Public Safety Advisory Commission
Regular Meeting Minutes
Wednesday, March 21, 2018
Call to Order
A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center,
183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chair Stewart.
Pledge of Allegiance
The Pledge of allegiance was led by Vice-Chair Carlos.
Roll Call
Present: Commissioners Hendley, Miller, and Williams; Vice-Chair Carlos and Chair Stewart
Absent: None
Presentations
1) Swearing In of New Commissioner – City Clerk Domen gave the Oath of Office to Kelly Hendley.
2) California Highway Patrol Safety Tips for Ortega Highway – Officer Lasich gave a report on the
incidents and fatalities of the Ortega Highway, provided safety tips, and responded to the
Commissioners questions.
Chair Stewart introduced Chief of Police, Chief Anne.
Chief Anne introduced himself, gave statistics on incidents within the City, thanked the community for
their tips, and responded to the Commissioners questions.
Vice-Chair Carlos noted the City needs a Distracted Pedestrian Campaign.
3) Community Services Update - Director Skinner provided a Power Point presentation, responded to
Commissioners questions, and informed every one of the new location for the Community Services
Department.
4) Traffic Engineer Update – Senior Civil Engineer Dost presented a Power Point presentation and
responded to Commissioners questions.
Vice-Chair Carlos requested “No Turn On Red” signage at the corner of Auto Center Drive and
Franklin Street.
5) Streetlight Acquisition Update – Senior Civil Engineer Dost presented a Power Point presentation,
addressed questions received from the public, and responded to Commissioners questions.
Public Comments – Non Agendized Items
Appearing to speak were: Margaret Williams and Paul Williams.

Consent Calendar Items
It was moved by Vice-Chair Carlos, seconded by Commissioner Miller; and unanimously carried, to
approve the Consent Calendar.
6) Four-Way Stop at Main Street and Franklin Street – Recommended City Council approve the Four-Way
Stop.
Subcommittee Comments
Homeless Task Force - Commissioner Williams emphasized the importance of reporting homelessness
issues through AlertLE; and, announced the Faith Based Homeless Outreach Meeting at the Lake Elsinore
Sheriff’s Office will be on April 17
th at 9:00 a.m., and a second meeting on April 26
th at 11:30 a.m. involving
landlords, property managers, leasing agents, and businesses to address homelessness issues for
businesses.
Commissioners' Comments
Commissioner Williams inquired if AlertLE could be extended for reporting stop signs and speed bumps
concerns; and, requested the website be updating to make it more user friendly.
Commissioner Hendley stated she was happy to be here.
Chair Stewart stated AlertLE may also be utilized to report graffiti; thanked staff; thanked residents for
coming out; and, stated that speed bumps are a good idea.
Adjournment
The meeting adjourned at 8:16 p.m. to the Regular meeting on Wednesday, April 18, 2018, in the Cultural
Center located at 183 N. Main Street.
