The reason I am here is regarding a gate for a trail at the end of Larson Rd. This past year there have occurred various activities of high loitering and pedestrian traffic on our street. Because of this loitering there have been heavy signs of graffiti marked throughout the neighbors homes and various thefts have occurred for several neighbors including myself. What prompted us to bring this to the attention of the city of Lake Elsinore was the last incident several weeks ago. A person was murdered in the City of Lake Elsinore and the gate at the end of Larson Rd. gave access for the criminal to escape. Because the gate has access to the public of the City of Lake Elsinore the criminal escaped through the gate and has never been found. Therefore we the residents of Larson Rd. are requesting for this gate to be closed by the City of Lake Elsinore. The gate has created more negative activities than positive by remaining open. If the City of Lake Elsinore decides that gate is to remain open for the residents of the City of Lake Elsinore. Then proper safety improvements must be correctly addressed since there are no sidewalks or streetlights on Larson Rd. There are many hazards on Larson Rd that must be corrected for pedestrians if the gate is to remain open. Most liable is a creek with a narrow bridge with no safety guards to protect pedestrians. This creek is potentially open for an injury and a possible death for a pedestrian that fluently has access to this gate and walks on Larson Rd. Every time a pedestrian uses the gate and exits on Larson Rd. They have to walk on the street to avoid the many hazards. These hazards are dirt , weeds, bushes, trees. and other obstructions. Since there are no sidewalks or streetlights on Larson Rd. This is creating a pedestrian vehicle accident in the future and will remain unavoidable if the problem is not corrected. The lack of pedestrian safety on the street is placing the City of Lake Elsinore responsible and liable to possible injuries if the gate is to remain open. If the gate is closed one option is to allow only the adjacent homes to have a key access to the gate to reduce the heavy traffic, graffiti , thefts and more possible crimes. The other option is to completely block off the gate and allow no access. This will completely correct all the problems and only allow access to the City of Lake Elsinore. In conclusion, one or the other must be corrected to properly improve the safety of the residents of the City of Lake Elsinore on Larson Rd. Therefore, the safety hazards must be resolved to avoid any future incidents and to improve the safety of the residents of the City of Lake Elsinore.. This matter is to be taken seriously and it is suggested it be added to the City of Lake Elsinore's agenda. This would be the only fair and responsible action the City Council should take and we believe this issue should be tabled to a future date until this is part of the deal. We would like to remind you that last year the City looked at refunding the bond for CFD2005-A and it was determined at that time we are at the best rate we can get, so refunding is not an option. The CFD rate in Alberhill Ranch was established at the same rate for all of Alberhill Ranch and we believe it should remain the same and/or the builder or their prospective buyer can pay all bonds in CFD2005-A down to be equal to the proposed rates in 2005-B. Some of us paid extremely high market values in Alberhill Ranch for our homes over $600k and we are paying CFD taxes on that amount. Some of us are paying approximately $6,000.00 a year in taxes for CFD2005-A. The proposed rate for CFD2005-B would be $2,100.00 a year for the same house. The price of many of our homes have plummeted and will take a real nose dive if you approve this proposed reduction in taxes for CFD2005-B. After the City adopted Specific Plan Amendment 6, Amendments 7 through 9 were adopted, which each modified the ELSP in various areas along the perimeter of the ELSP boundary, including removing the Lake Elsinore Storm baseball stadium (The Diamond) and adjacent parcels from the ELSP (SPA 9). Only SPA 9 affected the Amendment 6 area boundary. The proposed amendment (SPA 10) to the ELSP would make two changes. The first is a modification of the allowed use on Planning Area (PA) 46, which constitutes approximately four acres, from Open Space to Residential 1 in the Recreation Village District area, which would allow development of residential units with a density of up to six dwelling units per acre. The second change to the ELSP proposed by SPA 10 would allow the Design Review process to be considered and approved by the City Planning Commission with an available appeal process to the City Council. This process is consistent with the Design Review process in other approved specific plans in the City. SPA 10 is located in the Recreation Village of the ELSP. The Recreation Village District is in the central area of the ELSP. The Recreation Village District of the ELSP has been developing over the past number of years with residential uses and a golf course and is now called the Summerly Community. The area that is subject to the land use change, Planning Area (PA) 46 (see circled area in Figure 1 below), is located central to the ELSP, abutting the eastern boundary of the Links at Summerly golf course. PA 46 is currently vacant as are the surrounding residential planning areas to the north, east and south. The core concepts and development patterns established in the ELSP remain unchanged by this amendment. PA 46 is currently zoned Open Space in the ELSP and was once programmed for a recreation facility. However, the recreation facility was relocated to PA 42 because PA 42 is central to the Summerly Community and would be more readily accessible for Summerly Community residents. Consolidating the two open space amenities also allows the planned park and open space use on PA 42 to be enhanced beyond what was originally planned. No changes are proposed to the circulation and utility infrastructure planned in the ELSP and approving the amendment will not limit or restrict implementation of the development plans for the remaining portions of the ELSP. Importantly, the change to Residential 1, which will allow development of up to 24 homes, will not increase the approved number of homes in the ELSP (7,975 homes). Regarding the proposed Design Review process, allowing the Planning Commission to review and approve Design Reviews and City Council the authority to consider appeals makes the ELSP consistent with the Design Review process in other Specific Plans. Projects subject to the Design Review process would still require public hearings before the Planning Commission and could be considered by the City Council in a public hearing setting upon appeal of the Planning Commission decision. This section describes the SPA 10 amendments in relation to the 1993 ELSP document sections (and the SPA 6 document if applicable). As an amendment to the ELSP, the SPA 10 document addresses only the affected sections of the ELSP to define what portion or portions of the section are amended. Sections of the 1993 ELSP document that are not mentioned herein will not be amended by SPA 10. Below are the changes to the ELSP, which are presented in the following manner: 1. A brief summary of the ELSP section is provided; 2. Areas of amendment within the section are identified; and 3. The amendment description/wording/exhibits are provided.
