REDEVELOPMENT AGENCY

1. CALL TO ORDER
The regular meeting of the Redevelopment Agency was called to order
by Chairman Matson at 7:56 p.m.
2. ROLL CALL
PRESENT: BOARDMEMBERS: KNIGHT, MATSON, STRIGOTTE, VERMILLION,
VALENZUELA
ABSENT: BOARDMEMBERS: NONE
Also present were: Executive Director Molendyk, Agency Counsel Harper,
Assistant City Manager Gilbert, Community Development Director Miller,
Community Services Director Barrick, City Engineer Keith and Clerk of
the Board Money.
3. MINUTES
THE MINUTES OF FEBRUARY 25, 1986, WERE APPROVED AS PRESENTED.
4. EXECUTIVE DIRECTOR'S REPORT
Mr. Molendyk commented that his office is developing letters to be
mailed to industrial, commercial and tourist oriented businesses
throughout the country, informing them of projects which are
going on in Lake Elsinore. These should be ready to mail within
the next two weeks and it is hoped they will further promote
economic growth.
5. UNFINISHED BUSINESS - None.
6. NEW BUSINESS
A. Sidewalk Replacement Program - Information Summary.
Mr. Molendyk reported that the sidewalk replacement and tree
removal program will commence in approximately two weeks, follow-
ing award of contract tonight. Approximately 2515 linear feet
of sidewalk will be replaced initially on Graham Avenue between
Mohr and Chestnut Streets, at a cost of Forty -Thousand -Seven -
Hundred -Twenty -Five Dollars ($40,725.00). Phase 2 will include
approximately 1583 linear feet of sidewalk on Main Street between
Lakeshore Drive and Franklin Street, at a cost of Thirty -Thousand -
Three -Hundred -Fifteen Dollars ($30,315.00). The third phase will
include approximately 1508 linear feet along Spring Street between
Collier and Lakeshore Drive, at a cost of Twenty -Five -Thousand -Six -
Hundred -Thirty -One Dollars ($25,631.00). Staff recommended this
report be received and filed.
B. Award of Contract - Construction of Sidewalks. Curbs, Gutters and
Wheelchair Ramps.
MOVED BY VALENZUELA, SECONDED BY KNIGHT AND CARRIED UNANIMOUSLY
TO AWARD CONTRACT FOR CONSTRUCTION OF SIDEWALKS, CURBS, GUTTERS
AND WHEELCHAIR RAMPS IN VARIOUS LOCATIONS WITHIN THE CITY OF
LAKE ELSINORE, TO J. T. GARZA CONSTRUCTION, INCORPORATED, IN A
TOTAL AMOUNT NOT TO EXCEED ONE -HUNDRED -THOUSAND DOLLARS ($100,000).

6. NEW BUSINESS - Continued.
C. Commercial Project 85-13 - Phillip R. Williams - Proposal to
construct a two-story office building on the southwest side of
Casino Drive, approximately 250 feet northwest of Railroad
Canyon Road.
Mr. Matson removed himself from the discussion at 8:01 p.m., due to
a possible conflict of interest.
MOVED BY STRIGOTTE, SECONDED BY KNIGHT AND CARRIED TO CONCUR WITH
CITY COUNCIL ACTION TO APPROVE COMMERCIAL PROJECT 85-13,.SUBJECT TO
THIRTY-SEVEN (37) CONDITIONS.
AYES: KNIGHT, STRIGOTTE, VERMILLION, VALENZUELA
NOES: NONE
ABSENT: MATSON
Mr. Matson returned to the meeting at 8:03 p.m.
7. REPORTS AND RECOMMENDATIONS - None.

ADJOURN THE REGULAR MEETING OF THE REDEVELOPMENT AGENCY AT 8:04 P.M.
