RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE AUTHORIZING THE
EXECUTION OF A FREEWAY AGREEMENT BY AND BETWEEN STATE of CALIFORNIA AND CITY OF
LAKE ELSINORE FOR INTERSTATE 15 BETWEEN MALAGA ROAD AND LAKE STREET, RESCINDING
PREVIOUS RESOLUTIONS ASSOCIATED WITH FREEWAY AGREEMENTS WITHIN THE SAID LIMITS
WHEREAS, Interstate 15 has been declared to be a freeway by resolution of the California Highway
Commission; and
WHEREAS, State of California through its Department of Transportation (STATE) and the City of
Lake Elsinore (CITY) have previously entered into various agreements regarding the portion of Interstate
15 running through the City; and
WHEREAS, it is the mutual desire of STATE and the CITY to enter into an updated Freeway
Agreement in accordance with the revised plan of said freeway; and
WHEREAS, the revised plan of said freeway is consistent with the CITY's General Plan; and
WHEREAS, the public hearing provisions of Section 100.22 of the Streets and Highway Code have
been complied with; and
WHEREAS, the adoption of this resolution is exempt from review under the California
Environmental Quality Act (CEQA) because it can be seen with certainty that there is no possibility that
approval of the actions may have a significant impact on the environment, and therefore, not subject to
CEQA pursuant to section 15061(b)(3);
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lake Elsinore, State of
California, in regular session assembled on May 14, 2019 hereby:
Section 1. Find that the approval of this Resolution is exempt from review under the California
Environmental Quality Act ( "CEQA ") pursuant to CEQA guidelines section 15061(b)(3) because it is seen
with certainty that there is no possibility that approval of this Resolution may have a significant effect on
the environment; and

Section 2. Find that the public hearing provisions of Section 100.22 of the Streets and Highway
Code have been complied with; and
Section 3. Authorize for Execution the Freeway Agreement by and between STATE and the CITY
for Interstate 15 between Malaga Road and Lake Street, attached hereto as Exhibit "A. "; and
Section 4. Rescind resolutions of the City Council associated with previous freeway agreements
for said freeway; and
This Resolution shall become effective immediately upon adoption.
PASSED AND ADOPTED by the City Council of the City of Lake Elsinore, State of California this
28th day of May 2019.
