of the safety concerns.

Consent Calendar Item(2)
It was moved by Commissioner Pastrano, seconded by Vice -Chair Carlos and unanimously carried, to
approve the Consent Calendar.
2) Minutes from the Regular Public Safety Advisory Commission Meetings of July 17 2019. —Approved
the minutes.
Business Item(s)
3) Active LE Plan Review — Received and file the Draft Active LE Plan and direct staff to initiate the
development of the Final Active LE Plan for further approval.
Audrey Young with DBI provided a Power Point presentation and responded to questions from the

4) Public Safety Advisory Commission Reorganization — Select and appoint a Chair and Vice -Chair
Vice -Chair Carlos yielded the Chair to Acting Secretary Reyes for the purpose of opening the
nomination for the seat of Chair.
Acting Secretary Reyes opened the nomination for the seat of Chair. Commission Williams
nominated Vice -Chair Carlos and seconded by Commissioner Hendley.
It was carried by unanimous voice vote to select Vice -Chair Carlos to the seat of Chair.
Acting Secretary Reyes yielded the floor to Chair Carlos.
Chair Carlos opened the nomination for the seat of Vice - Chair. Commissioner Miller nominated
Commissioner Hendley and seconded by Commissioner Pastrano.
It was carried by unanimous voice vote to select Commissioner Hendley to the seat of Vice - Chair.
Subcommittee Reports
Commissioner Williams provided the Homeless Task Force Subcommittee Report from the August Stn
meeting, and welcomed the new Lieutenant Boydd.
Lieutenant Boydd introduced himself, briefed the Commission on his background, stated the cooperation
between the Social Work Action Group (SWAG) and the City is amazing, and hopes we can continue
making a difference.
Staff Comments
Deputy City Clerk Mahan stated that the meeting was very productive and there was great feedback.
Comm issio grs' Comments
Commissioner Williams commented on the passing and transition of former Commissioner Chris Hyland
and is thankful for everything she did.
Commissioner Pastrano stated he is assigned to the Community Colleague Bureau and he is a L.A.
County Sheriff, and noted their partnership with the L.A. County School District in regards to active
shooters; and requested to have someone from the Lake Elsinore School District and the Riverside
County Sheriff's come out and provide an educational presentation regarding this matter.
Commissioner Hendley stated Terra Cotta Middle School would like to have an active shooter training,
all schools participate in the Great Shake Out every October, would love to see all schools more prepared
in an emergency response situation; is attending the Community Emergency Response Team (CERT)
training in October and encouraged her colleagues to attend; and is super happy about the Active LE
Plan.
Adjournment
The meeting adjourned at 7:05 p.m. to the Regular meeting on Wednesday, August 21, 2019, in the
Cultural Center located at 183 N. Main Street.
