MINUTES
REDEVELOPMENT AGENCY

TUESDAY, JANUARY 14, 1986
1. CALL TO ORDER
The regular meeting of the Redevelopment Agency was called to order by
Chairman Matson at 8:36 p,m,
2. ROLL CALL
PRESENT: BOARDMEMBERS: KNIGHT, MATSON, STRIGOTTE, VERMILLION
ABSENT: BOARDMEMBERS: VALENZUELA
Also present were.: Executive Director Molendyk, Agency Counsel Harper,
Assistant City Manager Gilbert, Community Development Director Miller, City
Engineer Reith, Finance Director Barrick and Clerk of the Board Money.
3. MINUTES
A. MOVED BY KNIGHT, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO
APPROVE THE MINUTES OF NOVEMBER 26, 1985, AS PRESENTED.
6, MOVED BY KNIGHT, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO
APPROVE THE MINUTES OF DECEMBER 10, 1985, AS PRESENTED.
4. EXECUTIVE'DIRECTOP.'S REPORT - None.
S. UNFINISHED BUSINESS - None.
E. NEW BUSINESS
A. Received and filed 1984/85 Compliance Audit for Lake Elsinore
Redevelopment Agency.
B. Conditional Use Permit 85-5 - American Legion Proposal to operate,
American Legion Hall within the C-1 Limited Commercial District.
MOVED BY STRIGOTTE, SECONDED BY VERMILLION AND CARRIED UNANIMOUSLY TO
CONCUR WITH COUNCIL ACTION TO APPROVE CONDITIONAL USE PERMIT 85-5,
SUBJECT TO PLANNING COMMISSION CONDITIONS.
CIndustrial Project 85-6 - Art Nelson - Proposal to construct second
phase of mini -warehouse facility - 210 units located at the northwest
intersection of El Toro Road and Riverside Drive.
MOVED BY STRIGOTTE, SECONDED BY VERMILLION AND CARRIED UNANIMOUSLY TO
CONCUR WITH COUNCIL ACTION TO APPROVE INDUSTRIAL PROJECT 85-6,
SUBJECT TO PLANNING COMMISSION CONDITIONS.
7. REPORTS AND RECOMMENDATIONS
Mr. Molendyk:
1) Reported that he has met with Wayne Wedin our Economic Consultant
regarding goals and strategies for 1986. He will be bring back a report
to the Agency at a future meeting.
2) Commented on an ad which ran on January 5, 1986 in the Los Anqeles Times
and has generated a great deal of interest from potential developers.
3) Reported that an ad is currently runninq in Insight Magazine which has
a circulation of Thirty -Five Thousand (35,000) subscribers in the
development community.

7. REPORTS AND RECOMMENDATIONS - Continued.
Mr. Knight requested an update on Lakepoint Park. Mr. Molendyk reported that
the first phase of grading is completed and the irrigation contractor started
working this week. Completion is estimated for March 1, 1986. Staff is
currently in the process of orderinq portable bleachers and backstops which
will be replaced with permanent ones in Phase iI of the project.
Mr. Matson inquired as to when our economic consultant will complete the 1986
goals. Mr. Molendyk reported that he is currently awaiting additional informa-
tion from Mr. Wedin and hopefully, this will be available in time to prepare
a report for the January 28, 1986 meeting.
Mr. Strigotte inquired about the status of Redevelopment Project Area No. II.
Mr. Harper reported that Bond Counsel is still reviewing the financial
status of Area II which will determine the size of a potential bond issue.
The Finance Director and Mr. Eugene Nazarek will be meeting in the near future
and once all information has been analyzed, a report will be brought back to
the Board,
