REDEVELOPMENT AGENCY

1. CALL TO ORDER
The regular meeting of the Redevelopment Agency was called to order
at 8:44 p.m. by Chairman Matson.
2. ROLL CALL
PRESENT: BOARDMEMBERS: DOMINGUEZ, MATSON, WINKLER, STRIGOTTE
ABSENT: BOARDMEMBERS: VERMILLION
Also present were: Executive Director Molendyk, Assistant City Manager
Gilbert, Agency Counsel Harper, Community Development Director Miller,
Public Services Director Kirchner and Clerk of the Board Oliver.
3. MINUTES
A. MOVED BY DOMINGUEZ, SECONDED BY WINKLER AND CARRIED UNANIMOUSLY
TO APPROVE THE MINUTES OF THE REDEVELOPMENT AGENCY MEETING OF
OCTOBER 28, 1986.
B. Minutes of Adjourned Board Meeting of October 29, 1986, were
referred back to staff for inclusion of additional information.
THE BOARD RECESSED AT 8:45 P.M.
THE BOARD RECONVENED AT 8:53 P.M.
4. EXECUTIVE
REPORT
Mr. Molendyk introduced Mr. Tom Tincher from Pacific Heritage who
gave a verbal report on the status of their project.
Mr. Tincher requested Pacific Heritage be placed on the next Agency
agenda relative to an extension of the existing agreement, to allow
them time to proceed with the project.
5. UNINISHED BUSINESS
A. Downtown Business District Zone (Cal Poly Study).
MOVED BY STRIGOTTE, SECONDED BY WINKLER AND CARRIED TO CONCUR
WITH CITY COUNCIL ACTION TO SEND BACK TO THE DOWNTOWN BUSINESS
ASSOCIATION EXECUTIVE BOARD WITH STAFF RECOMMENDATIONS, FOR
` THEIR REVIEW AND RECOMMENDATIONS.

B. Six -Month Extension of Low -Interest Loan Agreement.

WITH CITY COUNCIL ACTION TO APPROVE SIX-MONTH EXTENSION OF
LOW-INTEREST LOAN AGREEMENT, THROUGH APRIL 11, 1987.

6. NEW BUSINESS
A. Commercial Project 86-10 Revised - Park/Abrams Development Company
To construct a neighborhood shopping center on one acre in a C-1
(Limited Commercial) District at the northeast corner of Lake-
shore and Riverside Drives.
MOVED BY STRIGOTTE, SECONDED BY WINKLER AND CARRIED TO CONCUR WIT'
CITY COUNCIL ACTION TO ADOPT NEGATIVE DECLARATION 86-29 REVISED
AND APPROVE COMMERCIAL PROJECT 86-10 REVISED, SUBJECT TO FINDINGS
AND FORTY-TWO CONDITIONS, WITH THE ADDITION OF CONDITION NO. 43
AS FOLLOWS:
43. THE SOUTH DRIVEWAY ON WISCONSIN, CLOSE TO LAKESHORE DRIVE,
WILL BE "EXIT ONLY".

B. Industrial Project 86-2 - James E. Thompson - Construction of a
Planned Industrial Development of twelve (12) buildings ranging in
size from 4,018 to 5,548 square feet on three (3) acres on the
east side of Birch Street, south of Minthorn, in an M-1 (Limited
Manufacturing) District.
MOVED BY STRIGOTTE, SECONDED BY WINKLER AND CARRIED TO CONCUR WITH
CITY COUNCIL ACTION TO ADOPT THE FINDINGS AND NEGATIVE DECLARATION
86-45 AND APPROVE INDUSTRIAL PROJECT 86-2 SUBJECT TO CONDITIONS.
C. Revised Lease for School District Offices - 420 East Lakeshore Drit�
MOVED BY DOMINGUEZ, SECONDED BY STRIGOTTE AND CARRIED TO APPROVE
REVISED LEASE AGREEMENT WITH THE LAKE ELSINORE SCHOOL DISTRICT FOR
OFFICES AT 420 EAST LAKESHORE DRIVE.

7. REPORTS AND RECOMMENDATIONS
A. Mr. Strigotte suggested a study session be scheduled to discuss
Redevelopment Agency goals and objectives and set priorities. The
Board concurred to adjourn this meeting to Thursday, November 20,
1986 at 7:00 p.m.
B. Pacific Heritage -
MOVED BY STRIGOTTE, SECONDED BY WINKLER AND CARRIED TO EXTEND THE
AGREEMENT WITH PACIFIC HERITAGE TO DECEMBER 9, 1986.
C. Mr. Matson suggested the Board consider using Redevelopment Agency
funds to assist the Airport with improvements. He also suggested
Mr. Winkler, the airport owners and himself meet and discuss this
matter.
D. Downtown Drainage Project Mr. Kirchner reported that he spoke to
the contractor today. The reason for the recent delay has been the
need fo have a special pipe fabricated. This should be available
in approximately one week. The contractor is aware that he will
not be able to continue this project between December 15th and
New Years, so as not to interfere with Christmas activities.

MOVED BY STRIGOTTE, SECONDED BY DOMINGUEZ AND CARRIED UNANIMOUSLY TO
ADJOURN THE REGULAR MEETING OF THE REDEVELOPMENT AGENCY AT 9:32 P.M.,
TO THURSDAY, NOVEMBER 20, 1986 AT 7:00 P.M.
