Meeting Minutes
Tuesday, August 2,2016
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the
Cultural Center, 185 North Main Street, on the above date. The meeting was called to order at
6:02 p.m. by Chairman Armit.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Carroll.
ROLL CALL
Present. Chairman Armit, Vice-Chair Gray, Commissioners Jordan; and, Carroll
Absent: Commissioner Ross
PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES
There were no members of the public appearing to speak
CONSENT CALENDAR ITEM(S)
1) Approval of Minutes -April 5th, 19, 2016, May 3, 2016, and; June 6, 2016.
It was moved by Commissioner Jordan, seconded by Vice-Chair Gray, and carried noting
Commissioner Carroll abstained, to the approve meeting minutes.
Approval of Minutes - July 5,2016
It was moved by Vice-Chair Gray, seconded by Chairman Armit, and carried nothing
Commissioner Jordan abstained, to approve the meeting minutes.
PUBLIC HEARING ITEM(S}
2) Commercial Desiqn Review 2011-03, Conditional Use Permit 2011-03, Conditional Use
Permit 2012-06, Commercial Design Review 2016-03, And Tentative Parcel Map 35869. A
Commercial Mixed Use and Recreation Proiect, Which Will Be Located on Two (2)
Separate Parcels, Which are Located Within 200'of Each Other. The "Project" Consists of
The Beach Resort and Beach Park.
The Public Hearing was continued on and re-opened at 6:08 p.m.
Principal Planner Justin Kirk presented the staff report.
Kirk announced that the Public Hearing would be continued off Calendar and staff will re-notice
the Public Hearing.
Chairman Armit advised the audience a decision will not be made on this item but if anyone
would like to speak for or against the project they may speak.
There were no members of the public appearing to speak.
Staff's recommendation is to continue this Public Hearing to an unspecified date.
It was moved by Commissioner Jordan, seconded by Commissioner Carroll and unanimously
carried to continue the Public Hearing.

an Approximate 8.27-Acre Site Located at APN: 379-090-022
The Public Hearing was opened at 6:12 p.m. There were no Conflict of lnterest disclosures.
Administrative clerk wells affirmed receipt of Proof of Publication and noted that no
correspondence had been received.
Kirk presented the stafi report. Kirk explained a Mitigated Negative Declaration (MND) was
prepared for the project which had a public comment review period. The city received four
comment letters. There are several modified conditions of Approval (coA), as requested by
the applicant, that have been reviewed through with City staff. Condition No. 16 and Condition
No. 101 , have been requested to be deleted. The Conditions are non-applicable, they were
reviewed by engineering and Kirk, and found that to be consistent. There were modifications to
Condition No. 47.
Steve Rawlings (the Applicant), stated he agreed with the staff report, recommended findings,
and agree to the modified Conditions of Approval.
Commissioner Jordan stated the pro.iect needs architectural enhancements.
Rawlings stated he was willing to make any changes requested.
Commissioner's provided the applicant with some recommendations on changes with regards
to architecture and landscaping.
Doug McAllister spoke on behalf of Bill Sears. He shared his concerns regarding easements
for project.
Anna Hoover with Pechanga Band of Luiseno lndians spoke to the Planning Commission. She
said she her colleagues were available for any questions.
Julian Duran and Viola Conner, residents of Lake Elsinore spoke in opposition of the project.
Kirk stated he added two extra Conditions of Approval with regards to architectural landscape.-condition No. 26 - prior to the submission of building plans for check, the applicant shallsubmit revised architectural plans for review and appioval by the community bevelopment
Director or their designee with emphasis on added enhanced elevations on all building fagade
adjacent to Riverside Dr. lnclusion of additional paint schemes an rnclusion of updated
treatment to the club house.-Condition No. 27 - prior to the submittal for Landscape plan check the applicant shall provide
additional Landscape treatment adjacent to Riverside Dr. with a focus to screen the deiention
basin and increase in the size of the plants to create a more effectrve aesthetic and sizing.
Community Development Director Taylor stated that before he signs off on the project, he will
share it with the commission to make sure all embellishments and enhancements are
appropriate before it is approved.
All Commissioner's agreed with those changes in the Conditions of Approval.
The applicant agreed to added Conditions of Approval.
There being no further response to Chairman Armit's invitation to speak, the public Hearing
was declared closed at 7:10 p.m.
It was moved by Vice-chair Gray, seconded by commissioner Jordan and unanimously
carried, to adopt the resolution.
Resolution 2016-58:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE
RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE ADOPTION
OF MITIGATED NEGATIVE DECLARATION NO,2016.01 FOR RESIDENTIAL DESIGN
REVTEW (RDR 2014-05);
It was moved by Commissioner Jordan, seconded by Commissioner Carroll and unanimously
carried, to adopt the resolution.
Resolution 2016-59:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE ADOPT FINDINGS THAT RESIDENTIAL DESIGN REVIEW 2014.05 IS
CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT
coNSERVAT|ON PLAN (MSHCP);
It was moved by commissioner Jordan, seconded by Vice-chair Gray and unanimously
carried, to adopt the resolution.
Resolution 2016-60:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF RESIDENTIAL DESIGN REVIEW NO. 2014-05 PROVIDING
BUILDING DESIGNS FOR A 150 UNIT APARTMENT COMPLEX, WITH ASSOCIATED
ON-SITE AND OFF-SITE IMPROVEMENTS, INCLUDING HARDSCAPE AND
LANDSCAPING LOCATED AT APN: 379-090-022. .With detetion of Condition No. .16 & 10,1 .
amended Condition No. 47, added Condition's No. 26 & 27.
STAFF COMMENTS
Taylor stated that staff will have Wakerider wrapped up and at the next Planning Commission
meeting.
Kirk advised commission of the projects at the next Planning Commission Meeting.
COMMISSIONERS' COMMENTS
Commissioner Carroll had comments regarding long term propefty maintenance on
landscaping on past projects.
Commissioner Jordan requested if staff could implement design standards for multi-family
residential in the future.
ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned
