Tuesday, October 18, 2016
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the
Center, 185 North Main Street, on the above date. The meeting was called to order at 6.00

CONSENT CALENDAR ITEM(S)
1) Approval of Minutes - September 20, 2416
It was moved by Commissioner Gray, seconded by Commissioner Carroll and carried to approve the
meeting minutes.
PUBLIC HEAR!NG ITEM(S)
2) Planninq Application 2016-04: A proposed development of an approximatelv 520,000 squarefoot
indoor commercial sports facilitv on 23.12 acres of disturbed vacant land.
The Public Hearing was opened at 6:02 p.m. There were no conflict of lnterest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that no correspondence
had been received.
Principal Planner Kirk presented the staff Report.
Chance Edmondson and Kim Cousins with the Lake Elsinore Valley Chamber of Commerce spoke in
favor of the project. Cousins stated LEVCC supports the project.
The Applicant, Steve Harrison the Project Manager for the Diamond Sport Complex said that
landscape, architect, traffic, environmental and civil were available for any questions the
Commissioner's might have.

Vice-Chair Gray had questions with regards to traffic and any potential impacts.
Keli Maberry a Principal Engineer with Linscott, Law & Greenspan explained flow of traffic. He stated
that this facility would not generate a ton of traffic during the p.m. peak hours during the week. On the
weekends traffic would be spread out throughout the day. The residents around the facility should not
notice significant traffic impact.
Chairman Armit questioned if it was possible if the applicant would have flexibility for operation of the
facility.
Community Development Director Taylor explained a Condition was added to allow flexibility to change
events.
There being no further response to the Chair's invitation to speak, the Public Hearing was declared
closed at 6:32 p.m.
It was moved by Commtssioner Ross, seconded by Vice-Chair Gray and unanimously carried, to adopt
the resolution.
Resolution 20 1 6-71 :
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OFLAKE ELSINORE,
RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, APPROVAL OF
THE DIAMOND SPECIFIC PLAN EIR (SCH 2009031084) AMENDMENT #1 FOR PLANNING
APPLICATION 2016-04 (TENTATIVE PARCEL MAP 37149, CONDTTTONAL USE PERMtT 2016-02,
AND COMMERCIAL DESIGN REVIEW 2016-02)
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Ross and unanimously
carried, to adopt the resolution.
Resolution 2016-72:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
ADOPT FINDINGS THAT PLANNING APPLICATION 2016-04 (TENTATIVE PARCEL MAP 37149,
coNDtTtoNAL USE PERMTT 2016-02, AND COMMERCTAL DEStcN REVTEW 2016-02) ARE
CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT
CONSERVATION PLAN (MSHCP)
It was moved by Vice-Chair Gray, seconded by Commissioner Carroll and unanimously carried, to
adopt the resolution.
Resolution 2016-73:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVAL OF TENTATIVE PARCEL MAP 37,I49 PROVIDING FOR THE
CONSOLIDATION OF 12 LOTS INTO A SINGLE 23,12 ACRE LOT AND THE RECONFIGURATION
OF THE ADJACENT RIGHT OF WAY
It was moved by Commissioner Klaarenbeek, seconded by Commissioner Ross and unanimously
carried, to adopt resolution.
Resolution 2016-74:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE

APPROVAL OF CONDITIONAL USE PERMIT NO, 2016.02 FOR THE ESTABLISHMENT OF AN
APPROXIMATELY 52O,OOO SQUARE FOOT INDOOR COMMERCIAL SPORTS FACILITY ON 23,12

It was moved by Commissioner Ross, seconded by Vice-Chair Gray and carried to approve the
meeting minutes.
Resolution 2016-75:
A RESOLUTION OF THE PLANNING COMIVIISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVAL OF COMMERCIAL DESIGN REVIEW NO, 2016-02 PROVIDING BUILDING DESIGNS
FOR TWO BUILDINGS TOTALING 52O,OOO SQUARE FOOT INDOOR SPORTS ARENA, WITH
ASSOCIATED ON-SITE AND OFF-SITE IMPROVEMENTS

3) Discussion of Planninq Commission Meetinqs: A discussion on the scheduling of Planning
Commission meetings for the Month of November. Provide direction to staff on the scheduling of a
special planning commission meeting in the month of November.
Commissioner's discussed open dates. Principal Planner Kirk will provide Commissioner's with
Planning Commission meeting date.
STAFF COMMENTS
Community Development Director Taylor said he would like to thank the applicant; they have been a
good group to work with. He explained that there had been an attempt to have an open house for the
Summerly Board but only two members showed. There are a few big projects coming to the next
Planning Commission meeting and early next year.
Principal Planner Kirk briefly notified Commissioners of the new projects moving foruvard.
COMMISSIONERS' COMMENTS
All Commissioner's stated they were impressed with the work and report on the projects. lt was a well
done job. They are excited and looking forward to the project starting construction.
ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 6.47
p.m. The next Planning Commission meeting will be held on Wednesday, November 16 or Thursday,
November 17 , 2016, at the Cultural Center, 183 N. Main Street, Lake Elsinore, CA 92530.
