RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, APPROVING RESIDENTIAL
DESTGN REVIEW 2015-07 (MINOR DESIGN REVIEW) MINOR
DESIGN REVIEW FOR A 1,238 SQUARE FOOT MODULAR HOME,
4OO SF FREE STANDING GARAGE, AND RELATED
IMPROVEMENTS ON AN APPROXIMATELY 8,OOO SF LOT
LOCATED AT 30040 lLLlNolS STREET (APN: 375-033-004 & 005)
WHEREAS, John Rowland, Santa Rosa Development Consultants for
approval of the installation of a 1,238 Square foot modular home, construction of a
400 Square Foot garage, and related improvements, herein referred to as the
"proiect" located at 30040 lllinois Street (APN: 375-033-004 & 005) and generally
located approximately 200'-0" east of the intersection of Richard and lllinois.; and
WHEREAS, the proposed project is exempt from the California
Environmental Quality Act (Cal. Publ. Res. Code SS21000 et seq.:"CEQA") and the
State CEQA Guidelines (14 Cal. Code Regs SS15000 et seq.), specifically pursuant
to Section 15303 (C/ass 3 - New Construction or Conversion of Small Structures); and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been
delegated with the responsibility of approving Minor Design review requests for
single-family residential projects; and
WHEREAS, on February 2, 2016, at a duly noticed public hearing, the
Planning Commission considered evidence presented by the Community
Development Department and other interested parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. The Planning Commission has considered the Minor Design
Review and finds that it is consistent with the Medium Density Residential
Development standards and it satisfies all requirements set forth in Chapter 17.'1 84
of the Lake Elsinore Municipal Code.
SECTION 2. The Planning Commission finds proposed project is exempt
from the California Environmental Quality Act (Cal. Publ. Res. Code $$21000 et
seq:"CEQA") and the State CEQA Guidelines (14. Cal. Code Regs $$15000 et
seq.), specifically pursuant to Section 15332 (C/ass 3 - New Construction or
Conversron of Small Structures) because the Project is One single-family residence
in a residential zone.
SECTION 3. That in accordance with State Planning and Zoning Law and
the Lake Elsinore Municipal Code, the Planning Commission makes the following

findings for the approval of the proposed Residential Design Review (Minor Design
Review):
'1 . The Project, as approved, will comply with the goals and objectives of the
General Plan, and the Zoning District in which the Project is located.
The Project complies with the goals and obiectives of the General Plan
because lt w,// assist in achieving the development of a well balanced and
functional mix of residential, commercial, industrial, open space, recreational,
and institutional land uses.
The approval of this residential development will assist in achieving the
development of a well-balanced and functional mix of residential, limited
commercial, limited industrial, open space, recreational and institutional land
uses by providing additional affordable housing within the City of Lake
Elsinore, as well as encouraging the development and maintenance of a
broad range of housing types for all income groups and age categories. lt
should be noted that the proposed dwelling which incorporates a "Craftsman"
style architecture; will provide a well-rounded design while maintaining the
desirable rural characteristics and base framework to achieve quality and
compatibility in the physical design of the developing pottions of the City, and
serves lo enhance the existing developed areas within the General Plan
designation Medium Density Residential (MDR).
2. The Project complies with the design directives contained in the General Plan
and all other applicable provisions of the Lake Elsinore Municipal Code.
The Prolect is appropiate to the site and surrounding developments in that
the modular home has been designed in consideration of the size and shape
of the property.
The proposed Residential Design Review is appropriate to the site and
surrounding developments in that the residential project has met all
development standards. Fufther, the prqect as proposed will complement the
quality of existing development and will create a visually pleasing, non-
detractive relationship between the proposed and existing resldences.
3. Subject to the attached conditions of approval, the Project is not anticipated
to result in any significant adverse environmental impacts.
Notwithstanding the fact that the Project is exempt from CEQA provisions
pursuant lo a C/ass 3 exemption, the Project was reviewed and conditioned
by all applicable City departments to ensure that the project blends into
existing development, creates the least amount of disturbance, and does not
negatively impact the residents or buslnesses of Lake Elsinore. The Project
will not have a significant effect on the environment.
4. Conditions and safeguards pursuant to Chapter 17.184 of the Municipal
Code, including guarantees and evidence of compliance with conditions,

have been incorporated into the approval of the Project to ensure
development of the property in accordance with the objectives of Chapter
17.184.
Pursuant Io Section 17.184.070 of the Lake Elsinore Municipal Code, the
Project was considered by the Planning Commission at a duly noticed public
hearing on February 2,2016.
SECTION 4. Based upon the evidence presented, the above findings, and
the attached Conditions of Approval, the Planning Commission hereby approves
Residential Design Review 2015-07 (Minor Design Review).
SECTION 5. This Resolution shall take effect from and after the date of its
passage and adoption.
