Subsequently, in 2016, the City’s robust health program, known as Healthy LE, began. Healthy LE is a community health initiative that aims to improve the health of all community members by providing and promoting healthy alternatives. To expand on the City’s Healthy LE Initiative, Community Services staff has provided networking opportunities and welcomed ongoing community input through the formulation of the Healthy LE Collaborative. The City hosts quarterly Healthy LE Collaborative Meetings where the leaders of our local organizations and businesses meet to explore new opportunities for health promotion among their entities, as well as spread ideas for engagement in Healthy LE related activities. The Collaborative is comprised of over one hundred local organizations and businesses exercising opportunities to promote health in their own way through their own business structure. Based on demand from the Collaborative, Community Services staff has been working on preparing the Healthy LE Business Program. The intention of the Program is to make healthy alternatives available throughout the community on a daily basis in collaboration with local businesses and in furtherance of the Healthy LE mission of promoting a healthy lifestyle. Discussion The Healthy LE Business Program is a one-year certification program that encourages businesses to incorporate healthy alternatives into their business structure and in return, they receive promotional benefits from the City. Eligible businesses must complete required criteria based on their business category. Healthy LE Business Program June 12, 2018 Page 2 Page 2of 2 Businesses are broken down into different categories (as detailed in the attached Program Materials): Fitness Business (boot camps, gyms, dance classes, etc.) Industrial/Warehouse Business (production, warehousing, etc.) Professional Services Business (engineering, finance, insurance firms, etc.) Retail Food and Restaurants (grocery stores, coffee shops, restaurants, etc.) Retail Businesses (clothing stores, auto parts stores, etc.) Service Businesses (oil change stations, nail salons, barber shops, etc.) Wellness Providers (medical clinics, dental offices, etc.) Benefits include: 1.Certificate of Achievement 2.Healthy LE Certification Sticker 3.Inclusion in on-line directory 4.Marketing Healthy LE business sponsored events on City social media pages for four promotions per year 5.Provide support for opportunities that promote the Healthy LE Mission 6.Vendor fee discounts of up to 25% on City hosted events 7.Event fee waived for one business sponsored Healthy LE Event 8.Healthy LE related video promotion for social media and TV Channel for one month Each eligible business will be given the Healthy LE Certification Stickerto put on its window, which will communicate to the public that the business is a part of the Healthy LE Business Program and that it offers healthy alternatives or healthy incentives. Examples of healthy alternatives include offering fruit in addition todonuts at the oil change station, grilled meat instead of only fried options at the restaurant or routine gym attendance awards. It is a win-win situation for the City and for local businesses. The businesses receive recognition, and the community gets the opportunity to make healthy decisions in their daily lives. The benefit for the City is that it is promoting our overall mission to promote healthy living. Fiscal Impact To execute the Program, the City will be responsible for providing welcome packets with Healthy LE stickers and certificates, which we anticipate costing less than $1,000 per year depending on the number of business participants. In addition, the program administration time will be absorbed through existing staff allocated within the Community Services Department Budget. These expenditures shall be accommodated for via the existing General Fund, and expenses shall be 100% recovered by Program participation fees. Exhibits A –Resolution B –Program Materials RESOLUTION NO. 2018-__ ARESOLUTION OF THE CITY COUNCILOF THE CITY OF LAKE ELSINORE, CALIFORNIA, IN SUPPORT OF THE HEALTHY LE BUSINESSPROGRAM Whereas, many agencies have adopted policies and programs that promote healthy lifestyles by making their communities walkable, promoting physical activity, encouraging access to fresh foods and vegetables in city, county, or school facilities; and, Whereas, there are important, long-term community benefits to be gained by encouraging healthy lifestyles, including a decrease in the rate of obesity and its negative health-related impacts and costs; and, Whereas, our health is affected by where we live, work and play; and in order for our communities to be healthy, we need to live in healthy communities; and, Whereas, City Council (Council) of the City of Lake Elsinore (City) adopted the Healthy Active Community Resolution No. 2014-063 supporting initiatives aimed at creating a healthy community and providing the opportunity for residents to make healthy decisions; and Whereas, in furtherance of the Healthy Active Community Resolution, the City launched a robust health program, known as Healthy LE aimed to improve the health of all community members by providing and promoting healthy alternatives; and Whereas, many agencies and community partners strive for ways to increase participation in the Healthy LE Program; and, Whereas, the Council and the community partners can work together to foster additional approaches to support the Healthy LE mission of improving our health, wellness, and overall quality of life in Lake Elsinore and build a stronger relationship with the City to support a culture of community health; and, Whereas, collaboration with local businesses is important to achieve the goal of healthy communities; and, Whereas, all businesses, regardless of business type, can adopt healthy alternatives that support the Healthy LE mission and offer healthy options and incentives for community members that promote community health and well-being; and, Whereas, our community strives to become a leader in exercising healthy alternatives in collaboration with local businesses; and, Whereas, City staff has worked with the Healthy LE Collaborative to develop the Healthy LE Business Program, which is a one-year certification program that encourages businesses to incorporate and promote healthy alternatives that support the Healthy LE Mission. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1.The above recitals are true and correct and are incorporated herein. Healthy LE Business Program PROGRAM OVERVIEW The Healthy LE Business Program  is a one‐year certification  program that offers incentives to  businesses that provide healthy  alternatives and promote  community health and well being.  Program Categories Fitness Business Retail Food and Restaurants Retail Professional Services Wellness Providers Service Business Industrial Business Processing Fee The processing and implementation of  this program requires an annual non‐ negotiable and non‐refundable fee of  $100 per year.  INCENTIVES 1. Certificate of Achievement 2. Healthy  LE  Certification  Sticker 3. Inclusion in on‐line directory 4. Marketing on City social media pages for 4 promotions per year* 5. Provide support for opportunities that support the Healthy LE mission 6. Vendor fee discounts of up to 25% on City hosted events 7. Event fee waived for one business sponsored Healthy LE Event 8. Healthy LE related video promotion for social media and TV Channel for one month.* Requirement Must earn 5 POINTS by achieving the two  required criteria for their designated  category, as well as three additional criteria  from their given category or any other  category listed in this program packet.  *See Terms and Conditions for more information         healthyle@lake‐elsinore.org • (951) 674‐3124 ext. 265                           3           Healthy LE Business Program   The following are samples of the Program incentives to be displayed in the business upon  becoming business sponsored. Samples are not drawn to scale and  could be subject to change.  Sample of Certification Sticker Sample of Certificate of Achievement           City of Lake Elsinore  130 South Main Street  Lake Elsinore, CA 92530  healthyle@lake‐elsinore.org • (951) 674‐3124 ext. 265     4  Healthy LE Business Program Terms and Conditions   Application Requirements  Business must be a for – profit entity.   Business must possess a valid business license within the City in which they reside.   Business must promote the Healthy LE mission by providing a health, positive lifestyle and family – friendly setting through the goods and  services offered.   Businesses with more than 50% of sales related to alcohol, tobacco, or cannabis products are ineligible for the Program.   Retail Food and Restaurant businesses must maintain a Grade A status in accordance to County – based regulations.   Completed application with non – refundable fee of $100 and all supporting documentation required must be submitted via mail or hand  – delivery to the above referenced address.   Some requirements include demonstration of commitment for at least one month prior to application submittal. Upon Application Approval  Business must post Program certificate and sticker for public viewing once received.   Business must include link to Program directory on webpage.   Business must advertise Program on a monthly basis via social media.   Business understands that the City may ask for additional verification in compliance with the Program at any time within the one – year  certification term.   Failure to maintain requirements could result in removal from the Program.   Marketing on City social media pages require posts to be health promoting and must include Healthy LE logo.    An event that qualifies as a business sponsored Healthy LE Event must meet the following criteria:  o Must support the Healthy LE Mission  o Must be free or at minimal cost to participants  o Organizer shall submit Special Events Application to obtain Permit (fee will be waived upon Program application approval).  o All components of the event, including marketing materials and graphics for promotion, are at the responsibility, coordination,  and discretion of the organizer; the City will merely promote the event.   Healthy LE related video promotions must not exceed three minutes in length.  o Business is required to develop content and filming while the City is solely responsible for the posting of the video.  o Video content must include promotion of health – related item or service (i.e. cooking a new recipe using healthy alternatives or  showcasing a workout promotion).  o Video must be recorded and able to view in landscape and high – definition (HD) format.  o Video recording must be stable and audio must be clear.  o Video must have the Healthy LE logo incorporated somewhere within the content.  o Video must be submitted via Dropbox link given in the Welcome Packet.  Renewal/Ending Program Certification  Annual renewals will be required.   Business must submit renewal application with supporting documentation 30 days prior to Certification expiration date.   Businesses that do not notify City, via contact information below, of renewal within 30 days of Certification expiration date, are subject to  immediate discontinuation of all benefits provided through the Program; marking the end of business’s participation.  Additional Information  Applications are accepted on a rolling basis.   Contact the City at the contact below for consideration of any suggested variations to the terms and conditions and/or criteria.   All decisions are at the sole discretion of the City.   The extent of marketing and support, beyond the incentives defined, is at the discretion of the City. All criteria, incentives, terms and
