A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ESTABLISHING SERVICE ASSESSMENT FEES FOR FALSE
ACTIVATIONS OF FIRE, BURGLARY AND ROBBERY ALARMS
Whereas, the City's law enforcement and fire personnel respond to nearly 3,000 false alarm calls
per year, requiring limited public safety resources to be used for false alarm calls rather than other
priority public safety calls for service; and,
Whereas, the City Council is authorized to set by resolution the cost recovery assessments, civil
fines and penalties for violations of the LEMC; and,
Whereas, the City Council seeks to set forth regulations and assessments addressing excessive
public safety responses necessitated by false alarm activations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The City Council finds and determines that the foregoing recitals are true and correct.
Section 2. The City Council hereby adopts the Service Assessments False Activations of Fire,
Burglary and Robbery Alarms Service Assessments as set forth in Exhibit A of this Resolution
and shall apply to violations of Chapter 9.30 of the LEMC.
Section 3. The service assessment fees shown in Exhibit A shall be subject to annual
adjustments on July 11t of each year based on the year to year percentage increase of the
established fully burdened hourly rate for law enforcement and fire services incurred by the City.
Section 3. This Resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify to the adoption of this Resolution and enter it into the book
of original Resolutions.
