CALL TO ORDER 6:00 P.M.
A Regular meeting of the City Council of the City of Lake Elsinore was called to order at
6:00 p.m. in the Cultural Center, 183 North Main Street, on the above date.

Present: Council Members Sheridan, Johnson and Magee; Mayor Pro-Tem Tisdale and
Mayor Manos

The City Council reconvened and the Successor Agency was called to order at 7:00 p.m.

Bonnie Woodrome of the Elsinore Valley Municipal Water District provided a
presentation.

reportable action.

Contractor Services Agreement with Millennium Alarm Systems for
Citywide Advanced Security, Surveillance, and Communication Systems
1. Approve and authorize the City Manager to execute a service agreement with
Millennium Alarm Systems in the amount of $665,000.00, in such final form as
approved by the City Attorney; and,

2. Authorize the City Manager to execute change orders not to exceed the 10 percent
contingency amount of $66,500.00 for additional on-call and minor construction work
as needed; and,
3. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for
design, purchase and installation from Millennium Alarm Systems since it is the
Millennium Alarm Systems design and security and surveillance cameras installation
throughout the City.
6)Resolutions Confirming Fiscal Year 2019-20 Special Taxes for Community
Facilities Districts; CFD 2006-1 IA JJ (Summerly); CFD 2015-2
(Maintenance Services)

10)Approve Placing Delinquent Nuisance Abatement Charges on the Tax
Roll
The Public Hearing was opened at 7:13 p.m.
Deputy City Clerk Mahan confirmed proof of publication, that all files and exhibits were
available, and that no items of correspondence had been received.
Assistant City Manager Simpson provided the staff report.
The Public Hearing was closed at 7:16 p.m.
It was moved by Mayor Pro-Tem Tisdale, seconded by Council Member Johnson, and
unanimously carried to adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, ORDERING CONFIRMATION OF THE SPECIAL
ASSESSMENTS AGAINST PARCELS OF LAND WITHIN THE PUBLIC NUISANCE
ABATEMENT COSTS FOR THE FISCAL YEAR 2019-20.

11)Vesting Tentative Tract Map No. 36557, Revision No. 1 (Terracina) - A
Revision to a Previously Approved Tentative Map to include a Phasing
Plan and to Relocate the Public Park due to an Existing 30-inch Water
Line
The Public Hearing was opened at 7: 18 p.m.
Deputy City Clerk Mahan confirmed proof of publication, that all files and exhibits were
available, and that no items of correspondence had been received.
Senior Planner Abraham provided the staff report.
The Public Hearing was closed at 7:22 p.m.
It was moved by Council Member Johnson, seconded by Mayor Pro-Tem Tisdale, and
unanimously carried to adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORINA, FINDING THAT VESTING TENTATIVE TRACT
MAP NO. 36557, REVISION NO. 1 IS CONSISTENT WITH THE WESTERN
RIVERSIDE COUNTY MUPTIPLE SPECIES HABITAT CONSERVATION PLAN
(MSHCP); and,
adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP NO. 36557,
REVISION NO. 1

CITY MANAGER COMMENTS
Assistant City Manager Simpson had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Sheridan attended a meeting of the California Joint Powers Insurance
Authority; announced the Michelle's Place Golf Tournament August 23rd, and the
Summerhill Drive Paving Project begins July 15th and ends July 30th.
Council Member Johnson wished Jason Simpson a Happy Birthday; noted the success of
the Women Build 2019; announced Rachel Hollis is coming to San Diego in June 2020,
the City is now offering passport services, and that August 12 is the first day of school.
Council Member Magee announced Carp Quest 2019 is on July 27th, the Lake Elsinore
Gran Prix will have an event at Diamond Stadium August 30th, and August 6th will be the
Fishery Management Plan and Survey.
Mayor Pro-Tem Tisdale stated drowning is preventable and that free swim lessons will be
held on July 26th and swim lessons are from July 29th to August 8th; announced
Community Night is on August 6th, and Movies in the Park on July 24th; and, wished
Jason Simpson a Happy Birthday and thanked City Staff for their hard work.

Mayor Manos attended a meeting of the Southern California Association of Governments
on July 22nd; noted participation in an Icon Baseball event on July 20th; announced the
Lake Elsinore Girls eight and under softball league attended National Championships,
the Lincoln Street Pavement Rehabilitation Project begins July 22nd and will be
completed late August, the grand opening of Starbucks on Canyon Hills Road, the
Alberhill Elementary School ground breaking ceremony on August 5th, and the Red
Cross Blood Drive on August 7th; and, wished Jason Simpson a Happy Birthday.
ADJOURNMENT
The Lake Elsinore City Council and Successor Agency adjourned at 7:45 p.m. to the Regular meeting
of Tuesday, August 13, 2019, at 7:00 p.m. in the Cultural Center located at 183 N. Main Street, Lake
Elsinore.
