DISCUSSION On July 28, 2015 the City Council approved Mayor Manos and Council Member Johnson to meet with local arts group Studio 395 to discuss the enhancement of arts and culture in Lake Elsinore. Studio 395 is in the process of applying for the National Endowment of the Arts (NEA) "Our Town" Grant to assist in the funding of "Artcademy", a location for local artist to create and engage the community via classes, shows, events and shopping in the City of Lake Elsinore. The application calls for letters of support from various partners in the community. With Council approval, the Mayor will sign a letter of support for Studio 395's application submission on City Council letterhead. FISCAL IMPACT None at this time. Background The Railroad Canyon Road and 1-15 Interchange is a significant regional transportation corridor, serving the cities of Lake Elsinore, Menifee, Canyon Lake and the County of Riverside. Due to the continuous growth in the area, for many years this interchange has faced increased traffic congestion and unnecessary delays for travelers. The current design can no longer adequately serve the community. In 2010, the City began studying more than 28 improvement alternatives for this interchange. Upon review by the design consultant and Caltrans, only two alternatives, which are referred to in this Report as Alternatives 2 and 3, were found to adequately address current and projected growth while meeting Caltrans design standards. In October 2013, the City reinitiated the project approval and environmental design (PA&ED) phase of the 1-15/Railroad Canyon Road Interchange Project. Selection of Locally Preferred Alternative for the 1-15/Railroad Canyon Road & Franklin Interchange Project September 28, 2015 Page 2 In May 2014, Alternative 4, otherwise known as the Modern Roundabout Alternative, was added as a viable alternative to be studied. The roundabout operation in -lieu of traffic signals at interchange entrance and exit ramps has been found to effectively improve traffic congestion and safety. All new proposed projects with signalized intersections are now required by the Federal Highway Administration (FHWA) and Caltrans to study the feasibility of roundabout construction as part of their alternative analysis. In an effort to avoid any future constructability issues, Caltrans District 8 engaged FHWA, Caltrans District roundabout experts, and contracted with a roundabout consultant to provide a Peer Review of Alternative 4. Based on a focus meeting held on August 11, 2015, it was determined that the proposed roundabout configurations and geometrics of Alternative 4 meet all design requirements and no fatal flaws were identified by the Caltrans Peer Review Team. Since reinitiating the PA&ED phase, the City has held two City Council updates, two Public Workshops, and four focus meetings with Caltrans and FHWA. Public feedback received from the workshops and a project website, www.RRCanvonlnterchancie.com, has been mostly positive and supportive of Alternative 4 due to its unique corridor enhancement features and ability to handle build -out traffic volumes. Discussion - Alternatives To date, majority of the technical studies have been approved as part of the PA&ED phase. The remaining studies and reports including the New Connection Report are expected to be completed by December 2015. The New Connection Report can only focus on one of the proposed alternatives. Therefore, in order to maintain the projected PA&ED completion timeline the report has to be prepared and submitted to Caltrans and FHWA for review and approval prior to the circulation of the draft environmental document. Since there are currently three viable alternatives under consideration, the City Council must select a locally preferred alternative and direct the project team to pursue said alternative to proceed with the PA&ED phase of the project. All alternatives, except for Alternative 1 which is a no -build alternative, are viable alternatives for the City Council to consider. Each alternative includes two phases. Phase 1 directly addresses the Railroad Canyon Road Interchange. Phase 2 improvements are the same for all three alternatives and will include a new, full interchange at Franklin Street. Selection of Locally Preferred Alternative for the 1-15/Railroad Canyon Road & Franklin Interchange Project September 28, 2015 Page 3 Alternatives 2, 3 and 4, as shown in Exhibit A, include the following: Alternative 2: Northbound Hook Ramp to Grape Street • Phase 1 Improvements: o Elimination of the existing northbound entrance and exit ramp at Railroad Canyon Road o Construction of a new northbound entrance and exit hook ramps at Grape Street o Widening Railroad Canyon Road under the freeway to eight travel lanes o Widening the southbound entrance ramp and reconstruction of the southbound exit ramp. • Phase 2 Improvements: o Construction of a new four lane overcrossing interchange approximately 1,000 feet north of the existing Franklin Street overcrossing while maintaining the existing Franklin Street overpass. o Realignment of the southbound Main Street entrance ramp, and construction of traffic signals at Main Street/1-15 entrance and exit ramps. Alternative 3: North & Southbound Hook Ramps at Grape Street & Casino Drive • Phase 1 Improvements: o Elimination of the existing northbound and southbound entrance and exit ramps at Railroad Canyon Road o Construction of a new northbound entrance and exit hook ramps at Grape Street o Construction of a new southbound entrance and exit hook ramps at Casino Drive • Phase 2 Improvements: o Construction of a new four lane overcrossing interchange approximately 1,000 feet north of the existing Franklin Street overcrossing while maintaining the existing Franklin Street overpass. o Realignment of the southbound Main Street entrance ramp, and construction of traffic signals at Main Street/1-15 entrance and exit ramps. Alternative 4: Modern Roundabout Corridor along Diamond Drive & Railroad Canyon Road • Phase 1 Improvements: o Railroad Canyon Road corridor reconstruction of portions of Diamond Drive & Railroad Canyon Road from the southerly side of the intersection of Diamond Drive & Lakeshore/Mission Trail to the northerly side of the intersection of Railroad Canyon Road & Summerhill Drive/Grape Street o Reconstruction of portions of affected roadways to conform to five new, multi -lane modern roundabouts intersections. o Removal of five existing traffic signals at corresponding intersections. o Reconstruction of portions of existing northbound and southbound ramps to conform to the roundabout geometric design configuration. Selection of Locally Preferred Alternative for the 1-15/Railroad Canyon Road & Franklin Interchange Project September 28, 2015 Page 4 • Phase 2 Improvements: o Construction of a new four lane overcrossing interchange approximately 1,000 feet north of the existing Franklin Street overcrossing while maintaining the existing Franklin Street overpass. o Realignment of the southbound Main Street entrance ramp, and construction of traffic signals at Main Street/1-15 entrance and exit ramps. Based on the Traffic Impact Analysis, all three alternatives would improve the existing and projected levels of service at the entrance and exit ramp intersections along with the local intersections. The studied intersections' level of service varies depending on the alternative. The attached Exhibit B provides an alternative comparison table reflecting major differences between the alternatives including estimated construction cost, number of right of way property acquisitions, constructability, improved intersection level of service, and estimated construction duration. It should, however, be noted that the estimated right-of-way acquisition cost may vary depending on final outcome of the property negotiation and the final impact determination, which may require a full take of a property that is currently considered as a partial take. The City has been successful in securing additional Transportation Uniform Mitigation Fee (TUMF) Regional funding for Phase 1 improvements through RCTC in the amount of $4.6 M to complete the final design for the selected alternative and to purchase the required right-of-way. With the current allocated funds, the City would be able to initiate the final design and right-of-way acquisition shortly after the completion of the PA&ED phase. Once the project is in the design and right-of-way phase, the project team will apply for State and Federal grant funding for the ultimate construction of these improvements. It is recommended that the City Council consider Alternatives 2, 3 and 4 and provide staff direction on the locally preferred alternative for the 1-15/Railroad Canyon Road & Franklin Interchange Project. Discussion — Project Management In recognition of the magnitude of the 1-15/Railroad Canyon Road & Franklin Interchange Project, project management responsibilities were transferred from the City to RCTC in June 2011. It is recommended that RCTC continue its project management responsibilities through completion of construction and Caltrans acceptance. These services should be coordinated through Sustainable Civil Engineering Solutions (SCES), the City's professional engineering consultant for the project. The terms of such services should be set forth in an amendment to the June 2011 Agreement between the City and RCTC or a new agreement as appropriate. Funds to complete the PA&ED, and Phase 1 final design and right-of-way acquisition, have already been allocated from the TUMF Regional and Zone funding.
