Authorize the City Manager to execute a purchase agreement for one (1) BMW R1250 RT- P Authority Motorcycles in the total amount of $34,420.34 from BMW Motorcycles of Riverside. 2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the purchase of the BMW R1250 RT-P Authority Motorcycle because of the service, maintenance and warranty work agreements on all of the City's Motorcycle units between the City and BMW Motorcycles of Riverside. Background The purchase of this Motorcycle unit is a like replacement, BMW R1250 RT-P Authority Motorcycle, purchase for a unit that has been fully depreciated. The new motorcycle unit is needed to replace an older motorcycle that has exceeded the serviceable operational life and presents limited repairable safety concerns. Like many of the public safety motor units, these Authority Motorcycles are driven at excessive operational limits routinely, in the day-to-day public safety functions. In order to maintain high levels of officer safety, fleet readiness and individual motor unit maintenance, it is necessary to obtain absolute consistency throughout the acquisition and service life of these motorcycle units. Discussion In order to satisfy the immediate public safety requirement staff is recommending the immediate direct purchase of the BMW R1250 RT-P Authority Motorcycle from BMW Motorcycles of Riverside. In the past, the City has purchased all of its BMW Authority Motorcycles from this motorcycle dealership. Because of its service and special handling of public safety units the City exclusively takes them under agreement for service and maintenance on the BMW R1250 RT-P Authority Motorcycles. This effort will and continues to save valuable administrative and logistic lead-time to insure the field deployment and maintenance of the motorcycles to the Police Department in the most expeditious manner. Purchase Agreement August 27, 2019 Page 2 of 2 Wavier of Competitive Bidding Procedures Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive the competitive bidding requirement that would otherwise be utilized for this agreement. The system benefits outlined above and the fact that these products are available through our previously selected provider and to switch to another vendor would require a significant investment that far exceeds the investment made already with existing providers, staff recommends that the City Council waive the competitive bidding pursuant to Municipal Code Section 3.08.070(G) and allow the City Manager to contract directly with Millennium Alarm Systems as outlined in this agenda report. Following the approval of this agenda item the purchase of one (1) BMW R1250 RT-P Authority Motorcycle from BMW Motorcycles of Riverside will be executed. Fiscal Impact Funds are budgeted in the Fiscal Year 2019/20 Operational Budget for procurement and repairs, as applicable.
