Meeting Minutes
Tuesday, September 5, 2017
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, '185 North Main Street, on the above date. The meeting was called to order at 6:01 p.m. by
Chairman Gray.
PLEDGE OF ALLEGIANGE
The Pledge of Allegiance was led by Commissioner Armit.
ROLL CALL
Present: Commissioners Armit, Carroll and Klaarenbeek; Chairman Gray and Vice-Chair Ross
PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES
There were no members of the public appearing to speak.
PUBLIC HEARING ITEM(S)
1 ) Plannino Apolication No. 2017-36 - A Reouest to Construct a 1 .333 so. ft. Sinole-Familv Residence
with a 462 sa. ft. Attached Two-Car Garaoe.
The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Community Development Technician Poley presented the Staff Report.
Commissioner Klaarenbeek questioned if a window could be added to the right side elevations, where
the garage door is facing Wells St.
Poley replied there would be a Condition of Approval to add stone veneer on sides that front the
streets.
Kirk stated that a window or architectural feature should be added to that Condition of Approval.
The Commissioners agreed.
The Applicant did not wish to comment.
Commissioner Armit recommended that the applicant use some kind of ground cover instead of all
mulch.
All Commissioners agreed.
There being no further response to the Chair's invitation to speak, the Public Hearing was declared
closed at 6:12 p.m.
It was moved by Commissioner Armit, seconded by Commissioner Carroll, and unanimously carried, to
adopt the Resolutions.
Resolution No. 2017-65:

Resolution No. 201 7-66:A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALTFORNTA, APPROVTNG PLANNTNG APPLTCATTON NO. 2017-36 (RESTDENTTAL DESTGN
REVTEW NO. 2017-13) FOR THE CONSTRUCTTON OF A 1,333 SQUARE FOOT STNGLE-FAM|LY
RESIDENCE WITH A 462 SQUARE FOOT ATTACHED TWO-CAR GARAGE LOCATED AT APNS:
378-255-018, 019, AND 020.

The Public Hearing was opened at 6:15 p.m. There were no conflict of lnterest disclosures.

been received.
Community Development Technician Poley presented the Staff Report.
The Commissioners discussed the project and roadway improvements.
The Applicant did not wish to comment.
There being no further response to the Chair's invitation to speak, the Public Hearing was declared
closed at 6:20 p.m.
It was moved by Commissioner Klaarenbeek, seconded by Vice-Chair Ross, and unanimously carried,
to adopt the Resolutions.
Resolution No. 201 7-67:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2017.40 (RESIDENTIAL DESIGN
REVTEW NO. 2017-16) rS CONSTSTENT W|TH THE WESTERN RTVERSTDE COUNTY MULTTPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP); and,
Resolution No. 201 7-68:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2017-40 (RESIDENTIAL DESIGN
REVIEW No. 2017-16) FOR THE CONSTRUCTION OF A TWO-STORY DUPLEX. EACH UNIT lS
1,459 SQUARE FOOT AND EACH CONTAINS THREE (3) BEDROOMS WITH TWO (2) 4OO SQUARE

The Public Hearing was opened at 6:23 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Senior Planner Abraham presented the Staff Report.
The applicant Jim Hollis with RSI Communities told the Commissioners they were excited to build in the
Community and hopes there is more opportunity to build in the City.
Commissioner Armit made suggestions on landscaping.
There being no further discussion to the P@ect, the Public Hearing was declared closed at 6'.27 p.m.
It was moved by Chairman Gray, seconded by Commissioner Klaarenbeek, and unanimously carried,
to adopt the Resolutions.
Resolution No. 2017-69:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADOPT FINDINGS THAT PLANNING APPLICATION NO. 2017-44 (RESIDENTIAL
DESTGN REVTEW NO. 2017-18) tS CONSTSTENTWTTH THE WESTERN RTVERSTDE COUNTY
MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and,
Resolution No. 201 7-70:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,

The Public Hearing was opened at 6:29 p.m. There were no Conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no correspondence
had been received.
Principal Planner Kirk presented the Staff Report.
Dennis Hollingsworth representing Sunwood Lakeview, LLC said he and Don Knox were available for
any questions.
There being no further discussion on the P@ect, the Public Hearing was declared closed at 6:37 p.m.
It was moved by Commissioner Armit, seconded by Vice-Chair Ross, and unanimously canied, to
adopt the Resolutions.

Resolution No. 2017-71 :
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVAL OFA DEVELOPMENTAGREEMENT FOR AN 163 DETACHED CONDOMINIUM
DEVELOPMENT LOCATED ON APPROXIMATELY TWENTY (20) ACRE PROJECT SITE.
STAFF COMMENTS
Community Development Director Taylor spoke about the East Lake Specific Plan.
Principal Planner Kirk spoke about future Projects and the status of them.
COMMISSIONERS' COMMENTS
Commissioner Armit questioned the status of the old WYROC Project.
The Commissioners thanked staff.

There being no further business to come before the Commission, the meeting was adjourned at 6:40
