CALL TO ORDER The regular meeting of the Redevelopment Agency was called to order by Chairman. Matson at 8:36 p.m. 2. ROLL CALL PRESENT: BOARDMEMBERS: DOMINGUEZ, MATSON, VERMILLION, WINKLER, STRIGOTTE ABSENT: BOARDMEMBERS: NONE Also present were: Executive Director Molendyk, Assistant City Manager Gilbert, Agency Counsel Harper, Community Development Director Miller, Administrative Services Director Barrick, Public Services Director Kirchner, City Treasurer Graves and Clerk of the Board Oliver. 3. MINUTES The following minutes were approved as presented: a. August 7, 1986 - Adjourned Special Meeting b. August 12, 1986 - Regular Agency Meeting c. August 14, 1986 - Adjourned Agency Meeting d. August 26, 1986 - Regular Agency Meeting 4. EXECUTIVE DIRECTOR'S REPORT a. Mr. Molendyk announced the groundbreaking ceremony for T and S Development, a large shopping center, is scheduled for Thursday, September 18 at 9:00 a.m., on-site at Malaga and Mission Traii. Boardmembers were encouraged to attend. b. The contractor for the storm drain project on Main Street has begun work. 5. UNINISHED BUSINESS - None. 6. NEW BUSINESS A. Commercial Project 86-11 - Alfred Anderson - Proposal to construct a ten -thousand (10,000) sauare foot addition to an existing mini -storage facility located at the southwest corner of E1 Toro Road and Riverside Drive. Mr. Miller reported that the applicant proposed to construct an additional building behind the existing residence on site and to upgrade the perimeter fencing. Staff recommends the Agency approve Commercial Project 86-11 subject to twenty-nine (29) conditions recommended by the Planning Commission. (Conditions No. 3 and 11 were deleted from the original 31). MOVED BY DOMINGUEZ, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO APPROVE COMMERCIAL PROJECT 86-11, SUBJECT TO TWENTY-NINE (29) CONDITIONS, AS FOLLOWS: L, Page two Redevelopment Agency Minutes September 10, 2986 6. NEW BUSINESS - Continued. A. Commercial Project 86-11 - Continued. 1. The applicant shall pave and maintain a 24 foot driveway along the rear property line, including the access driveway adjoining the property presently utilized for R. V. Storage. 2. If the applicant proposes to extend the 6 foot pilaster and wrought iron fence to the adjacent R. V. Storage lot, said fence shall maintain the required 20 foot setback and be graded to provide drainage to street. 3. DELETED. 4. Applicant shall provide a clearance letter from appropriate California Regional Water Quality Control Board. 5. Applicant to provide a "Will Serve" letter for potable water from the appropriate agency providing water service. 6. Applicant shall pave all driveways and parking areas with approved all weather surface. 7. Applicant shall provide a 24 -foot entrance gate at the north- westerly corner of project for egress/ingress on E1 Toro Road. 8. Applicant shall provide new 6 foot chain link fence with wood, or tubular plastic slats along the rear property line adjacent to Empire Gas. Slats shall be approved as to color and type. 9. Applicant shall provide a trash enclosure subject to the approval of the Community Development Director. 10. Applicant shall eliminate storage entrances facing Riverside Drive on new building or provide a screen wall to extend from corner of proposed building to existing garage. 11. DELETED. 12. Applicant shall provide 6 foot high pilaster and wrought iron fencing along all street property lines as proposed. Said fence shall utilize approved split face block. _ 13. Applicant shall resubmit landscaping plans for approval that includes shrubs in front of the wrouaht iron fence with decorative ground cover in front along with street trees. 14. Applicant shall verify street, gutter and curb height with Engineering Department to assure proper channeling and run. -off. 15. Applicant shall finish all required street improvements prior to issuance of Building Permits. 16. Applicant shall remove existing retaining wall and replace with proposed design and texture block utilized for building exterior. 17. Applicant shall provide security lighting subject to the ap- proval of the Community Development Director. 18. Applicant shall perform all construction as depicted on plans, or as modified by Design Review Board or Planning Commission. 19. Applicant shall complete all conditions prior to issuance of Certificate of Occupancy unless otherwise denoted. 20. A fire flow of 1500 GPM for a 2 hour duration at 20 PSI residual operating pressure must be available before any combustible material is placed on the job site. Page three Redevelopment Agency Minutes September 10, 1986 6. NEW BUSINESS - Continued. A. Commercial Project 86-11 - Continued. 21. A combination of on-site and off-site super fire hydrants, on a looped system (6"x4"x2-1/2") will be required located not less than 25 feet or more than 165 feet from any portion of the building as measured along approved vehicular travelways. The required fire flow shall be available from any one (1) adjacent hydrant(s) in the system. 22. Applicant/developer shall furnish one copy of the water system plans to the Fire Department for review. Plans shall conform to fire hydrant types, location and spacing, and, the system shall meet the fire flow requirements. Plans shall be signed/ approved by a registered civil engineer and the local water company with the following certification: "I certify that the design of the water system is in accordance with the require- ments prescribed by the Riverside County Fire Department." 23. Install portable fire extinguishers as per NFPA, Pamphlet r10. 24. Applicant/developer shall be responsible to provide or show there exists conditions set forth by the Fire Department. 25. Applicant shall obtain an encroachment permit for all off-site improvements and improvements in the public right-of-way. 26. Applicant shall record Hold Harmless Agreement holding the City of Lake Elsinore harmless for those imorovements installed or existing within public right-of-way. This must be accomplished prior to issuance of Certificate of Occupancy. 27. Applicant provide one million ($1,000,000) dollar C. S. L. (Combined Single Limit) insurance coverage naming the City of Lake Elsinore as additional insured. 28. Applicant shall record Grant Deed for dedication of public right-of-way prior to issuance of Building Permits. 29. These conditions of approval shall be attached or reproduced upon page one of building plans prior to their acceptance by the Division of Building and Safety. _ 30. Design Review Board approval will lapse and be void one (1) year following date of approval. 31. No electrical outlets shall be placed in the individual units. B. Tentative Tract Man 14639 Revised - A -Mark Corporation - Request for extension of time. MOVED BY STRIGOTTE, SECONDED BY MATSON AND CARRIED UNANIMOUSLY TO CONCUR WITH COUNCIL ACTION TO DENY THE REQUEST FOR EXTENSION OF TIME FOR TENTATIVE TRACT MAP 14639 REVISED. 7. REPORTS AND RECOMMENDATIONS Mr. Strigotte• 1. Mentioned that he would like to see a cost estimate to repair the section along Riverside Drive where the railroad tracks were removed. He suggested that possibly RDA funds could assist with this project. 2. Requested the Public Works Department repair a ripple in the rpadway at the intersection of Machado and Lakeshore Drive. Announced a planning dinner on September 18 at 6:30 p.m. at the Women's Club, and urged Boardmembers to attend. 4. Commented on two properties on Main Street, the Motel at Main and the I-15 Freeway and the Morton Building. These buildings are in need of rehabilitation and suggested RDA might assist the owners in obtaining low-interest loans. 5. Commented that he would like to see a park developed at the west end of the lake either at Kohl Road and Terra Cotta or next to the new Junior High School on Terra Cotta Road. 6. Commented on ways he would like to see RDA funds used. Mr. Matson suggested that once we know the amount of funds available from the recent Tax Allocation Bond Issue, funds which have not been budgeted for other projects, the Board should schedule a study session with staff. Once that amount is known it will be possible to determine what the next priorities should be. 8.
