CALL TO ORDER The regular meeting of the Redevelopment Agency was called to order by Chairman Matson at 10:26 p.m. 2. ROLL CALL PRESENT: BOARDMEMBERS: DOMINGUEZ, MATSON, WINKLER, VERMILLION, STRIGOTTE ABSENT: BOARDMEMBERS: NONE Also Dresent were: Executive Director Molendyk, Agency Counsel Harper, Assistant City Manager Gilbert, Community Development Director Miller, Administrative Services Director Barrick, City Engineer Keith and Clerk of the Board Money. 3. MINUTES THE MINUTES OF MAY 27, 1986, WERE APPROVED AS PRESENTED. 4. EXECUTIVE DIRECTOR'S REPORT A) Mr. Molendyk reported that staff is slated to have a pre -construction meeting on the Main Street Storm Drain and Alley improvement project on June 24, 1986. Delivery date for the pipe to be used, is set for mid-July. There were invitations extended to representatives of the D.B.A. to the meeting of June 24, so staff can coordinate activities ' with thier business operations. B) On June 6, the City hosted a meeting in conjunction with Assembly- man Clute. We had the opportunity to show Mr_ Bill Briner, State Parks Director, the Ramada, the State Park and the condition of these facilities. We asked his cooperation in regard to Master Planning and recommendations for cleaning up the State Park facilities and beach areas. Mr. Briner was very receptive and staff is looking forward to working with Mr. Briner and his staff in the near future. 5. UNFINISHED BUSINESS - None. 6. NEW BUSINESS A. Commercial Project 86-4 - The Grayson Properties, Inc. - Proposal to construct 95,672 square foot neighborhood shopping center, restaurant and convenience market in two phases on 12 acres on the southwest side of Grand Avenue between the Ortega Highway and Macy Street. MOVED BY WINKLER, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO CONCUR WITH COUNCIL ACTION TO ADOPT NEGATIVE DECLARATION AND APPROVE COMMERCIAL PROJECT 86-4 SUBJECT TO FIFTY (50) PLANNING COMMISSION AND DESIGN REVIEW BOARD CONDITIONS. B. Commercial Project 86-5 - E.S.T. Enterprises, dba/Burger King. Mr. Miller reported that Commercial Project 86-5 proposes to construct a 3665 square foot restaurant with a drive -up window on 1.2 acres at the southeast corner of Mission Trail and Railroad Canyon Road. Mr. Striqotte questioned the traffic safety problems of stacking in the driveways and the additional enhancement of landscaping on the project. MOVED BY STRIGOTTE, SECONDED BY MATSON AND CARRIED UNANIMOUSLY TO ADOPT THE NEGATIVE DECLARATION AND APPROVE COMMERCIAL PROJECT 86-5 SUBJECT TO THIRTY (30) PLANNING COMMISSION AND DESIGN REVIEW BOARD CONDITIONS WITH THE ADDITION OF TWO (2) CONDITIONS AS FOLLOWS: 1. Design Review Board approval will lapse and be void one (1) year following date of approval. 2. All conditions of approval are to be met to the satisfaction of the Community Development Director prior to Building Division issuance of a Certificate of Occupancy and release of utilities. 3. A revised plot plan shall be submitted by the applicant prior to issuance of building permits which indicates amended park- ing trash enclosure and landscaped planter layout as shown in Exhibit "D", and which reflects other conditions of approval. Specifically, this revised plot pian shall show: a) Parking stalls at north and southeast sides re -aligned to 90 degrees with drive aisle. b) Landscaped (low shrub) planter strip separating: drive- thru from drive aisle, 5 -foot minimum width. In addition, an alternate drive-thru lane may be added to enter from the east, similar to the driveway in Exhibit "D". c) Four (4) RV/Truck parallel parking spaces along south side of site 8'X35' minimum width and identified by surface striping and lettering. d) Southwest entrance to be reduced to 25 -foot width and planter area extended to protect RV/Truck parking lane. e) Textured and contrasting color paving treatment of pedestrian crossing of drive-thru. f) Trash enclosure area shall be redesigned to provide land- scaping abutting the rear building elevation, and solid stucco wall, and all gates and exterior surfaces painted to match the building and trim. g) Central parking stalls reduced to three (3) with minimum 5 -foot planter pockets between drive-thru and trash enclosure/ service area wall. h) Provide decorative exposed aggregate trash containers in strategic locations throughout the site as necessary. This revised plot plan shall become the approved plot plan only upon the review and approval by the Director of Community Develop- ment. 4. Revised building elevations shall be submitted by the applicant prior to issuance of building permits which indicate: a) Contrasting accent tile bands under all window areas and extending around the top of each "box" element and around the window -level portion of the westerly "box" element. b) Vertical trim on each corner of the westerly "box" element and on the lower portion of the easterly "box" element, which matches proposed trim material and color, or similar enhancement subject to approval of the Communtiy Development Director. c) Relocation of proposed "Burger King" sign from the north mansard area to the north plane of the westerly "box" element or the building front elevation. 6. Building elevations shall be constructed as depicted on the approved plans or as modified by the Design Review Board. 7. Materials and colors depicted on the approved materials board shall be used unless modified by the Design Review Board. 8. Applicant shall meet all applicable City Codes and Ordinances. 9. Applicant is to meet all County Fire Department requirements for fire protection or alternatives as approved by the Fire Marshall. a) The Fire Department flow for the remodel buildings using the 546. is required to set a minimum fire or construction of all commercial procedure established in Ordinance b) A fire flow of 1300 GPM for a 2 hour duration at 20 PSI residual operating pressure must be available before any combustible material is placed on the job site. c) The required fire flow shall be available from a 701-F3 hydrant, (6"X4"X2-2-1/2"), located not less than 25 feet or more than 165 feet from any portion of the building as measured along approved vehicular travelways. d) Install portable fire extinguishers as per NFPA, Pamphlet r10. e) Install a hood duct fire extinguishing system. If) Install panic hardware and exit signs as per Chapter 33, of the Uniform Building Code. !g) Applicant/developer shall be responsible to provide or show there exists conditions set forth by the Fire Department. 10. Applicant shall use Class "A" Fire retardant roofing materials. 11. The applicant shall contact Elsinore Valley Municipal Water District regarding water and sewer service, specifically: a) Water connection and fees. b) sewer connection and fees. Commercial Project 86-5 - Continued. c) Possible requirement and installation of grease trap. d) Supply to the District water and sewer plans showing connection points and layout. e) All water and sewer connections fees paid prior to issuance of building permits. Sewer connection is required before final Certificate of Occupancy is granted or utilities released. If sewer service is delayed and the applicant wishes to begin operation, a holding tank shall be required which meets the approval of the Elsinore Valley Municipal Water District (EVMWD) and County Health Department. Subservice sewage disposal is not a permitted alternative. 12. Meet all Riverside County Health Department requirements, specifically: a) Prior to any building plan approval, a "will -serve" letter from the sewering agency will be required. b) Three complete sets of plans showing fixture, finish and plumbing schedules for the food establishment is required in order to insure compliance with the appropriate Health and Safety Codes. 13. A roof mounted or ground support air conditioning unit, gas meters, electrical boxes or other electrical or mechanical equipment incidental to development shall be screened so that they are not visible from neighboring property or public streets. (Solar energy collectors and apparatus excepted.) 14. Applicant shall plant street trees, selected from the City Street Tree list, a maximum of 30 -feet apart and at least 15 gallon in size, as approved by the Director of Community Development. 15. Plantings within ten -feet (10') of ingress/egress points shall be no higher than thirty-six inches (36") 16. All planting areas shall be separated from paved areas with a six inch (6") high concrete curb. 17. All planting areas shall have permanent and automatic sprinkler system with 10011 watering coverage. 16. A final landscaping/irrigation plan is to be reviewed and ap- proved by the Design Review Board. The plan shall indicate: a) Water demand at each valve and irrigation details. b) Separate system for lawn and shrubs. c) Higher mounding in turf areas (maximum 3:1 slope). d) All shrubs shall be 5 gallon size. e) Shrub plantings for south and east property line areas and as foundation plantings for planter areas adjacent to the building. f) All shrub and ground cover areas shall be separated from turf areas with 2"X4" headers. Provide an appropriate number of bicycle racks located on the north side of the building with location and number to be approved by the Community Development Director. 20. Trash enclosure shall be constructed per City Standards as approved by the Community Development Director. 21. Meet all requirements of Ordinance No. 571 (Chapter 12.08 of the Municipal Code) regarding encroachment permits. 22. Meet all requirements of Ordinance No. 572 (Chapter 16.34 of the Municipal Code) regarding public improvements for build- ings and subdivisions. 23. Meet all requirements of Ordinance No. 636 (Chapter 15.72 of the Municipal Code) regarding grading. 24. Meet all requirements of Ordinance No. 529 (Title 16 of the Municipal Code) regarding subdivisions. 25. Meet all requirements of Resolution No. 83-78 regarding fees for encroachment permits. 26. Meet all requirements of Resolution No. 77-39 regarding capital improvement fees and engineering plan check fees for other than subdivisions. 27. Meet all requirements of Resolution No. 83-12 regarding instal- lation of improvements as a condition of building permit. 28. Meet all requirements of Resolution No. 83-19 regarding fee for traffic signal at Railroad Canyon Road and Mission Trail. Traffic mitigation fee in the amount of $5,709.66 for areas "K" and "L". 29. Dedicate underground water rights to the City of Lake Elsinore or its designee per Ordinance No. 529. 30. Applicant shall construct raised median, as approved by the City Engineer, on Mission Trail to prohibit left turn movements onto Mission Trail due to proximity of driveway from signalized intersection. 31. If stacking occurs beyond the south driveway on Railroad Canyon South, the driveway would be closed off. 32. Appropriate artistic features will be added as approved by the Community Development Director. C. Commercial Project 86-6 - Elsinore investments. Mr. Miller reported that this is the second phase of Shoppers Square, located at the corner of Casino Drive and Railroad Canyon Road. This phase entails a Tire Sales and Service facility for Goodyear and an Automotive Service Facility for Econo Lube. Mr. Strigotte questioned the backside of the project and the lighting. Mr. Miller stated that the backside of the project will have stucco walls and landscaping and there will be adequate lighting. Page six Redevelopment Agency Minutes June i0, 1986 6. MOVED BY STRIGOTTE, SECONDED BY WINKLER AND CARRIED UNANIMOUSLY TO APPROVE COMMERCIAL PROJECT 86-6 SUBJECT TO SIXTEEN (16) PLANNING COMMISSION AND DESIGN REVIEW BOARD CONDITIONS AS FOLLOWS: 1. Design Review Board approval will lapse and be void one (1) year following date of approval. 2. All conditions of approval, including applicable conditions of Commercial Project 85-2 shall be met prior to Building Division issuance of a Certificate of Occupancy and release of utilities. 3. A revised plot plan shall be submitted by the applicant prior to issuance of building permits which indicates amended park- ing, drive aisle, building footprints and landscape planter areas, and which reflects other applicable conditions of approval. Specifically, this revised plot plan shall show: a) Parking stalls at north corner of site realigned 90 degrees to the direction of drive aisle at that point. b) Landscaped (low shrub) planter strip separating Econo staging area from parking and building from drive aisle and parking stall separation from trash enclosure access area at the north end of the Goodyear building. c) Re -positioning of both building footprints as required to provide minimum 24 -foot drive aisle throughout the site. This revised plot plan shall become the approved plot plan only upon review and approval of the Community Development Director. 4. Building elevations shall be constructed as depicted on the approved plot plan or as modified by the Design Review Board. 5. Materials and colors depicted on the elevations shall be used unless modified by the Design Review Board: a) Roofing material shall be tile of the same type and color as that used on adjacent commercial buildings. b) Stucco and exterior coloring shall be the same as that used in the adjacent commercial buildings. c) Trellis, plant -on beams and accent wood shall be of same type, grade and color as that used in the adjacent commercial buildings. d) Window frames and garage doors shall be painted to match color scheme used inthe adjacent commercial buildings. e) Wood bench shall be provided in front of the Econo building, as indicated on the site plan south elevation. 6. A revised parking plan for the entire Shopper's Square Center site shall be submitted which reflects the changes proposed in this site plan and any other changes in parking layout for the center. This revised plan shall be submitted prior to issuance of building permits for the Goodyear or Econo Lube and Tune buildings and shall be subject to the approval of the Director of Community Development. Trash enclosures shall be constructed per City Standards and to blend with the architectural theme of the center, as ap- proved by the Community Development Director. 8. Any metal mailboxes shall be treated to blend with the Center's design theme, subject to the approval of the Postal Service and the Community Development Director. 9. All planting areas shall have permanent and automatic sprinkler system with 100% watering coverage. 10. A final landscaping/irrigation plan is to be reviewed and ap- proved subject to the approval of the Community Development Director. a) Camplor Trees shall be replaced with another tree more suitable for parking lot use. b) Landscaped planter areas shall be incorporated into the plan, including screening of trash enclosure/staging area, low bushes in parking planters, and landscape pockets under trellis. 11. All support air conditioning units, gas meters, electrical boxes or other electrical or mechanical equipment incidental tc development shall be screened so that they are not visible from neighboring property or public streets or Interstate 15. (Solar energy collectors and apparatus excepted.) 12. Applicant shall plant street trees, selected from the City Street Tree list, a maximum of 30 -feet apart and at least 15 gallon in size, as approved by the Community Development Director. 13. Meet the requirements of Elsinore Valley Municipal Water District (EVMWD) with regard to sewer and water or as modified in writing by the Director. a) The Director (EVMWD) needs to review on-site water and sewer plans also plan check. b) The District (EVMWD) needs to review off-site sewer plans for this entire development. c) Water and sewer connection fees must be paid prior to issuance of building permits, Applicant should contact District to ascertain fees for both water and sewer. d) Sewer and water plan check fees must be paid to the District prior to plan checking. 14. Meet the requirements of County Environmental Health Department or as modified in writing by the Director. a) Prior to construction permits being issued a "will -serve" letter in regard to sewer and water availability is required. 15. Meet the requirements of County Fire Department or as modified in writing by the Fire Marshal. 16. Include in CC & R's that no repair or servicing shall take place in the parking aisles or parking areas. Page eignt Redeveloamen June i0, 1986 Acen�-y Minutes REPORTS AND RECOMMENDATIONS Mr. Molendyk announced a Study Session regarding Pacific Heritage Project will be held on June 19, 1986, at 6:30 p.m. Chairman Matson asked that the meeting be adjourned to June 23, 1986, following the Adjourned City Council Meeting to discuss Redevelopment Agency Budget. Chairman Matson announced that on June 12, 1986, the City would be sponsoring a meeting with the Riverside County Economic Development Committee. There is expected to be approximately eighty (80) guests. S.
