HomeMy WebLinkAboutItem #2 Minutes 07-17-2019Page 1 City of Lake Elsinore Public Safety Advisory Commission Regular Meeting Minutes Wednesday, July 17, 2019 Call to Order A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:01 p.m. by Commissioner Williams. Commissioner Williams yield the chair to Deputy City Clerk Mahan to asked for a motion from the Commission on to who will be running the meeting in the absence of the Chair and Vice-Chair. It was moved by Commissioner Miller, seconded by Commissioner Hendley and unanimously carried to have Commissioner Williams lead the meeting tonight. Pledge of Allegiance The Pledge of allegiance was led by Commissioner Hendley. Roll Call Present: Commissioners Williams, Miller, Henley, and Pastrano. Absent: Vice-Chair Carlos Presentations Deputy City Clerk Mahan swore in the newly appointed Commissioner Pastrano and returning Commissioner Hendley by administered the Oath of Affirmation. 1) Public Works Traffic and Safety Update – Deputy City Clerk Mahan provided an update and a Power Pointe presentation. Public Comments – Non Agendized Items Appearing to speak was Sharon Dean. Consent Calendar Item(s) It was moved by Commissioner Hendley, seconded by Commissioner Miller and unanimously carried, to approve the Consent Calendar. 1) Minutes from the Regular Public Safety Advisory Commission Meetings of June 19, 2019. – Approved the minutes. Business Item(s) 2) Hazardous Vegetation and Rubbish Abatement Program – Received and file. Page 2 Community Development Direct Taylor congratulated Commissioner Hendley on her re-appointment and welcomed her and Commissioner Pastrano; briefed the Commission on the divisions that fall within the Community Development Department; introduced Assistant Fire Marshal Steve Payne who is the point of contact for the Weed Abatement program, Building and Code Enforcement Manager and Building Official Bill Belvin, Code Enforcement Superintendent Manager Fred Lopez, Code Enforcement Officer Tim Sun, Fire Chief Lonny Olson, and Chief Lujan; provided a presentation on the maps; and, responded to questions and concerns from the Commission and the public. Assistant Fire Marshal Payne provided a Power Point presentation and responded to questions and concerns from the Commission and the public. Code Enforcement Officer Lopez responded to questions from the Commission and the public. Appearing to speak was Miguel Flores and Sharon Dean. Commissioner Williams inquired if the information can be placed on Facebook and the City’s website so the processes can be delineated and the public can be aware, and communication via e-mail; inquired on the percentage of individuals that own property that do not reside in Lake Elsinore, live out of state, out of the Country; and, the possibility of partnering with the County. Community Development Director Taylor stated he would look in to how many property owners reside out side of Lake Elsinore, will work with Nicole Dailey on getting the information on Facebook, Twitter, and the City’s website and creating a general e-mail for inquiries, and, will reach out to the County. Subcommittee Reports None Staff Comments Deputy City Clerk Mahan stated that he is working with Capitan Lujan on the GIS issue, will work with Nicole on getting the information out on social media, Temecula is the only City with a Public Safety Advisory Commission and Corona has a Safety Subcommittee, and, he is still looking in to the Regional Subcommittee. Commissioners' Comments Commissioner Williams welcomed new Commissioner Pastrano aboard, and stated he will bring a wealth of knowledge and energy to the Commission. Commissioner Pastrano thanked the Commission for having him, stated he is looking forward to working with everyone, hopes he will be a good asset to the Commission, still working on getting as much information as possible, and looking forward to making Lake Elsinore a great City. Commissioner Miller stated that having been a Building Inspector for the County of Riverside and the last few years being with Environmental Compliance he understands the process and the hazards of the fire, it upsets him when he drives around and sees all the tall weeds, knows how City Staff hands are tied; and, appreciates everything that everyone is doing and encouraged staff to keep at. Commissioner Hendley thanked staff for all the great information shared; stated summer is almost over, school starts August 12th, and reminded everyone to be mindful of the thousands of children walking, skateboarding, riding their bikes and scooters to school; and, asked everyone to keep their eyes open, slow down, don’t’ run stop signs and red lights, she would like every kid that goes to school in morning to come back home in the afternoon. Page 3 Commissioner Williams stated she misses former Chair Stewart, he was the one that set the tone for the Commissioners, they will try to live up to his expectations, he left them with the words of wisdom that they are here to serve and to serve at the will of the City Council, and this is something she took to heart.
