City Council
Regular Meeting Minutes
Tuesday, August 28, 2018
Call to Order
A Regular meeting of the Council of the City of Lake Elsinore was held in the Cultural Center, 183 North
Main Street, on the above date. The meeting was called to order at 7:00 p.m. by Mayor Johnson.
Pledge of Allegiance
Alex Lopez of the Elsinore Valley 9u All Star Baseball Team led the Pledge of Allegiance.
Invocation — Moment of Silence
Mayor Johnson requested a Moment of Silence.
Roll Call
Present: Council Members Hickman, Tisdale and Magee; Mayor Pro -Tem Manos and Mayor Johnson
Absent: None
Presentations / Ceremonials
1) Elsinore Valley 9u All Star Baseball Team — Mayor Johnson and Mayor Pro -Tem Manos presented
certificates of recognition to the Elsinore Valley 9u All Star Baseball Team.
Public Comments — Non- Agendized Items
Appearing to speak were: Ace Vallejos and Paulie Tehrani.
Consent Calendar
It was moved by Council Member Tisdale, seconded by Council Member Hickman, and noting the
abstention of Council Member Magee on Item No. 6, carried to adopt the Consent Calendar.
1) CC Minutes of the Regular Meeting of August 14 2018 and the Special Meeting of August 21 2018
— approved the minutes.
2) CC Warrant List Dated August 16, 2018 — received and filed.
3) CC Investment Report for July 2018 — received and filed.
4) Change Order No. 1 — Public Works' Construction Agreement with Maples and Associates for the
Installation of Insulation Drywall and Paint for the Community Hall at the RV Resort Rehabilitation
Protect (CIP PROJECT #Z40007) — authorized the City Manager to execute Change Order No. 1 in
the not to exceed amount of $52,550.57 in such final form as approved by the City Attorney.
5) Purchase and Delivery Agreement with The Landscape Center (TLC) for the `transplant, Purchase,
and Delivery of Trees and Shrubs for the Campground Rehabilitation Protect — authorized the City
Manager to execute the agreement in the amount of $250,000.00.
6) Change Order No. 2 — PlainJoe Studios' for the Design and Build of Special Enhancements and
Effects at the Campground Rehabilitation Project CIP PROJECT #240007 — authorized the City
Manager to execute Change Order No. 2 in the amount of $69,582.06.
7) Agreement and Escrow Instruction for Purchase and Sale of Real Property (Portion of APN
363 - 540 -002) — approved the Agreement and Escrow Instructions for the Purchase and Sale of Real
Property (Portion of APN 363- 540 -002) for a purchase price of $33,324.00; and, authorized the City
Manager to execute the Agreement and the Certificate of Acceptance in such final form as approved
by the City Attorney.
8) Final Map 31920 -18, Beazer Homes, Summerly Neighborhood 18 — approved the Final Map, subject
to the City Engineer's acceptance as being true and correct; and, authorized the City Clerk to sign
the map and arrange for the recordation of.
9) Change Order No. 1 to Public Works' Construction Agreement with Maples and Associates for the
Installation of Wet Utilities at the Campground Rehabilitation Project CIP PROJECT #240007 —
authorized the City Manager to execute Change Order No. 1 — First Amendment not to exceed the
amount of $185,668.00 in such final form as approved by the City Attorney.

City Council Comments
Council Member Hickman noted that Feeding America of Riverside and San Bernardino Counties
distributed food to victims and evacuees of the Holy Fire on August 17th; and, announced the high
school football season has started and asked everyone to be safe.
Council Member Magee responded to Public Comments on the Castle and Cook weed abatement and
code enforcement issue, and requested staff make a formal request from Castle and Cook to provide
an update to the public; announced the 50th Lake Elsinore Grand Prix Take Over on September 1St at
Diamond Stadium and that fish stocking will be taking place on September 7th at Launch Pointe Boat
Launch, and, to enjoy a safe Labor Day.
Council Member Tisdale reminded everyone that the City is now voting in districts and the District 1
election has been cancelled and he has been appointed to the Council; noted that the Council has been
together since 2012 and has made great changes and that it has been an honor to work with fellow
Council Members; and, announced the Community Service Night in the Park is on August 30th
Mayor Pro -Tem Manos congratulated Council Member Tisdale on his appointment as Council Member
of District 1; announced that the Southern California Edison and Alberhill System Project was
eliminated by the California Public Utilities Commission and their staff needs to work with the City on
the Valley- Ivyglen and Subtransimssion line project; and, noted City Leaders are attending the League
of California Cities Conference September 12th - 14th
Mayor Johnson congratulated Council Member Tisdale on his appointment as Council Member of
District 1; announced the McVicker Canyon Skate Park groundbreaking on August 301h and the State of
the City on September 27th; provided a Holy Fire Update; thanked the Public Safety personnel for their
work during the fire, and the Lake Elsinore Storm, Southern California Gas Company, Southern
California Edison, Jack's BBQ Shack, Hell's Kitchen, Pins N' Pockets, Lake Elsinore Rotary and Strong
is Sexy for their support and donations during the Holy Fire; and, announced the meeting will adjourn in
honor of Senator John McCain.
Adjournment
The Lake Elsinore City Council meeting adjourned at 7:36 p.m. to the Regular meeting of Tuesday,
September 11, 2018, at 7:00 p.m. in the Cultural Center located at 183 N. Main Street, Lake Elsinore, in
honor of Senator John McCain.
