Tuesday, March 7, 2017
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 185 North Main Street, on the above date. The meeting was called to order at 6.01 p.m.by
Chairman Armit.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice-Chair Gray.

Present: Commissioners Carroll, Ross and Klaarenbeek; Chairman Armit and Vice-Chair Gray

PUBLIC HEARING ITEM(S)
'1) Planninq Application No. 2017-008: A Request bv DR Horton for the Approval of Buildino
Desion and Construction of 95 Sinqle Familv Residential Units Ranqinq in Size from 1,387 SF
To '1897 SF
The Public Hearing was opened at 6.02 p.m. There were no Conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no correspondence
had been received.
Principal Planner Kirk presented his staff report.
Dean Pernicone, Project Manager for DR Horton stated he was available
There were no members of the public appearing to comment.
There being no further response to the Chair's invitation to speak, the
closed at 6:07 p.m.
for any question.
Public Hearing was declared
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Carroll and unanimously
carried to adopt Resolution.
Resolution No. 201 7-21.
ADOPT A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE

CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA. ADOPT FINDINGS THAT PLANNING APPLICATION 2017-OO8 IS CONSISTENT WITH
THE WESTERN RIVERSIDE COUNTY IVULTIPLE SPECIES HABITAT CONSERVATION PLAN
(MSHCP)
It was moved by Commissioner Carroll, seconded by Commissioner Ross, and unanimously carried to
adopt Resolution. -With amendments to Conditions of Approval that would include removal of Condition
of Approval No. 36 (that pertains to accessibility issues with the project). And removal of Condition on
approval No. 42 (with respect to a house electrical meter).
Resolution No. 2017-22:
ADOPT A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVAL OF PLANNING APPLICATION 2017-OO8 PROVIDING BUILDING
DESIGNS FOR 95 SINGLE FAMILY RESIDENTIAL UNITS RANGING IN SIZE FROM 1,387 SF TO
1.897 SF LOCATED WITHIN TRACT 31920-24 OF THE SUIMMERLY DEVELOPMENT OF THE EAST
LAKE SPECIFIC PLAN (APN: 371-27O-O22,044, AND 054)
2) Planninq Application No. 2016-109 (Mckenna Court): A Reouest for the Approval of a Technical
Amendment of the General Plan to Correct a Maopinq Error bv Revertinq the General Plan Land
Use Desionation from Low Densitv Residential to Low-Medium Residential and a Zone Chanae to
Revert the Zoninq from Residential Estate to R1-Sinqle Familv Residential.
The Public Hearing was opened at 6:1 1 p.m. There were no Conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no correspondence
had been received.
Principal Planner Kirk presented the Staff Report.
Dan Boyd, Vice President for DR Horton asked for conformation from staff that all Communications
were received and there were no other Communications received that they were unaware of, prior to
the Public Hearing.
Kirk explained, when the Public Hearing was noticed for the Project, there was no received
correspondence.
There being no further response to the Chair's invitation to speak, the Public Hearing was declared
closed at 6.20 p.m.
It was moved by Vice-Chair Gray, seconded by Commissioner Ross, and unanimously carried, to adopt
the Resolutions.
Resolution No. 2017-23.
ADOPT A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA. RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVE GENERAL PLAN AIVIENDMENT NO. 2017-OO1 , A TECHNICAL AMENDMENT TO
CORRECT A MAPPING ERROR BY REVERTING THE GENERAL PLAN LAND USE DESIGNATION
OF ASSESSOR PARCEL NUMBERS: 379- 150-001 , 002, 041 thru 044

Resolution No. 2017-24:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVE ZONE CHANGE NO. 2017-01.
BUSINESS ITEM(S)
3) Plannino Aoolication 2017-012: An Amendment to the Citv of Lake Elsinore Municipal Code,
Title 17 Zoninq, Chapter 17.156 Medical Mariiuana Dispensaries
Provide Direction to Staff on the Draft Ordinance, Preferred Conditions of Approval, and Preferred
Evaluation Criteria.
Principal Planner Kirk presented the Staff Report. He explained to the Planning Commission that the
item was a work session review of a draft Ordinance that would modify the City's Municipal Code. He
explained that this is just a discussion and the City is trying to get feedback at this stage. Then the City
will start to move forward with some more refinements to this code and be back with approvals. Kirk
asked if there were questions.
The Commissioner's had questions for staff and provided their concerns and comments.
Scott Munson, Brett Williams and John Vanbeek spoke to Planning Commission in favor of Proposition
64.
Kirk explained that when this item goes to Public Hearing there will be a timeline of when the adoption
and effective dates will occur.
The Commissioners discussed their concerns and provided suggestions for the draft Ordinance.
STAFF COMMENTS
There were no comments from Staff members.
COMMISSIONERS' COMMENTS
Commissioner Klaarenbeek stated that he was continuously impressed with Staff, they do a great job.
All Commissioner's agreed and said good evening.

There being no further business to come before the Commission, the meeting was ad.lourned at 7:36
p.m. to Tuesday, March 21, 2017, in the Cultural Center, 185 N. Main Street.
