WebbAssociatesforon-calltrafficengineeringservicesandauthorizetheCity ManagertoexecutetheAgreementintheamountnot to exceed of $200,000. Background TheCityutilizescontracttrafficengineeringservicesinsupportoftrafficoperations, development review, andCIPproject engineering support.Approximately 70% of these engineeringserviceshave been paidthroughdeveloperdepositsandfundedCIPproject budgets.Theremaining30%ofthecostofserviceshavebeenfundedbyGasTaxand theGeneral Fund. Discussion Amendment No. 4extends consultant traffic engineering services for a period of three (3) years, ending on June 30, 2021. Consultant’s compensation shall not exceed $200,000 annually during each fiscal year of the term of the agreement without written authorization. Webb has provided much-needed traffic engineering project management, traffic grant related management, traffic development review, and guidance and coordination on traffic-related operations and maintenance issues. The Engineering Department is verysatisfied with Webb’s services and recommends the City Council approve the extension. Webb Associates This Amendment No. 4to Agreement for ProfessionalServices (“Amendment No. 4”) is made and entered into as ofJuly 1, 2018, by and between the City of Lake Elsinore,a municipal corporation(“City), andAlbert A. Webb Associates, a California corporation (“Consultant”). RECITALS A.The City and Consultant have entered into that certain Agreement for Professional Servicesdated as of August 26, 2014(the “Original Agreement”). Except as otherwise defined herein, all capitalized terms used herein shall have the meanings set forth for such terms in the Original Agreement. B.The Original Agreement provided for compensation to Consultant in an amount of $180,000 for a term of one year. C.Amendment No. 1, approved September 15, 2015, extended the term and increased the Consultant compensation in an amount not to exceed $163,680 through June 30, 2016. D.Amendment No. 2, approvedMarch 22, 2016, provided for aone-year renewal and an increase in compensation in an amount not to exceed $157,800. E.Amendment No. 3, approved August 22, 2017, provided for a one-year renewal and an increase in compensation in an amount not to exceed $283,520. F.Reference to the “Agreement” below shall mean the Original Agreement and all amendments thereto. G.The parties now desire to modify the scope of services through additional work requests and provide for compensation for such services as set forth in this Amendment No. 4. NOW, THEREFORE, inconsideration of the mutual covenants and conditions set forth herein, City and Consultant agree as follows: 1.Section 1, Scope of Services,of the Agreement is hereby amended to add the following: Consultant shall also perform the services described in Consultant’s June 13, 2018Proposal (attached to Amendment No. 4as Exhibit A-2). Consultant shall provide such services at the time, place, and in the manner specified in Exhibit A-2, subject to the direction of the City through its staff that it may provide from time to time. 2.Section 2, Time of Performance, of the Agreement is hereby replaced to read as follows: Unless earlier terminated as provided elsewhere in the Agreement, and notwithstanding any provision to the contrary, theterm of the Agreement Page 2 shall continue in full force and effect for a period of three (3) years, ending on June 30, 2021. The City may, at its sole discretion, extend the term of the Agreement on a 12-month basis notto exceed two (2) additional twelve 12-month renewal terms by giving written notice thereof to Consultant. 3.Section 3, Compensation, of the Agreement is hereby amended to add the following: Notwithstanding the foregoing, for purposes of Amendment No. 4and the term thereof, compensation to be paid to Consultant shall be in accordance with the Schedule of Charges set forth in Consultant’s June 13, 2018 Proposal(Exhibit A-2to Amendment No. 4). In no event shall Consultant’s compensation exceed Two Hundred Thousand Dollars ($200,000) annually during each fiscal year of the term of the Agreement, without additional written authorization from the City. Notwithstanding any provision of Consultant’s June 13, 2018 Proposal to the contrary, outof pocket expenses set forth in Exhibit A-2respectively, shall bereimbursed at cost without an inflator or administrative charge. Paymentby City under this Agreement shall notbe deemed a waiver of defects, even if such defects were known to the City at the time of payment. 4.Except for the changes specifically set forth herein, all other terms and conditions of the Original Agreement and amendments thereto shall remain in full force and effect. Receive citizen’s request regarding traffic issues. 2. Process service requests including field reviews, research, analysis, and correspondence with requestors. 3. Respond to public requests for information regarding projects and attend community outreach meetings as required. 4. Field review traffic circulation around schools. Perform analysis and provide recommendations. 5. Prepare agenda items regarding traffic safety for the Public Safety Advisory Commission (PSAC) meetings. Attend PSAC meetings as needed. 6. As a City Traffic Engineer, advise the City regarding traffic related matters. 7. Attend staff meetings and provide updates to the City Manager and City Engineer as needed. 8. Present reports and provide recommendations to Planning Commission and City Council as needed. 9. Provide coordination with the County of Riverside, RCTC, WRCOG, Caltrans, adjacent Cities, and law enforcement agencies. 10. Develop traffic standards for signal equipment and signing & striping to promote consistency and uniformity citywide. 11. Review/design traffic control plans for special events. Task B – On-call Traffic Engineering Services (Funding Source: Traffic Signal Operations Line Item) WEBB will provide on-call consultant traffic engineering scope of services as follows: 12. Oversee traffic operation (signal operation and maintenance, signing & striping and markings). 13. Coordinate with County of Riverside signal maintenance staff and Hartzog & Crabill staff to address any signal or timing issues. 14. Review all long corridors for possible signal coordination and missing interconnect. Review traffic impact studies and assist in preparation of conditions of approval for development projects. 2. Prepare and/or review fair share obligation for the development projects. 3. Attend Planning Commissions and City Council Meetings for Development Projects as needed. 4. Review traffic control plans for work within the City right of way and provide assistance with the Encroachment Permit process. 5. Review traffic signal and signing & striping plans to ensure conformance with city, state, federal, and other applicable standards and requirements. 6. Work with Riverside County and Hartzog & Crabill signal maintenance technicians for traffic signal and traffic signal system timing plans. 7. Oversee City’s long range Transportation Model. Maintain or coordinate with consultant to maintain and update the Transportation Model as needed. 8. Prepare traffic signal design, signal timing sheets, coordination of signal timing, and traffic signal operation troubleshooting. 9. Provide construction support services on City Projects as needed. 10. Coordinate with Caltrans and County of Riverside for Railroad Canyon interchange coordination and improvements. 11. Coordinate with Caltrans and County of Riverside for Central Avenue interchange coordination and improvements. 12. Review TIF program and prioritize the improvements and corridors to focus on. 13. Develop Master Signal Communication Plan. 14. Inventory and develop Master Bike Trails, Lanes and Walking Paths Plan with City Parks and Recreation department. 15. Research neighborhood traffic calming measures and Implement Neighborhood Traffic Management Program citywide, and on website. 16. Prioritize DIF infrastructure based on immediate traffic needs. 17. Create and maintain equipment inventory log for all existing traffic signals. Review project as-built plans and coordinate with city inspectors to determine project status of development projects. 2. Review bond documentation and plans to process bond releases. 3. Prepare bond release memos for completed or nearly-complete projects as needed. Task E – On-call Engineering Services for Grant Applications (General Fund) WEBB will provide on-call consultant engineering scope of services as follows: 1. Research grant opportunities available to the City. Apply for HSIP and other grants when available. 2. Research possible grants for other systemic improvements for pedestrian heads, APS push buttons, signal improvements, and other safety improvements. 3. Assist in preparing Caltrans forms and other necessary documentation for grant receipt requirements.
