Commission Meeting to order at 6:01p.m.
Commissioner Gray led the Pledge of Allegiance.

There were no members of the Public who appeared to speak.
PRESENTATIONS
Project Manager Brian Milich updated the Planning Commission on the Summerly
Development. He presented a brief overview of the project and spoke of what was coming in
the future.

Milich explained that Summerly was purchased in 2010 out of a bankruptcy of Lang Homes.
At that time. there were nine model homes that were built but not finished. A golf course that
was closed, some lols were built and slreels were failing. When the Summerly partnership
came in at 2010 the golf course was re-established, homes were refurbished and sold. He
stated that Summerly has worked hard with City and Staff to get agreement back on track, as
well as establish a very clear and specific Development Schedule ofthe project.
Milich said they have been successful to date. They have developed four of the eight
development phases ofthe project. There are 900 lots produced and sold 800 to guest
builders. The project will ultimately be about an '1,600-unit Development. Also, an significant
amount of infrastructure developed.
Summerly will be starting the first phase of what will be a 24-acre lull service public park, the
second half of the Summerly Splash Recreation Center, and they will begin development on
the last phases ofthe project. Estimated build out is 3-4 years.
Milich explained that the two items on the Agenda lonight are for Sea Country Homes and
Van Daele Homes, located in the Summerly Development. Sea country and Van Daele are
Summerly's surrogate builders. He concluded his presentation and asked if the Planning
Commissioners had any questions.
Chairman Jordan thanked Milich and for the investment in the City.

Senior Planner Justin Kirk presented the Planning Commission with a summary of the
proposed wireless telecommunication facility. The Project is located 28200 Lake Street and
Nichols Road. Kirk explained the applicant submltted a coverage map that clearly established
a gap in coverage that can be filled by the installation of the proposed facility. lf approved, the
proposed cellular facility in the Public Park would require City Council approval of a site
license agreement. He concluded his presentation and asked if there were any questions.
Vice Chair Armit asked if vines could be added around outside of project to discourage graffiti
that the City would maintain.
Kirk explained that a Condition of Approval can be added for that.

the City of Lake Elsinore, California, Recommending to the City Council of the
City of Lake Elsinore Approval of Residential Design Review No. 2015
06 Providing Building Designs for 53 Single-Family Dwelling units and Related
lmprovements, for Tract No. 31920-16, Located in the Summerly Development.
Kirk presented his staff report. He explaaned that the applicant was requesting approval of
building designs for 53 single-family detached residential units located within Tract 31920-'16
of the Summerly Development of the East Lake Specific Plan. Kirk stated the proposed
project has been reviewed for consistency with the General Plan and the East Lake Specific
Plan. The proposed pro.iect meets or exceeds all required development slandards as
identified in the East Lake Specific Plan Amendment No.6. The proposed Project is
Consistent wrth the provisions of the East Lake Specific Plan and General Plan. Building
Engineering, and Fire Staff have reviewed the requested Design Review application and have
conditioned the project so as to mitigate any potential impacts Overall the proposed project as
designed and conditioned with provide a high quality and complimentary housing option to the
Summerly Development.
Kirk said that staff recommends Planning Commission to adopt Resolutions recommending
approval to the City Council. He finished his presentation and asked Planning Commission if
they had any questions.
Applicant Buck Bennett with Sea Country Homes introduced himself and said he was
available for questions.
Crosby Bennett, Director of Projecl Managemenl and Customer Service for Sea Country
Homes stated they are excited to be in Lake Elsinore and look forward to building this project
and asked Planning Commission for any questions.
Chairman Jordan said she had a concern with Plan #3 and that many of them being grouped
together with no elevations. She asked for a variation in plans and elevation. She explained
lhat she was not comfortable with approving that many of the same plan together. With lots
17, 18.20 and 21.
Kirk said that Condition No. 12 can be amended to read, adjacent units are not of the same
plan and design and so that there is adequate variation.
Chairman Jordan and Commissioner Ray agreed.
Crosby Bennett said that it could be done.
Jordan stated right/left rear elevations of Plan #3 are really bare, jusl windows with a couple
of pop-outs and expressed her concerns wilh articulation with the two story. She stated that it
was not sufficient and requested that it be a little more embellished.

Kirk said, a Condition of Approval can be added that requires that applicant comes in with
enhanced elevalions in the areas that articulates specific points and resolve it in that manner.
Applicant agreed to Jordan suggestions.
Commissioner Ray requested the plotting plan dimensional requiremenls are met with regards
to the Specific Plan Development Standards.
Kirk said he would include that all required setbacks are adhered to, on the amended
Condition.
Jordan closed Public Hearing at 7:07 p.m.

A Resolution of the Planning Commission of the City of Lake Elsinore, California,
recommending that the City Council of the City of Lake Elsinore Adopt Findings That
Residential Design Review No. 2015-06 is Consistent with the Western Riverside County
Mulliple Species Habitat Conservation Plan (IVISHCP).

Kirk presented a summary to the Planning Commission. Project included a new model
complex and related improvements. Kirk described various design components, features and
Plans of the proposed project. He explained that the project would offer three architectural
styles and trealments for each of the four floor plans. He stated that the proposed project has
been reviewed for consistency with the General Plan and the East Lake Specific Plan. Pro.iect
exceeds all required developmental standards as identified in the East Lake Specific Plan.
Overall the proposed project as designed and conditioned will provide a high quality and
complimenlary housing option to the Summerly Developmenl. Kirk concluded his presentation
and asked if lhere were any questions.
Chairman Jordan had concerns with right/left and rear elevations are lacking architectural
enhancements.
Kirk stated that a Condition can be added for Plan type two and three.
Jordan stated in the future she would like to see the elevation identified when approving plots.
Kirk explained that elevations were a requesl to be included, but the developer may not have
known, at the time of Public Hearing. lVoving forward, it will be required to have the individual
elevations are identified with the plan type.
All Commissioners agreed.

Applicant Craig Mazzara with Van Daele Development introduced himself and gave Planning
Commission a brief history on Van Daele. He said he was available for any questions.
James Kelly a resident of Lake Elsinore shared his concerns on what kind of impact would
these projects have on his property value.
There was no further discussion regarding this project.

Resident Kelly spoke again and said he would like for the City to look at City's fencing Ord.

STAFF COMMENTS
Richard MacHott spoke or reorganizalion of Planning Department and his new duties.
MacHott explained he will be focusing his efforts on Advanced Planning as well as being the
CEQA administrator for the City.
Community Development Director Taylor said Community Development is growing. He
informed Commissioners of future meetings and projects to be expected.
Senaor Planner Kirk spoke about clarifying Planning Commission process procedure in the
near future. to stream line it and to make the process smoother.
COMMISSIONERS' COMMENTS
Commissioner Gray thanked MacHott for the role he has had for Planning Commission. He
welcomed Senior Planner Kirk to his new role.
Chairman Jordan said she looks forward to the upcoming projects this year.
