The meeting was called to order at 6:30 p.m. by Vice-Chair Ross. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Carroll. ROLL CALL Present: Commissioners Carroll, Armit; and Vice-Chair Ross Absent: Commissioner Klaarenbeek and Chairman Gray PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITEM(S) 1) Plannino Application 2016-77: A Proposed Subdivision of 136.25 Acres into 280 Residential Lots and Various Lettered Lots for the Purposes of Maintenance. Utilities and Recreation. The Public Hearing was opened at 6:32 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Principal Planner Kirk said that Staff was recommending that the Public Hearing be closed brought back to a future date. He explained that there was a deficiency in the Public notice. The Public Hearing will be corrected and renotified. There were no members of the public appearing to comment. There being no further response to the Vice-Chair's invitation to speak, the Public Hearing was declared closed 6:34 p.m. and continued. It was moved by Commissioner Armit, seconded by Vice-Chair Ross, and unanimously carried, continue the item to a date uncertain. Page f of4 PUBLIC HEARING ITEM(S} The Public Hearing was opened at 6:35 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence hadbeen received Senior Planner Abraham presented the Staff Report. The Project Manager spoke on the project. He thanked staff for working with him and doing a wonderfuljob. He agreed with all the conditions of Approvar with the exception oiitem No. 'r6. There were no members of the public appearing to comment. There was some discussion with the Commissioners and staff regarding Conditions of Approval No. 16. There being no further response to the Vice-Chair's invitation to speak, the public Hearing wasdeclared closed at 6:46 p.m. It was moved by Commissioner Armit, seconded by Commissioner Carroll, and unanimously carried, toadopt the Resolution. Resolution 20 t 8-'l 5. adopt A RESOLUTION OF THE PLANNING coMMISSIoN oF THE CITY oF LAKE ELSINoRE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTA MITIGATED NEGATIVE DECLAMTION (ER 2017-03) (SCH NO. 2018011047) FOR PLANNtNGAppLtCATtON NO.2o16-1 13 (CONDTIONAL r-iSr peRUrr ruo. 2017-03 AND INDUSTRIAL DEStcN REVTEW NO. 2016-03); and, It was moved by Vice-Chair Ross, seconded by Commissioner Carroll, and unanimously carried, to adopt the Resolution. Resolution 2018-'16. adopt A RESOLUTIoN oF THE PLANNTNG coMMrsstoN oF THE ctry oF LAKE ELS|NoRE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPT FINDINGS THAT PLANNING APPLICATION NO. 2016-113 (CONDITIONAL USE PERMIT NO. 2017-03 AND INDUSTRIAL DESIGN REVIEW NO. 2016-03) IS dONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, It was moved by Commissioner Armit, seconded by Commissioner Carroll, and unanimously carried, to adopt the Resolution. Resolution 20'18-17: adopt A RESOLUTION OF THE PLANNING COMMISSION oF THE CITY oF LAKE ELSINoRE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE CONDITIONAL USE PERMIT NO. 2017-03 TO ESTABLISH A BOAT SALES, SERVICE, AND ASSEMBLY FACILITY LOCATED AT ApN: 378-030-03.1; and, *with amended Condition of Approval No. 16 to add a second sentence that states: or other Mitigation as approved by the Joint Project Review Process. AND ASSEMBLY FACILITY LOCATED AT APN: 378-030-031. 3) Plannino Application 2017-'18: A Proposed Amendment to Tentatjve Tract Map (TTM) 31920 to l.ncrease the Developable Lots bv 84 Units From 156to 240 Units and to tVtodifg6qa!!( Accommoda The Public Hearing was opened at 6:51 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Principal Planner Kirk presented the staff report. Brian lrilich with Pacific Ventures thanked staff for all the work on the Amendment to the Tentative Map and said he was available for any questions. The Commissioners discussed the Project There were no members ofthe public appearing to comment. Resolution 2018-'19: adopt A RESOLUTION OF THE PI-ANNING COMMISSION OF THE CITY OF IAKE ELSINORE, CALIFORNIA, RECOIUIVENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNtA, ADOPT FtNDtNGS THAT PLANNTNG AppLtCAT|ON NO. 2017-18 (TTtVt 31920) tS CONSISTENT WTH THE WESTERN RIVERSIDE COUNTY IUULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, It was moved by Commissioner Carroll, seconded by Commissioner Armit, and unanimously carried, to adopt the Resolution. Resolution 2018-20: adopt A RESOLUTION OF THE PLANNING COlrirlSSlON OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE APPROVAL OF A REVISION TO TENTATIVE TRACT MAP NO. 3'1920. .noting the lrodification to Condition of Approval No. 31 as noted in the staff report. STAFF COMMENTS Principal Planner Kirk updated the Commissioners on the future Honda project. Page 3 of4 COMMISSIONERS' COMMENTS There were no comments from the Commissioners.
