Public Safety Advisory Commission
Regular Meeting Minutes
Wednesday, June 19, 2019
Call to Order
A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center,
183 North Main Street, on the above date. The meeting was called to order at6:01 p.m. by Chair Stewart.
Pledge of Allegiance
The Pledge of allegiance was led by Commissioner Hendley.
Roll Call
Present: Commissioners Hendley, Miller, and Williams; Vice-Chair Carlos and Chair Stewart.
Absent: None
Presentations
1) Riverside County Sheriff’s Geographic Information Systems – Captain Lujan provided an update and
responded to questions from the Commission.
2) CALFIRE Update on Opticon Technology – Captain Phillips provided a Power Point presentation, a
short video, and responded to questions from the Commission.
3) Code Enforcement Homeless Camp Cleaning – Code Enforcement Officer Lopez provided an update
and responded to questions from the Commission.
4) Public Works Update – Deputy City Clerk Mahan provided a Power Point presentation and responded
to questions from the Commission.
Public Comments – Non Agendized Items
Appearing to speak was Sharon Dean.
Code Enforcement Officer Lopez responded to resident Dean’s concerns on weed abatement issues and
stated there will be a presentation at the July meeting by Assistant Fire Marshall Payne.
Deputy City Clerk Mahan also advised resident Dean that there will be more information on weed
abatement at the July meeting and a presentation by Code Enforcement Officer Lopez and Assistant Fire
Marshal Payne; and, stated that the City would be more than willing to work with her on this issue.
Chair Stewart also referred resident Dean to the City’s website for information.
Consent Calendar Item(s)
It was moved by Commissioner Williams, seconded by Chair Carlos and unanimously carried, to approve
the Consent Calendar.

1) Minutes from the Regular Public Safety Advisory Commission Meetings of February 20 and March 20,
and the Cancelled Meetings of April 17 and May 15, 2019. – Approved the minutes.
Business Item(s)
2) Regional Public Safety Advisory Commissioner Meeting – Discuss a Regional Public Safety Meeting
and receive direction from the Public Safety Advisory Commission
Deputy City Clerk Mahan gave clarification to the Commission on the item, and asked for direction from
the Commission in regards to creating a subcommittee with the surrounding cities consisting of two
members from each Commission to be able to meet, discuss and share solutions without violating the
Brown Act.
Chair Stewart advised the Commission to think about who would like to serve on the subcommittee to
be voted on at the July meeting.
Commissioner Williams shared that the only city with a Public Safety Advisory Commission is Temecula
and recommends that we reach out and see if there are other Commissions out there similar to the
Public Safety Advisory Commission to make sure we can move forward with this.
Deputy City Clerk Mahan will reach out to the surrounding cities and see what type of committees they
have in regards to safety.
Subcommittee Reports
Commissioner Williams reported on the Homeless Task Force Subcommittee and provided statistics from
the previous meeting.
Staff Comments
Deputy City Clerk Mahan congratulated Chair Stewart and stated he will be missed.
Commissioners' Comments
Commissioner Miller stated he is concerned with kids now being out of school and skateboarding without
a vest at night, and drivers under the influence.
Commissioner Williams emphasized on making sure that new residents are aware of where they live in
case of an emergency and to be able to provide directions to public safety personnel in case of an
emergency; and, stated she would like this information to be passed on to new residents by City staff.
Deputy City Clerk Mahan stated he can work with Nicole Dailey on getting public safety information out
through the City’s website and social media
Commissioner Hendley commented that she is super excited about the new skate park being open giving
kids a positive place to spend some time now that summer is here and kids are out of school; stated she
hopes they learn to love their community and keep the park in pristine condition and that it is a great place
to be.
Vice-Chair Carlos stated he would like a campaign to show the dangers of riding a skateboard at night on
the public street all dressed in black with a hoody on their head; stated, this it is common to see minors
dressed in black riding skateboards and bicycles at night; and, noted he will be absent for the July
meeting.

Chair Stewart asked Deputy City Clerk Mahan for any updates on McVicker park and if any Wi-Fi ring
technology is available to alert staff if someone is making their way into the skate park after hours; and,
requested if there is any way to get some type of technology that would alert someone from Public Works
that someone is at the park so they may notify the Sheriffs Department of the situation.
Deputy City Clerk Mahan stated there are multiple cameras at the parks but is not sure what is at McVicker
Park at the moment and is not sure if any ring technology is available at the park; and, gave an update
on the recent graffiti vandalism at the park.
Commissioner Hendley asked for clarification on how would you identify someone from a surveillance
video.
Deputy City Clerk Mahan will get back to Commissioner Hendley on that.
Chair Stewart stated this is his last meeting after twelve years on the Commission and that it’s been a
great honor to serve the City he loves so much, he is proud of the improvements he has been a part of,
he thanked the many Commissioners he has had the privilege to work with over all of these years as well
as the incredible staff that has made him feel very special every time he was in City Hall, he thanked the
current Commissioners for stepping up to help the City, he stated he is always available to help, and that
Lake Elsinore will always have a special place in his heart; and, thanked everyone.
Resident Thomas Buckley thanked Chair Stewart for the amazing job he has done and for his 12 years
of service.
Adjournment
The meeting adjourned at 7:10 p.m. to the Regular meeting on Wednesday, July 17, 2019, in the Cultural
Center located at 183 N. Main Street.
