A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING ENTERING INTO A SUBRECIPIENT GRANT
AGREEMENT WITH THE COUNTY OF RIVERSIDE AND AUTHORIZING THE CITY
MANAGER TO SIGN THE AGREEMENT FOR THE HOMELESS EMERGENCY AID
PROGRAM (HEAP) PERMANENT AND RAPID REHOUSING & RENTAL
ASSISTANCE
Whereas, homelessness is an issue affecting cities throughout California, which can result in the
inefficient and disruptive use of public resources, diminished quality of life for our communities
and ultimately leads to a continued cycle of homelessness; and,
Whereas, the City of Lake Elsinore has been proactively working with our surrounding cities to
identify ways to break the cycle of homelessness within our communities and to work
collaboratively to develop a coordinated system of care; and,
Whereas, there is a lack of funding and shelter options available to the City of Lake Elsinore to
provide appropriate and necessary aid to those people who are currently homeless; and,
Whereas, the City of Lake Elsinore, as the lead agency, submitted an application to the County
of Riverside for critical funding from the State's Homeless Emergency Aid Program to execute
projects aimed at decreasing the number of homeless individuals in the City of Lake Elsinore, City
of Wildomar and surrounding District 1 county areas; and
Whereas, prior to executing the grant agreement with the County of Riverside, the City of Lake
Elsinore is required to adopt a resolution authorizing an agent, or representative, to sign the grant
agreement, amendments, and requests for reimbursement on behalf of the City of Lake Elsinore,
and to carry out other necessary project - related activities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the City Manager is hereby authorized and designated to sign, for and on behalf
of the City of Lake Elsinore, the funding agreement for the Program and any amendments thereto;
and
Section 2. That the City Manager, or designee, is hereby authorized and designated to represent
the City of Lake Elsinore in carrying out the City's responsibilities under the funding agreement,
including approving and signing invoices and requests for reimbursements of Program costs, and
Section 3. That any and all actions, whether previously or subsequently taken by the City of Lake
Elsinore, which are consistent with the intent and purposes of foregoing resolution, shall be, and
hereby are, in all respects, ratified, approved and confirmed.
Section 4. This Resolution shall take effect from and after the date of its passage and adoption.
Section 5. The City Clerk shall certify to the adoption of this Resolution and enter it into the book
of original Resolutions.

RESOLUTION NO. 2019 -056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADOPTING THE CREDIT CARD ACCEPTANCE POLICY
Whereas, Government Finance Officers Association recommends governments formally adopt
financial policies that define boundaries, manage risk, clarify intent, promote governance
accountability, and define shared understanding; and
Whereas, a formal policy regarding acceptance of credit and debit cards as a method of payment
has never been presented to Council; and
Whereas, the City began accepting credit and debit cards as a payment method to customers in
July 2005 and has significantly increased since then, and
Whereas, payment card processing costs have increased and the average cost borne the City is
2.75% of the total amount of each payment transaction; and
Whereas, California Government Code Section §6159 allows government agencies to recover
payment card processing costs through fees applied to the cardholder; and
Whereas, the City Council has determined that the Credit Card Acceptance Policy provides direction
to those who process payment card transactions on behalf of the City and is in the best interest of the
City and the community to initiate the Convenience Fee to recover processing costs; and
Whereas, the City Council acknowledges that the Credit Card Acceptance Policy provides for
automatic adjustments based on merchant cost increases or decreases; and
Whereas, the City Council desires to adopt the Credit Card Acceptance Policy of the City of Lake
Elsinore.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The attached City of Lake Elsinore Credit Card Acceptance Policy, is hereby adopted
and made a part of this Resolution.
Section 2. This Resolution shall take effect from and after the date of its passage and adoption
