No vessel shall cast off, weigh anchor, or launch when the following conditions exist unless authorized by written order of the City Manager: B. No personal water craft or power boats with less than six inches of freeboard (measured from the water surface to the lowest portion of the gunwale), will launch, weigh anchor, cast off, or remain on Lake Elsinore when the wind speed reaches or exceeds 39 miles per hour (gale warnings).
