Community Services Director Skinner provided a presentation It was moved by Mayor Pro -Tem Tisdale, seconded by Council Member Johnson, and unanimously carried to, approve additional Service Contract in an amount of $50, 000.00 with Golden State Bait for fish stocking services. Supporting Balanced EneLqy Solutions and Maintaining Local Control of Energy Solutions adopt a RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF LAKE ELSINORE, CALIFORNIA, SUPPORTING BALANCED ENERGY SOLUTIONS AND MAINTAINING LOCAL CONTROL OF ENERGY SOLUTIONS Authorize the City Manager to Negotiate and Execute Purchase Orders Acguiring Boats Authorize the City Manager to execute purchase orders of up to five (5) fishing boats in the amount not to exceed $65, 000.00 and up to six (6) pontoon boats for recreation and fishing rentals at the Boat Launch in the amount not to exceed $260,000.00 Amendment No. 3 to A-areemnent for Consulting Services with Area 63 Productions Authorize the City Manager to execute Amendment No. 3 in an amount not to exceed $95,000.00, and in such final form as approved by the City Attorney. SB -1 2019 Downtown Pavement Resurfacing Proiect Phase I City of Lake Elsinore Page 3 City Council I Successor Agency Meeting Minutes April 9, 2019 This item was continued to the next Council Meeting. adopt a RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2019 -20 FLINCHED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017; and, Approve the submission of the Downtown Pavement Resurfacing Projects for SB -1 funding. the Purpose of these projects are to improve the condition rating of the downtown area. The application due date for SB -1 projects Is May 1, 2019. 14) Contractor_ Services Agreement with St der Trans oration for Shuttle Services Authorize the City Manager to execute a Contractor Services Agreement with Stryder Transportation in an amount not to exceed $250, 000.00 for shuttle services in such final form as approved by the City Attorney. 15) Amendment No. 1 Extension of Service Contract with Social Work Action Group for Homeless Street Outreach Services Authorize the City Manager to execute Amendment No. 1 to Service Contract with Social Work Action Group (SWAG) to extend the agreement for five additional months in an amount not to exceed $23,750. 00, in such final form as approved by the City Attorney. 16) Agreement for the Pour in Place Playground Surfacing Protect. CIP #Z40023 1. Authorize the City Manager to execute a Public Works Construction Agreement with Robertson Industries, Inc. (Robertson Recreational Surfacing) for playground surfacing and resurfacing at city facilities in the amount of $268,526. 11 and in such final form as approved by the City Attorney,- and, 2. Authorize the City manager to execute necessary change orders not to exceed the 10 percent contingency amount of $26,852.61. 17) Multi -Sta a Clarifier Equipment and Pressure Wash Pad System Purchase Authorize the City Manager to execute a sole source purchase (purchase order) with CM Wash Equipment in the amount of $26,437.60 for Cleaning Station and $29,785.35 for a Wash Pad Pressure Washer/Water Reclamation /Filtration System Equipment totaling $56,222.95 for the campground. 1$) Resolution Setting the Benefit Assessment Unit Rate for Fiscal Year 2019 -20 CSA152 for the City of Lake Elsinore to Fund the City's National Pollutant Discharge Elimination System NPDES Permit Compliance Activities adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, MAINTAINING COUNTY SERVICE AREA 152 AND AUTHORIZING THE BENEFIT ASSESSMENT UNIT RATE FOR FISCAL YEAR 2019 -20 FOR THE CITY OF LAKE ELSINORE TO FUND THE CITY'S NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT PROGRAM 19) A Resolution Proclaiming the Existence of a Local Emer enc That the City Council finds the need to continue the local emergency consistent with City of Lake Elsinore Page 4 City Council I Successor Agency Meeting Minutes April 9, 2019 Resolution No. 2019 -002 adopted by the City Council on January 22, 2019 ratifying the Proclamation of Local Emergency and proclaiming the existence of a local emergency. PUBLIC HEARING 23) Tentative Parcel Map No. 37465 - A Subdivision of a 234.6 -Acre Site into Four (4) Parcels Ranping in Size from 16.3 Acres to 92 Acres for the Purpose of Financing and Conveyance Only The Public Hearing was opened at 7:28 p.m. Community Development Director Taylor provided a presentation. The Applicant Werner was available for questions. Appearing to speak were: Paulie Tehrani and Ace Vallejos. It was moved by Mayor Manos, seconded by Council Member Sheridan, noting the abstention of Council Member Magee, carried to rescind the failed motion of the March 26th, 2019 meeting regarding this item. Appearing to speak were: Russell "Butch" Murphy, Loy Stephens, Paulie Tehrani, Ed Thorell, Jeanie Corral, Ace Vallejos, Debra Stephens, Linda Ridenocer, Marsha Santos, Gerald Katz, Paul O'Neal, James Brady, Greg Kahlen John Garrett, John Myers, Rexford Wait, Kierstin Ross, Homer Head, Debbie Greenia, Ashlee Salazar, Marsha Santos, Nancy Hunzeker, Craig Sargent Beach, Michael Leach, George Cambero, Norman Floyd, and Celeste Vanderham, Council Member Johnson thanked Nevada Hydro for their attendance and provided the following issues with the project, the need to know what metric is being used for the evaporation rate, turbidity, water quality, ecology, fishery, shoreline changes, and dissolved oxygen; announced that none of these concerns have been addressed by Nevada Hydro, and she is in full support of opposing the LEAPS project. Council Member Magee thanked attendants; noted the universal opposition against the project; stated he does not fully understand the process Nevada Hydro is going through, and based on the given information, the City has no alternative but to oppose the project and protect the lake unless substantial modifications are made that clearly show public benefits. City of Lake Elsinore Page 6 City Council I Successor Agency Meeting Minutes April 9, 2019 Mayor Pro -Tem Tisdale City stated the City has had challenges with previous elected officials, and he won't let city be exploited by anyone, and supports the opposition to the project. Council Member Sheridan thanked attendees; noted that residents questions to Nevada Hydro on websites and questions were removed by Nevada Hydro and urged Nevada Hydro to answer questions, and supports opposition to project. Mayor Manos stated he has been active in monitoring and working towards opposing the project; noted communication and correspondence to the Federal Energy Resources Commission to amend the project proposal so that lake operates at a higher elevation than 1235 ft.; proclaimed the negative impacts to the City's economics, environment, and that the project can't be mitigated and dangers are present; announced the City would fight the project, work to make mitigations, and spend money on lobbyists. It was moved by Council Member Johnson, seconded by Council Member Magee, and unanimously carried to oppose the Lake Elsinore Advanced Storage Project. PUBLIC COMMENTS -- NON- AGENOIZED ITEMS — 3 MINUTES There were no members of the public appearing to speak. CITY MANAGER COMMENTS City Manager Yates had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Sheridan stated Canyon Hills Road is less than optimal; attended the Historic Classic Car Cruise and liked Kim Cousin's 1964 Ford Mustang; noted Lake Elsinore's Sister City, Taiarapu- Ouest, Tahiti; Riverside County Habitat Conservation Agency watershed clean up April 27th; announced the Visa Del Lago Community Meeting on May 11th, with Chief Lujan; and, provided an update on the Railroad Canyon Widening project. Council Member Johnson thanked City Staff for their support and the community for their attendance at tonight's Council meeting; announced the Homeless Task Force community update meeting April 17th, McVicker Canyon Skate Park Ribbon Cutting April 26th, Drug Enforcement Agency's National Prescription Takeback event on April 27th, applications for the Carl Graves Scholarship Program are due by May 1st, and the Cops for Kids golf event is on May 3rd. Council Member Magee announced the Lake Elsinore Storm Opening Night on April 11 th, Opening Day at the Lake on April 13th, the Annual Fishing Derby May 4th and the Councilman's Catfish Challenge; and, noted the 2019 Pet Walk on May 11 th. Mayor Pro -Tem Tisdale thanked public for their attendance at tonight's Council meeting; wished Mayor Manos a Happy Birthday; announced, Military Youth week April 8 -15th, the Lake Elsinore Community Run April 20th, and the 2019 Temecula Reality Rally on May City of Lake Elsinore Page 7 City Council I Successor Agency Meeting Minutes April 9, 2019 4th. Mayor Manos attended a Southern California Association of Governments meeting and announced the Murrieta and Lake Elsinore Trails project is being considered; announced Eggapalooza on April 20th, the City's 131st anniversary on April 20th; Riverside County Fire had training at the demolished Lone Star Steakhouse, the Larson Road Emergency Repair was completed, the Honda dealership is coming soon, Lambs Fellowship Car and Bike show on May 18th; and, declared the end of the Poppy apocalypse and thanked partners. ADJOURNMENT The Lake Elsinore City Council and Successor Agency adjourned the meeting in memory of Sergeant Steve Licon, #13348 at 9:33 p.m. to the Regular meeting of Tuesday, April 23, 2019, at 7:00 p.m. in the Cultural Center located at 183 N.
