Approve proposed parking restrictions on Via Scenica, east of Summerhill Drive.
Consider any additional improvements.

Traffic signal planned at Via Scenica & Summerhill Dr.
Standard roadway width is 36’- 44’
Includes 8’ per side for parking
10’ for two way circulation
Via Scenica is a narrow at 28’
10’ clearance for two-way traffic
8’ for parking on one housing side

Recommendation
Review and make recommendations regarding the proposed resolution amending speed limits on several streets within the City.

Engineering and Traffic Survey
Every 5, 7 or 10 years
5 year minimum
7 year with proper training
10 years with training and no significant change to conditions

Speed Limits are Set Based On
Prevailing speeds of drivers
Radar Survey of 100 free flowing vehicles
85% of drivers are prudent and reasonable
“Speed limits cannot be set arbitrarily low”
Creates violators of a majority of drivers
Does not command drivers respect
Accident records
Conditions not readily apparent to the driver

If rounded up to reach nearest 5 mph – can be reduced by 5 mph.
For ex. Canyon Hills Rd. (Hillside Dr. to Eastern City Limit):

If rounded down to reach nearest 5 mph – can be reduced additional 5 mph only with justification
