HomeMy WebLinkAboutCC Reso No 2018-100 Proclaiming Local EmergencyRESOLUTION NO. 2018 -100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY Whereas, the Lake Elsinore Municipal Code 2.20.080 Disaster Director (B) empowers the Disaster Director to proclaim the existence of a Local Emergency when the City Council is not in session; and, Whereas, the Disaster Director of the City of Lake Elsinore does hereby find: 1) That at the time of the Proclamation the City Council is not in session; and, 2) That conditions of extreme peril to the safety of persons and property have arisen within the City of Lake Elsinore caused by the Holy Fire incident, prompting a large evacuation of residents in Lake Elsinore affecting approximately 6,418 homes in the communities of Rice Canyon, McVicker and Machado as the fire continues to approach residential areas within the City's boundaries; and, 3) That the fire has exceeded 9,600 acres burned with 5 percent containment and the fire's proximity poses severe and imminent threat to numerous residential and commercial property within the community; and, 4) That the aforesaid conditions of extreme peril are beyond the control of the services, personnel, equipment and facilities of the City of Lake Elsinore and the County of Riverside that provides fire protection, fire prevention, rescue, and medical emergency services to the City pursuant to a Cooperative Agreement; and, 5) That the aforesaid conditions of extreme peril warrant and necessitate the Proclamation of a Local Emergency. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That a Local Emergency exists throughout the City of Lake Elsinore, commencing on or about 6:00 a.m. on the 8th day of August 2018. Section 2. That during the existence of said local emergency the powers, functions, and duties of the emergency organization of this City shall be those prescribed by state law, by Ordinances, and Resolutions of the City of Lake Elsinore Emergency and Disaster Relief Plan, as approved by the City Council. Section 3. This Resolution shall take effect immediately upon its adoption. Section 4. The City Clerk shall certify to the adoption of this Resolution and enter it into the book of original Resolutions.
