Re: Request for city to form a study group for city of Lake Elsinore to form its
own fire and public safety organization to expand services and reduce costs
Recently the City of Calimesa cut its contract services for fire with Riverside County
Fire Department. In doing so they went from a 2 person engine to a 3 person engine
thus expanding their services and reducing costs to the community.
By the same means but with some marked differences I purpose the City of Lake
Elsinore form its own department but with some marked differences. My reasons are
as follows:
1. Explore forming a combined police and fire department as in the City of
Sunnyvale CA and other communities throughout the United States.
2. Form a Public Safety Board to Operate Services similar to Chino Hills that would
function to provide facilities and equipment without added tax burdens
3. The city could expand services by adding/ and building new cost neutral stations
a. Based in Downtown Lake Elsinore
b Alberhill
b. Airport Area
4. Develop and employee new rapid intervention fire technologies that reduce
response time and intervention to 2.5 minutes average
5. Expand paramedic services to include various career training avenues for
employees and residents in some of the related areas that would be needed by a
modern fire department prepared for 21St century

d. Air flight and navigation in preparation for new air borne fire and rescue craft
Finally I have provided a list of web sites to help inform and stimulate your imagines
of programs and public safety operations that currently exist.
By why explanation my back has included:
1. Development and administrative management of urban trauma center
2. Have management 3 Ambulance companies
3. Worked as Med Tec in numerous private hospitals Emergency Rooms urgent
care clinics.

5. Have start and implement a fire paramedic training program
6. Emergency vehicle driver safety improvement instructor police and fire
7. Have generated millions from writing public safety and health grants including
start of physicians training program in emergency medicine
8. Assisted in formation of Physicians Assistant Training Program
9. In 1990 CA Fire Fighter i Cert
10. Served as a reserve firelighter and assistant fire academy instructor.
11. CA Licensed Private Investigator
12. Book Author of soon to be released BooBoo the Lion book series.
