City’s Roll, Policies & Codes
State Policies & Codes:
California Vehicle Code (CVC)
California Manual on Uniform Traffic Control Devices (MUTCD)
Caltrans Highway Design Manuals
Municipal Codes

3 E’s for Safety Concerns
Education – public awareness campaigns, media campaigns, driver's education classes, signage, speed watch programs, and school and neighborhood meetings.
Enforcement – Sheriff's Office warnings and citations, along with radar trailers, speed display signs and radar reader boards.
Engineering – road design, pavement markings, warning and regulatory signs, and traffic calming devices, based on standard engineering practice and procedures as well as codes and policies.

Public Questions & Requests
Review location and surrounding conditions and determine how to apply tools based upon specific situation.
Typical approach to determine recommended improvements:
Collect data (field observations, measurements, traffic counts, collision history, etc.)
Assess the need for improvement
Refer to design policies and standards for recommended improvement
Design with consideration to all modes of transportation and public safety
Protect the liability of the City by following all regulations and codes
Use public funds responsibly, meeting needs without overspending or spending unnecessarily
6
Traffic Control Devices
California MUTCD contains criteria by which we determine (in part) the need for certain traffic control devices.
Most Common
Stop Signs
Traffic Signals
