REDEVELOPMENT AGENCY

1. CALL TO ORDER
The meeting of the Redevelopment Agency was called to order at
9:40 p.m. by Chairman Matson.
2. ROLL CALL
PRESENT: BOARDMEMBERS: DOMINGUEZ, STRIGOTTE, VERMILLION,
WINKLER, MATSON
ABSENT: BOARDMEMBERS: NONE
Also present were: Executive Director Molendyk, Assistant City
Manager Gilbert, Deputy Agency Counsel McFarlin, Community
Development Director Miller, Public Services Director Kirchner,
Clerk of the Board Kasad.
3. CONSENT CALENDAR
Item C was pulled from the consent calendar for separate
vote.
MOVED BY DOMINGUEZ, SECONDED BY STRIGOTTE AND CARRIED BY UNANIMOUS
VOTE THAT THE CONSENT CALENDAR BE APPROVED.
A. Approved Minutes of April 28, 1987 Regular Board Meeting.
B. Concurred with Council Action to approve Variance No. 87-1
for BMW Management to allow a sixteen and one half foot
(16-1/21) front yard setback for the project located on
the north side of Casino Drive approximately one thousand
feet east of Railroad Canyon Road in the Shopper's Square
Shopping Center.
D. Concurred with Council Action to approve Commercial Project
No. 86-16 Revised and Amendment #1 for construction of a
16,657 square foot shopping center on 1.54 acres located
at the northeast corner of Railroad Canyon Road and Grape
Street.
ITEMS REMOVED FROM CONSENT CALENDAR
C. Concurred with Council Action to approve the placing of a
moratorium on new development approvals within the South-
east Floodplain Planning Area for a period of 45 days.
MOVED BY STRIGOTTE, SECONDED BY DOMINGUEZ AND CARRIED BY A VOTE OF
4 TO 0 WITH WINKLER ABSTAINING TO CONCUR WITH COUNCIL ACTION.
4. NEW BUSINESS
A. Redevelopment Project Area III
Relocation Methods, Owner Participation Rules, and Redevel-
opment Plan.

David Shi representative of M.S.I. explained that the
proposed Resolutions are procedural in the Redevelopment
Plan process. He also advised that the public hearing
on this matter would be held on June 23.
MOVED BY DOMINGUEZ, SECONDED BY STRIGOTTE AND CARRIED BY A VOTE
OF 3 TO 1 WITH VERMILLION CASTING THE DISSENTING VOTE AND WINKLER
ABSTAINING TO ADOPT RESOLUTIONS CRA 87-3, CRA 87-4, CRA 87-5.
RESOLUTION NO. CRA 87-3
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
LAKE ELSINORE ADOPTING THE RELOCATION METHOD FOR THE
LAKE ELSINORE REDEVELOPMENT PROJECT.
RESOLUTION NO. CRA 87-4
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
LAKE ELSINORE ADOPTING RULES GOVERNING PARTICIPATION AND
RE-ENTRY PREFERENCES FOR OWNERS AND OPERATORS OF BUSINESSES
IN THE LAKE ELSINORE REDEVELOPMENT PROJECT.
RESOLUTION NO. CRA 87-5
A RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE CITY OF
LAKE ELSINORE ACKNOWLEDGING RECEIPT OF THE PROPOSED REDEVEL-
OPMENT PLAN PROJECT AND AUTHORIZING TRANSMITTAL OF THE
PROPOSED REDEVELOPMENT PLAN TO THE CITY COUNCIL, PLANNING
COMMISSION, CHIEF ADMINISTRATIVE OFFICER OF RIVERSIDE
COUNTY AND OTHER AFFECTED TAXING AGENCIES AS MAY BE REQUIRED
BY LAW.
5. EXECUTIVE DIRECTORS REPORT
A. Executive Director Molendyk advised that on the Grand
Opening day at Builder's Emporium they beat their chain -
wide record for and opening day with a total of $82,000.
B. Mr. Molendyk also presented an advertisement for the City
in an airline magazine entitled "Midflight".
C. Mr. Molendyk also reminded Council of the Economic Devel-
opment Council to be held at the Dunes on May 14 from
10 a.m. to 2 p.m.
6. REPORTS AND RECOMMENDATIONS
None.
7. ADJOURNMENT
MOVED BY DOMINGUEZ, SECONDED BY WINKLER AND CARRIED BY UNANIMOUS
VOTE TO ADJOURN THE REGULAR MEETING OF THE REDEVELOPMENT AGENCY
