Ltt-r* City of Lake Elsinore Planning Commission Meeting Minutes Tuesday, February 6, 2018 CALL TO ORDER A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural Center, 185 North Main Street, on the above date. The meeting was called to order at 6:01 p.m. by Chairman Gray. PLEOGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice-Chair Ross. ROLL CALL Present: Commissioners Armit, Carroll and Klaarenbeek; Chairman Gray and Vice-Chair Ross PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITEi'(S) 'l ) Approval of Minutes - January 16, 2018. It was moved by Commissioner Ross, seconded by Commissioner Klaarenbeek, and carried to approve meeting minutes. PUBLIC HEARING ITEM(SI 2) Plannino Application 2016-01 : A Proposed Addition of A Drive Thru to 'l .900 Souare Foot Buildinq and Three New Center Siqns. Located at The Southeast Corner of Central Avenue (SR-74) and Collier (APN:377-080-1 4 and 377-080-031 Throuoh -034). The Public Hearing was opened at 6:03 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Principal Planner Kirk said that the item would be continued as a result of the applicant submitting additional information late, and there was no time to incorporate that information into the packet. The Public Hearing would be opened and continued to a later date. It was moved by Vice-Chair Ross, seconded by Commissioner Armit and unanimously carried, to continue the item to the February 20,2018, Planning Commission meeting. 3) Plannino Apolication No. 2017-68 - Proposal to Construct a 3.652 sq. ft. Barn for an Existinq Sinqle-Familv Residence located at 32166 Machado Skeet. The Public Hearing was opened at 6:04 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Senior Planner Abraham presented the Staff Report. The applicant, Robert Rice spoke about the Project and answered question the Planning Commission had. The Commissioners had a few questions for the applicant regarding the structure. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6.11 p.m. It was moved by Commissioner Klaarenbeek, seconded by Commissioner Carroll and unanimously carried, to adopt the Resolutions. Resolution 20'18-08. adopt A RESOLUTION OF the PLANNING COMMISSION OF the CITY OF LAKE ELSINORE, CALIFORNTA, FTNDtNG THAT PLANNTNG AppLtCATtON NO. 2017-68 (REStDENT|AL DEStcN REVTEW NO. 2017-34) tS CONSTSTENT W|TH THE WESTERN R|VERS|DE COUNTY MULT|pLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, Resolution 2018-09: adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2017-68 (RESIDENTIAL DESIGN REVTEW NO. 2017-34) FOR THE CONSTRUCTTON OF A 3,652 SQUARE FOOT BARN LOCATED AT 32166 MACHADO STREET (APN: s79-360-078). 4) Planninq Apolication No. 2017-69 - Proposal to lnstall a 1.306 So. Ft. Manufactured Home with a 600 So. Ft. Detached Garaqe. The Public Hearing was opened at 6:13 p.m. There were no conflict of lnterest disclosures. Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had been received. Senior Planner Abraham presented the Staff Report. The Commissioners discussed and shared their concerns regarding location of the Project. The Engineer, Massoud Ghiam spoke about the Project and was available for any questions the Commissioners may have. Appearing to speak was: Mary Moniece The Commissioners addressed their concerns with the Project. There being no further response to the Chairman's invitation to speak, the Public Hearing was declared closed at 6:36 p.m. It was moved by Commissioner Armit, seconded by Commissioner Ross, and carried to continue to a date uncertain due specific design modification. Page 2 of 3 STAFF COMMENTS Principal Planner Kirk notified the Commissioners of the future projects. He said Honda was in process and the WYROC mine site is almost complete with their surface reclamation plan. Community Development Director Taylor said the Downtown Specific Plan will be taken to the Council Sub Committee and there will be a Planning Commission outreach workshop before it goes to a Public Hearing. COMMISSIONERS' COMMENTS Commissioner Armit said that it is always difficult to say no to someone that wants to fill in the many vacant lots in the Community. He thanked staff and said good night. Commissioner Klaarenbeek agreed with Commissioner Armit, he stated that the bar should be set high to raise what Lake Elsinore can be. Commissioner Carroll thanked staff for all the hard work. He thanked the resident who attended the meeting and spoke. Vice-Chair Ross said that any fill in project should be equivalent or better to what already exist. The outlook is looking good for the Community, Lake Elsinore is on the rise and hopes it keeps moving in the right direction. Chairman Gray said he was proud of the process and direction of the meeting. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 6:48 p.m. to Tuesday, February 6, 2018, at the Cultural Center, 183 N.
