Subject: Purchase of Class II Base Material from Chandler Aggregates Inc. for the
Campground Project (CIP Project #Z40007)
Recommendations
1.Authorize the City Manager to execute the Purchase Order in the amount of $65,800.00.
2.Authorize the City Manager to execute a Purchase Change Order not to exceed the 10%
contingency amount of $6,580.00 for adjustments in the material estimate quantities as
needed.
Background
Staff has researched and sought the advice of the contracted site developer for the
Campground Rehabilitation project and determined the direct purchase and delivery from
Chandler Aggregates Inc. for the estimated 7,125 tons of class II base is the most cost effective
and efficient purchase approach. The class II base products are available in the region but a
local purchase helps to hold down the expensive transportation costs of this heavy bulky
material. The price for class II base ranges from $9 to over $10.50 per ton and the class II base
from Chandler Aggregates Inc. is sold at a competitive price of $9.12 per ton. The greatest
advantage of purchasing from Chandler Aggregates is the haul because of their proximity
(Nichols Road) to the project site. Haul rates are based on an 8 hour day and if less than 8
hours the haul will be billed at an 8 hour minimum, at $100.00 per hour, per truck. Therefore,
delivery distance and haul rates are major considerations when purchasing bulk construction
material like class II base. The shorter haul route is not only cost-effective and financially
advantageous, but it also translates into lesser traffic and air quality impacts that would be
associated with a longer and/or freeway based haul route.
Discussion
Class II base material is needed to establish the ground substance for the Campground roads
with an area of over 332,000 square feet of road surface. The base course thickness will range
from 6 to 7 inches and it will be built directly on top of the road subgrade. The class II base will
be placed by means of attentive spreading and compacting to a high level of relative
compaction, thus providing a stable foundation. The class II base will provide a clean durable
surface ready for asphalting.

Due to current permit restrictions at the Nichols Road plant, haul
rates are based on 6:00 a.m. load times at the plant with a full 8 hours
to deliver product. Anything less than 8 hours will have to be re‐bid
prior to scheduling.
Haul rates are based on an 8 hour day. If less than 8 hours the haul will be billed
an 8 hour minimum, at $100.00 per hour, per truck. The first 5 minutes on the job
are included in price, thereafter, $_1.67 per minute.
Sales tax and fees are included in delivered prices. Trucking and material are
based on availability. If a short load is needed, haul is billed at a 25 ton minimum.
Shipment of material constitutes acceptance of material. Haul rates are based on a
minimum 8 hour delivery schedule with the load time at our plant at 7:00 a.m.
Even though we bid a delivered price, this does not guarantee truck availability.
There is a truck shortage due to CARB laws. All trucking is based on availability.
Haul rates include the first _5_ minutes on the job, thereafter, $1.67_ per
minute standby time will be charged. All prices are per U.S. ton.
All material and trucking are subject to availability. Material may be limited daily. Material is
subject to pre‐approval at the plant site, prior to shipment. Material is guaranteed to meet
specification at Chandler plant site only. Shipment of material constitutes acceptance of
material.
Haul rates are subject to change without notice. Haul rates are based on fuel not
exceeding _$4.50 per gallon. Shipment of material constitutes acceptance of material.
Material prices are good through _July 2018. However, we cannot guarantee
truck rates through _July 2018. A _7_ day advance notice red prior to shipment.
Notice of intent to purchase must be received by _06/15/18 or bid is null and void.
