E.H.S. 1 Attendance Boundary Committee Proposed Recommendations Future Realignment of School Attendance Boundaries & Grade LEVEL Configuration ABC COMMITTEE Recommendations Summary 2 2 To maximize instructional opportunities for all current and future students, new school attendance boundaries are being proposed in 2015-16, following an intensive year-long review by an ad hoc stakeholders group known as the Attendance Boundary Committee (ABC). This group considered population growth, balancing existing capacity with demand, and investing in classroom technology, in its recommenda-tions to realign some, but not all, elementary, K8, and middle school attendance boundaries. Questions and answers about the proposed boundary changes, impacts, timelines, maps, and informational resources are on succeeding slides. 3 About the Boundary Process Superintendent’s Road Show V3N2_Dec. 2014 3 Goal 1 Maximize school capacity to meet the needs of instruction & the 21st century classroom, technology, Basic Services within the Local Control Accountability Plan (LCAP) and the District Strategic Plan Goal 2 Boundary adjustments in line with Attendance Boundary Committee guidelines and Governing Board Policy 5116 Community & Neighborhood identity Contiguous boundaries Component school concept Maximize continuum of education programs Accommodate long range enrollment projections Maintain current High School boundaries Goal 3 Develop facilities that support the District’s education goals based on the LCAP, Strategic Plan and Board policy Goal 4 Align resources, timelines & conditions to support the needs of all students Geographical (e.g., site availability, space needs) Geological constraints (e.g., fault zones) Fiscal resources (e.g., funding school improvements, new school costs) Goal 5 District outreach & community input regarding boundary realignment proposal Boundary Committee GOALS 4 Superintendent’s Road Show V3N2_Dec. 2014 4 5 Superintendent’s Road Show V3N2_Dec. 2014 5 6 Superintendent’s Road Show V3N2_Dec. 2014 6 Superintendent’s Road Show V3N2_Dec. 2014 6 7 7 Superintendent’s Road Show V3N2_Dec. 2014 7 8 8 Will the proposed boundary changes affect all LEUSD schools? No, several K-12 schools will keep their existing boundaries. High School boundaries are unchanged (EHS, LHS, TCHS). Elementary schools keeping existing boundaries: Cottonwood Canyon Elementary Earl Warren Elementary Elsinore Elementary Tuscany Hills Elementary 9 Top Ten Questions about Boundaries Superintendent’s Road Show V3N2_Dec. 2014 9 When will changes in school boundaries take effect? If approved, the new boundaries would take effect during the 2015-16 school year. Adjusting school boundaries is subject to approval by the Governing Board. These boundary recommendations may be presented for adoption as early as the March 2015 Board meeting. 10 FAQs 2: Timeline for Implementation Superintendent’s Road Show V3N2_Dec. 2014 10 Where can I view or examine the proposed boundaries for my child’s school? The district Web site includes a school site locator “what if” tool to input a residential address in order to find out which LEUSD schools would serve a student household under the proposed boundaries. The locator tool demonstrates proposed boundaries for 2015/16, but the final school boundaries and implementation timelines are subject to Board action. The proposed boundaries link is on www.leusd.k12.ca.us, under the District top menu 11 FAQs 3: Online Maps & Resources Superintendent’s Road Show V3N2_Dec. 2014 11 If our current school boundaries change, will my child have to change schools, as a result? No, flexible guidelines will be in place to enable a child to continue at their current school. The goal is to enable students to finish through the school grade levels at their current assigned school to minimize the impacts midway through their K-5, or 6-8 experience. 12 FAQs 4: Boundary Change Impacts Superintendent’s Road Show V3N2_Dec. 2014 12 Will the public have a say in the proposed attendance boundaries? Yes, public involvement in the proposed Attendance Boundaries began in 2012 with the creation of a community and district stakeholder-led boundary committee (Attendance Boundary Committee), and will continue after a final school boundary plan is adopted by the Governing Board in 2015. Public Town Hall meetings in 2015 include: January 14, 2015 Lakeland Village School, 6:00 p.m. January 15, 2015 William Collier ES, 6:00 p.m. January 21, 2015 Rice Canyon ES, 6:00 p.m. January 27, 2015 Ronald Reagan ES, 6:00 p.m. 13 FAQs 5: Public Outreach Steps Superintendent’s Road Show V3N2_Dec. 2014 13 What will happen to the proposed attendance boundaries as new schools are built? In the future, the Alberhill and Wasson Canyon areas could require new elementary schools, depending on growth and other factors. The proposed attendance boundaries for these future schools exist as an overlay to the proposed boundaries until such time as needed. 14 FAQs 6: About Future Schools Superintendent’s Road Show V3N2_Dec. 2014 14 How will school boundary changes affect my child’s eligibility for transportation service? Eligibility to ride the bus to a new home school would be determined according to existing transportation policies, which are unchanged. One of the advantages of the proposed boundaries is to promote neighborhood schools by eliminating non-contiguous boundaries, thereby enabling students to attend schools that are closer to home. 15 FAQs 7: Transportation Superintendent’s Road Show V3N2_Dec. 2014 15 Will the procedure for requesting a school transfer within the district change as a result? No, the existing intra-district transfer process for requesting a school other than the assigned or home school is unchanged. However, some students who are presently on an intra-district transfer may find that their new school boundary is the school they now attend on an intra-district transfer. Guidelines and deadlines for Open Enrollment, and requesting an intra-district transfer, are established in Board policy. 16 FAQs 8: Intra-District Transfers Superintendent’s Road Show V3N2_Dec. 2014 16 Does this boundary proposal include transitioning some K-5 schools to K-6 over time? Yes, in order to balance future student enrollment at the middle school level, proposed boundaries include assumptions and recommendations for transitioning several, but not all, elementary K-5 schools to K-6 over the next few years. Future K-6 sites include Rice Canyon, Withrow, Machado, Wildomar, William Collier, Ronald Reagan and Donald Graham. Expanding classroom capacity at these sites will be necessary before transitioning to K-6. In the future, two middle schools, David A. Brown Middle School and Terra Cotta Middle School, will shift from grades 6-8 to 7-8. These middle schools will have an influx of students in the future based on population projections under the proposed boundaries. 17 FAQs 9: Grade Configuration Rationale Superintendent’s Road Show V3N2_Dec. 2014 17 How do I reach the right department to get answers to boundary and related questions?
