Prior to the opening, the Lake, Parks & Recreation Department is preparing to implement the Shoreline Safety Plan. Discussinn The safety issues with the old boat launch facility included: • Submerged at elevation of 1,240' aMSL (feet above Mean Sea Level) giving a false impression that the flat surface water implied a flat (even) bottom. In contrast, the City and EVMWD's goal operating surface elevation for the Lake is between 1,240'-1,249'aMSL, in which the old boat ramp would be completely submerged. ■ Little indication of deep -water boating channel adjacent to wading beach at an elevation above 1,240'aMSL. • Concrete armoring of slope between western beach and boating channel caused slippery surface. • Deteriorating boat ramp had uneven bottom. Agenda Item No. Y La Laguna Resort & Boat Launch Shoreline Safety Sign Program June 13, 2012 Page 2 Shoreline Safety measures at the Resort are summarized below. 1. Demolition of the dilapidated boat ramp and associated hazards. 2. Elevation of the boat ramp by fifteen (15') feet to 1,255'aMSL provides the visual signal of a continuously functioning boat ramp. 3. Riprap rock wading barriers placed between beach areas and boating channel. 4. Two extra long and pile -anchored docks, each 400 feet in length, placed on the outside edge of the boat ramp provides additional visual cue to waders. The docks are essentially permanently anchored in-place. 5. Shoreline Safety message begins with handouts at the entrance kiosk. 6. Shoreline Safety Fencing installed to channel visitors to the beach passed important safety signage. 7. Shoreline Safety Signage — substantially similar to Elm Grove Beach. 8. Installation of Loaner Life Jacket Stations. 9. Shoreline Safety Diagram specific to Resort is posted at entrance to the beach area and provides graphic depiction and notice of safety issues. 10.Additional Safety Signage for waders placed on pilings adjacent to peninsula. 11. Designated rope -float "Wading Area" installed away from boating channel. "La Laguna Resort & Boat Launch Shoreline Safety Diagram" sign Attached is an example of the "La Laguna Resort & Boat Launch Shoreline Safety Diagram". The sign is a 4' wide x 6' high colored sign that is a diagram of the overall shoreline area. On the sign, the public will be able to locate the entrance/exit, parking lot, boat launch, and beach, hazard areas, as well the wading area.
