Meeting Minutes
Tuesday, October 3, 2017
GALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, "185 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by
Chairman Armit.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Canoll.
ROLL CALL
Present: Commissioners Carroll, Vice-Chair Ross; and Chairman Gray
Absent: Commissioners Armit, and: Klaarenbeek
PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES
There were no members of the public appearing to speak.
CONSENT CALENDAR ITEM(S)
1) Aooroval of Minutes - August 3, 2017 and August 15, 20'17.
It was moved by Vice-Chair Ross, seconded by Commissioner Carroll, and unanimously carried, noting
the absence of Commissioners Armit, and; Klaarenbeek, to approve meeting minutes.
PUBLIC HEARING ITEM(S)
2) Plannino Aoolication No. 2017-49 - A Variance Reouesl lo Encroach 4'-0" into the Reouired 10'-0"
Rear Yard Setback for an Existinq Detached Aooroximatelv 363 so. ft. Solar lnteorated Patio Cover.
The Public Hearing was opened at 6:03 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Senior Planner Abraham presented the Staff Report.
Appearing to speak was Andrew Reid.
There were no members of the public appearing to comment.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:08 p.m.
It was moved by Chairman Gray, seconded by Vice-Chair Ross, and unanimously carried, noting the
absence of Commissioners Armit, and; Klaarenbeek, to approve meeting minutes.
Resolution 2017-72:

The Public Hearing was opened at 6:10 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Senior Planner Abraham presented the Staff Report.
Vice-Chair Ross had some questions regarding parking due to increased capacity.
Kirk said that there would be no adverse impacts or complaints from adjacent property owners or the
Sheriff's Department.
The applicant did wish to comment.
It was moved by Commissioner Carroll, seconded by Vice-Chair Ross, and unanimously carried, noting
the absence of Commissioners Armit, and; Klaarenbeek, to approve meeting minutes.
Resolution 2017-74:

Resolution 2017-75:
A RESOLUTION OF THE PLANNNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2016.42 (CONDITIONAL USE PERMIT
NO. 2017-14) TO MODIFY A pREVtOUSLy APPROVED CONDTTTONAL USE pERMtT FOR AN

The Public Hearing was opened at 6:18 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received; and, noted that one piece of correspondence had been received.
Senior Planner Abraham presented the Staff Report.
Appearing to speak was Robert LaMarsh.
There being no further response to the Chairman's invitation to speak, the Public Hearing was declared
closed at 6:25 p.m.

absence of Commissioners Armit, and; Klaarenbeek, to approve meeting minutes.

STAFF COMMENTS
Principal Planner Kirk said the East Lake Specific Plan (ELSP) will be before the Planning Commission
on November 7,2017; and, advised the Commissioners the Cannabis Ordinance will be coming before
the Planning Commission in November.
COMMISSIONERS' COMMENTS
The Commissioners thanked staff and agreed that the meeting was very efficient.
ADJOURNMENT
The next Regular Planning Commission meeting will be held on Tuesday, October 17,2017, at lhe
Cultural Center, 183 N. Main Street, Lake Elsinore, CA 92530.
There being no further business to come before the Commission, the meeting was adjourned at 6:42
p.m. to Tuesday, October 17 , 2017 , in the Cultural Center, ',l85 N. Main Street.
