CALL TO ORDER The regular meeting of the Redevelopment Agency was called to order by Chairman Matson at 10.22 p.m. 2. ROLL CALL PRESENT: BOARDMEMBERS: KNIGHT, MATSON, STRIGOTTE, VERMILLION, VALENZUELA ABSENT: BOARDMEMBERS: NONE Also present were: Executive Director Molendyk, Agency Counsel Harper, Assistant City Manager Gilbert, Community Development Director Miller, Community Services Director Barrick, City Engineer Keith and Clerk of the Board Money. 3. MINUTES THE MINUTES OF MARCH 25, 1986 WERE APPROVED AS PRESENTED. 4. EXECUTIVE DIRECTOR'S REPORT A. Mr. Molendyk gave the following updates: 1) Displayed a promotional ad which the Redevelopment Agency is currently running in a magazine entitled "Area Development". 2) Commented that Howard Palmer expects to be breaking ground on a sixteen acre shopping center in three to four weeks. 3) Krieger, Nunes and Blueport Development group plan to bring a progress report to the Agency in three to four weeks. 5. UNFINISHED BUSINESS - None. 6. NEW BUSINESS A. Downtown Streets, Alleys and Storm Drain Improvements. MOVED BY VALENZUELA, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO CONCUR WITH COUNCIL ACTION TO APPROVE PLANS AND SPECIFICATIONS FOR THE DOWNTOWN STREETS, ALLEYS AND STORM DRAIN IMPROVEMENTS AND AUTHORIZE STAFF TO ADVERTISE FOR BIDS TO BE OPENED ON MAY 6, 1986. B. Conditional Exception Permit 86-3 - Jeffers - To vary from City Parking Code. Section 17.66.040, for the purpose of accommodating a fifteen -hundred (1500) square foot restaurant within an existing commercial shopping center. MOVED BY VALENZUELA, SECONDED BY STRIGOTTE AND CARRIED UNANIMOUSLY TO CONCUR WITH COUNCIL ACTION ADOPTING THE FOUR FINDINGS AND APPROVING CONDITIONAL EXCEPTION PERMIT 86-3, SUBJECT TO ONE (1) CONDITION OF APPROVAL. Commercial Project 86-1 - Atlantic Richfield Company - Proposal to construct a twenty-four hundred square foot con- venience market and self-service gas station on .75 acres on the northeast corner of Railroad Canyon Road and Casino Drive. MOVED BY VALENZUELA, SECONDED BY STRIGOTTE AND CARRIED UNANI- MOUSLY TO CONCUR WITH COUNCIL ACTION ADOPTING THE FINDINGS AND APPROVING COMMERCIAL PROJECT 86-1, SUBJECT TO THIRTY (30) RECOMMENDED CONDITIONS, WITH CONDITION NUMBER 22 DELETED. 7. REPORTS AND RECOMMENDATIONS Mr. Knight: Commented that the past four years have been a time of tremendous growth for the City and a learning experience for him personally. He wished the new Councilmembers well as they begin their term of office. Mr. Strigotte• Commented on rumors regarding a new K -Mart store in the Valley. He stated the City was never approached as a possible location for this retail operation. Mr. Matson: Commented that he attended the Grand Opening of the new Jack In The Box restaurant on Riverside Drive and he complimented the developer on the quality of the project. He and Mrs. Valenzuela also announced that the owners of Jack In The Box contributed Two -Hundred -Fifty Dollars ($250) to Lakepoint Park and Two -Hundred -Fifty Dollars ($250) towards a Tot Park at City Park on Main Street. He thanked them on behalf of the community. 8. ADJOURNMENT MOVED BY STRIGOTTE, SECONDED BY VALENZUELA AND CARRIED UNANIMOUSLY TO ADJOURN THE ADJOURNED MEETING OF THE REDEVELOPMENT AGENCY AT 10:29 P.M.
