Recommendation
Approve the contract change order to All American Asphalt for the additional scope of work on
Grand Avenue in the amount of $220,087.39.
Background
Lincoln Street Pavement Rehabilitation was submitted to CA League of Cities for Approval in
order to utilize SB1 Grant allocation of $354,123 allocated to the City of Lake Elsinore for Fiscal
Year 18/19. City Council awarded the contract to All American Asphalt on June 25, 2019 in the
amount of $833,360.25.
Discussion
Grand Avenue Pavement rehabilitation was added to the Lincoln Street Pavement
Rehabilitation Project scope due to the close proximity to the original project location as well as
the deteriorated condition/uneven pavement of Grand Ave roadway surface. Over the years
multiple utility trenching operations caused the Grand Ave roadway surface to become uneven
and accelerated its deterioration. In an effort to improve the condition of pavement on Grand
Ave, staff requested All American Asphalt to extend their scope of work adding these
improvements which is a cost savings to the City since the contractor was already mobilized at
the location.
Fiscal Impact
Funding for this project has been allocated within the approved CIP Budget.
